Mangalore: Stray dog menace - Mayor puts blame on failure of officials

Mangalore, Aug 9: City mayor, Mahabala Maarla, squarely blamed the officials for the failure of the programme of controlling stray dog menace, in spite of added importance given by the corporation to keep the same under check.

He was speaking at a special meeting held on Friday August 8 at the office room of the mayor in the backdrop of an incident in which a stray dog had critically injured a two-year-old child near Kudroli in the city.

He explained that before 2013, the work of catching of stray dogs and sterilizing them had been entrusted to different agencies. "At present, both these tasks are being managed by a single organization. Therefore, we have been unable to get proper account about the extent of stray dog menace in the city. Animal Care Trust at Shaktinagar here has been conducting sterilization operations of the stray dogs. The response of the trust has not been satisfactory," Maarla observed.

The mayor also instructed health officer, Dr Manjaiah Shetty, to produce full details about the number of stray dogs present in the city corporation limits, number of sterilization procedures conducted on them, and other such details at the meeting being held in the city corporation on August 12 relating to malaria control.

Suma Nayak of Animal Care Trust felt that the number of stray dogs is increasing in the city because of the practice of the locals to release puppies near the market area. She said that on an average, 200 sterilization procedures are conducted on stray dogs every month. She explained that in case of sick dogs, they are released after they regain health.

When Maarla mentioned that he was told by a person from Yekkur that the trust collects money for catching stray dogs, Suma said that the trust accepts money when voluntary donations are made by people.

Standing committee chairman, Purushottam Chitrapur, wanted for launching of the operation to control stray dog menace on the scale of a huge campaign.

As per the figures available with the corporation, as of 2012, 12,388 dogs were being cared for by the owners while 2,352 happened to be stray dogs. As per one information, 7,709 sterilization procedures were conducted on street dogs between 2010 and 2014.

Maarla who noted that organizations which work for animal welfare are not allowing the culling of stray dogs, said that the city corporation will give importance to the citizens and children in the city and not street dogs. He noted that figures furnished by Animal Care Trust and the actual prevalence of stray dog menace in the city do not appear to be matching with each other.

He added that the city corporation will soon be launching a programme to regulate the menace of street dogs in line with a programme previously launched by Hubli-Dharwad city corporation to regulate the problem of stray pigs there, by seeking a report of the action taken there. He also plans to divide the work of catching of stray dogs and performing sterilization procedure, and to appoint a separate veterinarian for certification about the performance of sterilization procedures.

    It is time to eliminate the stray dogs. They are suffering from various disease. Castrated dogs suffer from urinary problem and other diseases. Mr. Lobosaab said Maneka order not to eliminate the stray dogs, if that is the case ship all the stray dogs to Maneka, let her take care of their well being, provide medication for their ailments and feed. People of Mangalore are sick looking at the sick and neutralized male an female dogs at every nook and corner and especially at bus stands. Bring Maneka to Mangalore and take her around to see the poor suffering dogs.

    So many people die of snake bite.... do we go all out kill the snake or sterilize them? In fact we worship them... fine... let us also take care of the street dogs.. they are helpless.. born into this world for no fault of theirs.... let government have a pound for them with the support of animal care foundation.All the stray dogs can be taken care at the pound. so many well wishers and animal lovers will financially support it.... the stray dogs starve and just dies to have little food. people throw stones and pour hot water on them to scare and injure them... these dogs have to live with the pain in street searching for food... please ... please.... let us have compassion towards them......

    The street Dogs living near abattoir or mutton shops become very aggressive by eating raw meat, bone and skin daily. This tendency among street dogs is noticed all over the world. Street dogs living in other residential areas do not show such ferocious trait.
    Dogs living near abattoir not only attack human beings but they also attack Goats, Sheep, calf and kill them on the spot. Such dogs attack in PACK which means 5-6 dogs together attack and never attack alone. Basically this Pack-mentality was engraved in the genes of dogs since the days they were in wild forest before domestication thousands of years ago.
    Therefore the sterilization of dogs living near abattoir is of no use. Instead they have to be eliminated, and other street dogs living in residential areas may be treated with compassion.

    Stray dog problem is there in all cities in India. Everybody asks why the rate of sterilization is so slow. People should remember that it is not so easy task, such as give an ad in paper and next day dogs will stand in queue for sterilization. Killing them is not allowed by animal lovers and SPCA (Society for the Prevention of Cruelty to Animals). Also, dog meat is a delicacy in Philippines and nearby countries, but our Indian culture and dog lovers will not allow it. Only method is, control them by some humane method, since dog is man's best friend.

