RBI Governor Urjit Patel takes dig at UP loan waiver


Mumbai, Apr 7 (DHNS): RBI Governor Urjit Patel came down heavily on the Uttar Pradesh government’s decision to waive crop loans up to Rs 1 lakh, a move which is likely to cost the state over Rs 36,000 crore.

“I think it (farm loan waiver) undermines an honest credit culture, impacts credit discipline and plugs incentives for future borrowers to repay. In other words, waivers engender moral hazard. It also entails at the end of the day, transfer from tax payers to borrowers,” Patel said in the post-policy briefing.

Patel also sounded a word of caution with regard to the issue stating that waivers could lead to crowding out of private borrowers and have an impact on the country’s balance sheet.

I think we need to create a consensus such that loan waiver promises are eschewed, he said.

    Farmer loans comprise over 15% of the loan portfolios of public sector banks Canara Bank,Central Bank of India Dena Bank,Allahabad Bank and Punjab National Bank, putting them at maximum risk from farm loan waivers.
    In absolute terms, India’s largest lender SBI has the highest exposure to agriculture at Rs 125,100 crore, or 8.4 percent of its loan book, as of December 31, 2016.
    Scheduled commercial banks in India together had an outstanding farm credit of Rs 86,241.20 crore in UP with an average ticket size of Rs 1.34 lakh, as of 2016, wire agency PTI reported quoting an SBI Research report.
    Credit to agriculture and allied activities stood at Rs 9.33 lakh crore, or 13.8 percent of the gross bank credit of scheduled commercial banks, as of Feb 2017.
    Lal Bahadur Shastriji.One of the most honest PM of India. He had least bank balance when he died on duty. He was the only PM died with debt perhaps.
    Shastriji promoted the White Revolution – a national campaign to increase the production and supply of milk – by supporting the Amul milk co-operative of Anand, Gujarat and creating the National Dairy Development Board.
    The next major challenge was that of food crisis. India was facing a severe drought situation in 1965 & literally “begging” for grains from US. This was the time when Shastri took up the challenge upfront & created large teams of agricultural scientists & motivated them to come up with solutions. In the meantime, Shastri gave up one meal every day so that it could be given to the needy and motivated his countrymen also to do the same. For long term solution, had personally identified M.S.Swaminathan’s pioneering work in agriculture & requested him to head the team and ensured him full support. This triggered the Green Revolution which made India self-sufficient in grains within a decade!
    Perhaps Modi and his 'burnol' selling sales team hardly know the history of India.This credit culture will de-rate of banks which in turn increase in taxation.

    some believe it is God given and do charity since their knowledge is zero... soon present govt appoint these kind of people has C M and make India bankrupt... if anyone gives donations to parties in crores it is kept secret and if we give donations to others we have to tell them from where we got money...     Where were you when they released their election manifesto? You could have stopped them or raised strong objections with the Election Commission. We don't need a RBI governor to say loan waiver could cost the ex-chequer heavily or it is tax-payers money. RBI governor should get to the root cause and raise alarms when wrong polices are set or promises made just to win the election.

    THIS LOAN WAIVER PROGRAM WILL BADLY EFFECT BJP.

    FARMERS THOUGHT LOAN WAIVER WILL BE FOR ANY AMOUNT. THEY WERE UN AWARE THAT IT IS FOR UPTO 1 LAKH ONLY.

    WHEN MALLYAS CRORES OF LOAN WAIVED OFF WHY NOT FARMERS.

    SOME FARMERS TOOK LOAN OF 1 LAKH AND 100 RUPEES. FOR THEM ITS BAD LUCK.

    BEFORE ELECTION MODIJI WILL DEPOSIT EACH AND EVERY ACCOUNT FOR RS 15. INSTEAD OF 15 LAKHS.
