Row over new cattle slaughter rules, government indicates rethink


New Delhi, May 30 (IANS): A countrywide row over the new rules restricting the sale of cattle with Youth Congress activists in Kerala publicly killing an ox and the state's ruling Left Front holding over 300 "beef festivals" while West Bengal Chief Minister Mamata Banerjee threatened legal measures against the "unconstitutional" provision seemed to force the government to rethink.

As the BJP and others condemned the acts of Youth Congress and Left workers in Kerala, the Congress suspended its Kannur youth leader Regil Makutty and three others while party Vice President Rahul Gandhi condemned the killing of the animal.

In the wake of stiff opposition from some states, including Kerala, to the new rules, the central government is likely to exempt buffaloes from the 'no slaughter' list, an official said.

"We have received some representations over the list of animals included (in the new rules). We are working on it," A.N. Jha, Secretary in the Union Environment Ministry, told IANS.

In a bid to prevent cruelty to animals, the Ministry on May 26 modified rules making it mandatory to ensure that cattle are not bought or sold at cattle markets for slaughtering. The list of animals includes cows, bulls, buffaloes, heifers, calves as well as camels.

Ever since the notification, there have been widespread protests in various states, especially Kerala, one of the states where cow slaughter is not banned.

Youth Congress activists took to the streets in the state, but caused outrage by publicly slashing the head of an ox during one such protest, while the ruling Communist Party of India-Marxist held over 300 "beef festivals" where cooked beef was freely served.

With both the main political fronts in Kerala opposing the ban, the state cabinet will on Wednesday announce a date for an all-party meeting to discuss the issue.

"This is a question of livelihood for thousands of farmers in the state and has been in practise for ages. We will take up this issue in the cabinet meeting and don't be surprised if Kerala initiates legal steps against the new law," Agriculture Minister V.S. Sunilkumar said in Thiruvananthapuram.

Forest and Animal Husbandry Minister P. Raju said the new law cannot come into effect in Kerala.

The Bharatiya Janata Party (BJP) appears to be the only party in Kerala which has accepted the central government's directive on cattle slaughter.

"The new law has been misunderstood by the other parties," BJP state General Secretary K. Surendran said.

State Congress President M.M. Hassan said: "Today we are observing a black day to protest against the anti-people law of the Centre. But we do not approve of what happened in Kannur. Hence we have suspended them from the party."

Meanwhile Banerjee termed the amended rules "unconstitutional" and said the decision would be challenged legally by her government.

"This is a destructive attitude to federal structure, unnecessary bulldozing, encroaching and interference to federal structure. We are not accepting that. We will challenge it legally and constitutionally for interference in state power," she said in Kolkata.

"This is a deliberate attempt to encroach the state power. This is absolutely unconstitutional, unethical and undemocratic," said Banerjee, also the Trinamool Congress supremo.

The Congress's West Bengal unit dubbed the new cattle trade rules whimsical, saying it will adversely impact the livelihood of millions associated with the meat industry and allied sectors.

Earlier, the BJP criticised the Congress and Left parties over slaughtering an ox publicly and organising beef festivals.

Union Minister Ravi Shankar Prasad said: "Why are the Congress workers playing with the sentiments of the people. Everyone has the right to speech in India. But I don't know why this is happening. It is condemnable."

On the other hand, BJP leader in Meghalaya Bernard Marak on Monday said his party will not ban beef and legalise slaughter houses if it comes to power in the state, thus reducing the prices of meat.

However the Vishwa Hindu Parishad (VHP) warned the Congress and the CPI-M that they would "face the ire of public".

"It (killing of cow) is natural for the Communist party which has a culture of barbarously killing its opponents. We cannot expect any sensitivity from them for 'gau-mata'... but the Congress, which had once made 'gau raksha' its foundation for freedom movement... they do beef party... is there anything more condemnable?" said its International Joint General Secretary Surendra Jain in a statement.

These politicians who doesn’t have little bit of concern on their mother lands growth and development only will bring such rubbish rules which bring down India’s image in front of the world which would surely impact Indias economic growth.     In our country, animals are safer than humans. When a person is killed, it only matters to the authorities investigating whether the meat was Mutton or Beef, or was it buffalo beef or Cow? These things are all to be faced by common public. What happened with Kajol posting the Beef dish prepared by her friend? Did any one bother to check what was at her place or did any one have the guts to question her? Or was she trolled No.
    dear friends. Respect each other and try to live in harmony. if sentiment of someone is hurt by slaughtering some animal, then let's avoid it.
    There are many issues which are not actually issues but being used as a prop by some. How many people from the lynching incident are being arrested?
    In our place where it is a educational hub, there were so many incidents of few people taking law into their hands. Irrespective of the religion, authorities should immediately arrest people taking law in their hands and if required can question the people involved in immoral activities. But just taking the victims with them and pacifying the attackers only gives a upper hand to them and shows the loopholes of the law and order.

