Panaji, Feb 10 (IANS): In comments likely to raise the hackles of many, Goa Town and Country Planning Minister Vijai Sardesai on Friday said a majority of the domestic tourists visiting Goa are the "scum of the earth" and north Indian tourists want to create a Haryana in Goa.

Speaking at the Goa Biz Fest organised at a resort near Panaji, the Minister said it was difficult for a state that was "superior" to the rest of India vis-a-vis most social indices to control "irresponsible tourists" coming from other states.

"Your Chief Minister is pushing to increase tourists coming into Goa. Today, we receive tourists who are almost six times the state's population. Those tourists are not the top-end tourists. They are also the scum of the earth," Sardesai said.

"Are they responsible? Are they conscious? They are not. If You compare Goans to the rest of India, we are very high in per capita income, social and political consciousness, health parameters, and many other parameters. So, we are much superior than people who are coming in. Those people -- how will you control?" the Minister added.

Goa, a beach and nightlife tourism destination, attracts more than six million tourists every year as against its population of nearly 1.6 million.

Sardesai also made scathing comments about tourists from north India, "who were trying to convert Goa into a Haryana".

"We are dependent on north Indians and this is what they do. They are not bothered about Goa. They will like to recreate a Haryana in Goa," Sardesai said.

    If u look properly, the number of foreign tourists has reduced in Goa and most of the business is because of Indian tourist and Indian tourist come all round the year...so the minister should be careful while commenting.
    In North Goa most of the foreign tourist are either painters, carpenters or low salaried people who cannot afford other destinations. They go to a hotel and sip a beer for hours whereas Indians finish 5 bottles at the same time...so who brings more business? foreign or Indian.

    The statement is from the Goa Town Planning Minister. You are not assuming that he is from Congress - are you ?

    Nevertheless, if f you mean what you say, you are not supposed to visit Goa anytime. Because, as per the minister, then you too become the 'outside scum' - remember !

    I have all reasons to agree with the Goa minister too - they don't get to do the defecation on the beaches because its occupied by the tourists. He has all reasons to be offended. However, he did not admit in his outburst that Goa is what it is because of the sale of boose, revenue collected from the tourist. Let him disagree to this if he has any knowledge of his own state !

    Cheap tourists flock like herds just because of cheap liquor....
    So it's better to introduce standard TAX on liquor like other states, and it's better than making silly politically motivated comments.

    The Hon'ble minister is spot on in his comments ..
    I think the same stands good for DK and Udupi dist ..
    The local tourists from outside Goa , often behave sex starved as if they got some license to stare at women's private parts sleeping on the beach side .. There is a general lack of discipline and decency amongst people from north India and certain parts of North karnataka, Andhra and tamil nadu.
    These people Need to be booted out or put behind bars or fined for indecent and irresponsible behaviour at places such as goa ,mangalore,udupi and coorg.
    Toilet on road side and rude behaviour should be punishable offence .
    No wonder the world looks down on India ..no matter how much we progress in IT or space technology ..these type of behaviour is the real benchmarks which indian public needs to come out of.

    I request you to kindly put a walk on the beach of Udupi, walking towards Malpe early in the morning. The soft matters (human waste) you get under your feet did not come from outside. Now, please don't pester me you Udupi-Malpe people, I said this because Mr. Shetty accuses outsiders to be defecating (doing toilet) on the road side. Well, I correct him - when outsiders defecate on the roadside, the locals defecate on beaches.

    Swachch-Bhaarat Abhiyaan gaya bhaad mein. Uske saath, karodo rupaye bhi, jis mein mera tax be shaamil hai !

    Rhea .. ..people are sex starved in general ..I live in a foreign land ..and is supposedly an open society ..but here too women complain the same. I can be only sorry ..or maybe you should be brave enough gather courage and give these low level scums back ..in your own way .
    According to me A society that does not respect women ,children is .a low grade society

    Coming to jenifer ..I do not know how the govt(be it BJP or Congress)is responsible .be it swach bharath or no swach bharath .it cant be used as an excuse to do the naughty things in public ...its the peoples responsibility ....irrespective of the govt ...
    I agree there is a filthy mind everywhere on this planet ...in certain spots its more and in certain its relatively less.

    Sense-Shetty,

    I felt very ashamed at the fact that our PM, in his first address to the nation on Independence Day, had to tell about Swachch Bharat Abhiyan i.e. building toilets in order to stop open defecating.

    There are many reasons including hygiene and women being abducted in the guise of darkness and raped because that is only when they could come to defecate.

    However, its a further shame that people despite having toilets built, don't use them either for lack of water to flush (open defecation completes with a tumbler of water) or they are not used to the suffocation of walls around them.

    It may surprise you, not only in India - in some foreign remote areas migratory low class labours still prefer open facility. Shame that the authorities there keep guards in specific areas so that the habit can be controlled.

    Nevertheless, I do have expectations from this Abhiyan - that the younger generation gets accustomed to the suffocation of four walls, do their reliving process so that someday all will have their won toilets.