    Stray Dogs are normal oicture of our india and Mangalore too.when their barks and doings are too much ,there is one solution instead of barking and giving fault to each other,just bring one Leopard and let it on the road.That solves many Problems.Need not collect Money ,no Need of sterilizing Dogs.(I ask myself whether this sterilization has worked in fact)?Many People feed this stray Dogs out of pity which is certainly not good.Besides their Population increases and sickness also increases.(Rabies)so please dont feed These Dogs out of pity instead collect them and let them in pet houses if any and try to give to someone who would like to have pets.

    Leopard could Police Mangalore streets much better than Corporators or Police...Just leave a Leopard in the streets of Mangalore and see for yourself all dogs stray or otherwise will disappear from Mangalore streets within minutes...

    In that case may be we don't need moral Police as well,,, most of the crimes occur in Mangalore because lack of fear of God and anybody...with this Leopard doing rounds in the streets of Mangalore most of illegal and immoral activities could be stopped immediately...

    And all those who are saying that dogs should be exported, poisoned, killed cos they are harmful and attack kids..Don't you realize that we humans are much more dangerous than them? Thousands of cows, hens, goats, rabbits are slaughtered everyday for us to eat....they are tortured and experimented on...and does any of you hypocrites raise your voice? When you cannot see a child being bitten by a dog how can you let the animals suffer so much? Voicing your opinion when not required is useless...start doing something...at least know that more than three fourth population of the dog in Mangalore sleep with empty stomach...they do not get food to eat..and we don't help them or feed them..so at least we can keep our mouth shut...enough is enough...nobody has the right to order that the dogs should be killed....what an irony...DOGS surely are a blessing from God...there are many many many many stray dogs that are extremely friendly...so do you support killing of those innocents too?

    Please introspect as to how eligible you all are to live in a society and then say that these poor helpless creatures be killed....none of us have the rights to kill someone except God himself...Dogs too are God's creation...So please friends..show some mercy and STOP HATING dogs for heaven's sake...

    I guess sitting in a bank n working for long time you have lost the touch of outer world.Do you really know whats going on here n wer do the surgeries take place??For people like i have clearly put a msg here before that visit ACT anytime/any day randomly n do a random check..how many ever dogs r operated so many dogs uterus n seeds r kept there for the officer to check n count..people with mentality of cheating n swindling money will always doubt that maybe others do the same too..just like our politicians..
    you know wen we were kids we used to think working in a bank is so awesome..how much ever money we want we can take so much of money they will have no idea..n as we got educated n grew up we learnt it doesn't happen that way..d same way most of our people need to grow up..not in age but in terms of mentality n education on such things..
    most importantly we should learn to not talk on issues about which we have no proper idea about..the people who r doing this job are doing a great deal of hard-work n putting in all their heart in it..you could maybe visit the shelter once n see the reality for yourself..

    Mayors version in blaming MCC officials on their failure to perform in their duties seems to be correct. Why the Mayor and MCC Commissioner should always stress them to do their duties sincerely and efficiently. According to me they are lethargic to perform their duties. Such officials be transferred to some other place and one who does work be posted in their place to avois all these allegations.     Every operated dog for animal birth control will have a v shape cut on one ear..thats d indication it cant breed further..in case of female d uterus/ovary will be removed so the scent wont be emitted during mating season..n in case of male dogs d seeds will be removed..
    the conflict here is not all dogs can be caught at once..people should check dogs who haven't got operated n inform ACT..any dog/puppy above 6 months can start littering which is a very dangerous thing..no matter if 8 out 10 dogs are caught the remaining 2 are enuf to double the population within no time to compensate for caught dogs..natures way of balancing..n this is the reason 100% people's co operation is required to inform which dogs aren't sterilized

    The Suggestion given by P S Shetty - Mangalore about tagging the ears of sterilized Dogs is excellent one.
    All the Insurance Company Offices which are insuring the animals under Dairy Development & Animal Husbandry scheme OR Rural Development schemes are keeping the stock of such ear-tags and the stapler. Mangalore Corporation can use the service of Insurance company employees to tagging the ears of sterilized Dogs.
    If dogs are tagged people in the area can easily identify how many street dogs in their area have been really sterilized and how many are not.

    Sterilization operation of Dogs is done only on Papers by Health Officer and expenses are pocketed by some one else without doing any actual sterilization.