    In a nutshell, Live and let live. Spread peace. Hatred is already in the air.............

    I wish the govt would have concentrated more on the development and economic growth instead of getting into cow politics.

    It would have been alright if no people were affected by the ban. But when people are beaten up and even killed because of it. Ironically people who support cow slaughter ban have blood on their hands and the blood isn't of slaughtered cattle but of slaughtered humans.

    The whole world would be laughing at us right now at our situation.

    1. Modi tried demonetization to check black money – sicklars cried foul
    2. Modi proposed a luxury train – Tejas… in one single trip, it was damaged to such an extent
    3. He tried swatch bharat.. and one poor guy was killed by the educated sickalr goons for stopping them peeing in public.
    4. Spoke of woman safety - some dozen sicklaur thugs chased and molested some poor girls and uploaded video of their coward behavior
    5. Tried to regularize the cattle sale – again sickalrs crying foul

    Just few examples.. it is not the development that matters, it is the mentality of the biggest looser who just don’t want to see good things around them.. LOL

    The cruelty to animals list list of animals includes cows, bulls, buffaloes, heifers, calves as well as camels.
    Ok agree. but,
    We are no.1 exporter of BEEF. isn't that counted as cruelty to animals?
    Our poultry consumption is in Millions of tons, Those chickens does not have life? isn't that cruelty ?
    Our Eggs consumption is in Billions in numbers. We are killing chicken fetus before it is born. Isn't it cruelty ?
    Our market has good mutton consumption. Does lambs, sheep and goats have life? Isn't that cruelty ?
    Seafood is mostly consumed in India. Are the fish life less? Isn't that cruelty ?
    The list goes on.....

    The ban of BEEF is only for VOTE BANK POLITICS nothing else.

    If they really want to save cows, bulls, buffaloes, heifers, calves, They should first CLOSE DOWN all those industries who export BEEF. Period!

    The BJP government continues to lie to Indians. Slaughtering animals for human consumption is not cruelty to animals.

    The Prevention of Cruelty to Animals Act does not prohibit slaughter of animals for human consumption. In fact, Section 11(3) (e) makes an explicit exemption by stating;

    “nothing in this section (treating animals cruelly) will apply to the commission or omission of any act in the course of destruction or the preparation for destruction of any animal as food for mankind unless such destruction or preparation was accompanied by the infliction of unnecessary pain or suffering.”

    You read the last few words in that ? And have you seen how the cows are brought to the slaughter house? In a van that can carry 4 cows, the cattle thieves place 40 in most inhuman way.. The injuries, the painful mooing of these cows can bring tears to any normal human being.. yes, normal human beings..

    Well if the priority of the person is to eat biryani no matter what went before, then these things are too little.. LOL

    What about the inhuman way of transporting Poultry? Goats? Sheep? Don't they have lives too??
    Pain is suffered only by cows? You people can hear only the agonies & grievances of Cows but not other animals? Why ban only on cows & buffaloes & oxen etc etc ?? What did rest of the animals do to you?
    The real matter is that BJP Govt is failing in all terms and to deviate the matter, issue such as Triple Talaq, Ram Mandir, Beef ban (All time favorite), Polygamy, Loudspeakers etc pops up & the mood of entire country sways with it ..!!

    If you ask me, I will be happy if all kinds of animal killings are banned! I am a vegetarian sir!
    But I have noticed that when chicken is being carried, they are kept orderly in racks. At least the pain is not so obvious while transporting. I don’t know what happens next though.

    And about ban, well, all these decades the sickulars kept encouraging all kind of nonsense in this country just for votes of the communities.. now that the govt is bit more assertive some people are feeling the pain.. but for larger good we have to get away from slaughtering, TT, loud speaker and all that.. we need to move further on civilization and not to stone age.

    @Rajesh - By the same logic it has been reported that several scientists at the University of Missouri have found evidence that suggests plants can actually feel when they are being eaten. In fact, the evidence suggests vegetables can actually hear it.

    Though we may think that vegetables have no idea when we are chowing down on them, researchers at the University of Missouri (MU) may have turned that theory on its head.

    So bhakts - Please DO NOT eat vegetables as they too have life.