    So to stop this fake sterilization racket, MCC should introduce the procedure of 'Tagging' the Ears of Dogs sterilized just like in BANKS we Tag the ears of Cows & Buffaloes Financed and Insured by Banks under any Govt scheme. This 'Brass Tag' stapled on any animal's ear remains intact lifelong, and if street dogs are Tagged after sterilization then it will be easy to keep account of the same and also it will expose the fake sterilizations records created in connivance with Health Officer. Tagging does not cost more than just ONE rupee per Dog.

    n people who do not know about Animal Care Trust,its a NGO..not like our corrupt politicians/corporators/mayor..any of u can go on any day anytime n chk d proceedings of ACT at shaktinagr..there r animal birth control surgeries happening,accident victims,skin infected ones,cancer victims,crippled..dogs,cats,cattle,birds..who r treated n left back in their own locality..
    There r so many things happening there..randomly talking about somebodys work witout knowing hurts the hardworkers too..v r humans..God has given us special powers to think n act..not dat v too become animals n kill other animals..there r so many mistakes on our part..please check Animal Care Trust facebook page n you will come to know how many puppies n kittens r thrown on d roads,markets,garbage each day n these people pick dem form there..cos these puppies l start littering agn when they r 6 months old..when blaming everybdy what r v common people doing?v all know there is wenlock free hospital for the poor but that doesmt mean the doctors n nurses l come searching to each household n person n ask if they r sick..v oursleves l hv to go..d same way der s ACT..spend Rs.2 n call them when you have unoperated dogs near ur homes,injured,ferocious whatever..they l come n take dem..simply siiting n complaining wont help..we oursleves l hv to b d change..enuf of these bl**dy corporators n mayor s**t..lets accept these r just politicians who r der to make money nothing else..
    If v need a safe environment v l have to keep or areas clean,make sure v report ACT when there r ferocious animals..they were there at Kudroli in half n hr n caught 9 dogs on d same day..they are ready to do it..but are you people ready to spend Rs.2 to make a call??

    Mr AJ, Why blame d dogs? Was it not this boy's parents' responsibility to not leave their child outside to play all alone? What if God forbid he was kidnapped or run over by a heavy vehicle? Rapes and molestation on a girl is a daily affair...we are so used to listening to all of that, that we actually do not give importance to such topics...and here you have an innocent animal that has bitten an innocent dog and it becomes the headlines for at least 5 days.....come one people I think we need to Grow up and take some sensible measures by NOT KILLING THE DOGS....
    And yes, its not just any Animal Welfare association's job to take care of all the animals...We as citizens should do our bit and be considerate about all the animals....The child is out of danger and will be fine soon...what's d point harming or killing d dog?

    I being a part of this meeting am commenting here..not as anybody who is randomly at homes n commenting here..
    Most of our corporators r uneducated..I dont know about their educational background but as per behavoir they r inhuman/senseless/shameless you can use any terms.Everybody was only n only complaining yesterday and shouting this and that..y cant u people bluntly give solutions??n all this was just happening cos there were media people..these corporators including Mr.Mayor have no shame to be honest..they talk as if they r so responsible about people in front of press but after media left they wer least bothered n talking like we r not blaming anybody but we cant keep quite infront of the media too n all..
    I honestly sincerely feel disgusted that we let these people represent us..no doubt our nation is screwed so badly..the plight of corporators is like this..imagine our MLA's n Mp's..
    My heart pains to see all this..I am an ordinary Mangalorean who pays his taxes,follows all the traffic rules,cares for fellow citizens,fellow beings..n i really felt pity on Animal Care Trust people yesterday cos they were just being made scape goats here..these corportors dont even know what is ACT,where is there shelter,what do they do..nothing..they were shamelessly asking this yesterday..n one lady corporator whose name i dont want to mention stood up and started saying we will change the central govt act n bring in culling of stray dogs..Really??so sitting at Mangalore these people think they can change central govt acts..
    And Mr.Mayor who says we could do a similar thing like Hubli Dharwad pig problem its an illegal act of culling and you are supporting that Mr.Mayor??Do u really deserve to be the mayor??
    Even today any random person from any part of the world can go to Kudroli anytime n ask why r dogs like this there..everybody will tell the same thing..dumping of meat waste on roadsides..but the MCC has no shame when talking about solid waste management..

    Do not go on blaming for the failure of your officials.
    Failure to do work is the hall mark of The Mayor and the officials.
    Can you, for a change, stop blaming and act positively to all these lazy acts from you and your officials? Blame game is just passing the buck around....
    Be on your feet, visit places where you should visit to see how officials are working, take them to task if they are not doing their duty, suspend them and see that they are dismissed if they commit same mistakes again and again.
    Things will improve drastically and you will be in good health too moving around i.e. if you are on your feet....and you will be lauded as the best Mayor so far...
    Take it as a suggestion to improve government departments. If work goes on well in Govt. Depts., then people will not even bother if there is corruption in Depts. (knowing well corruption can not be be wiped out)

    After election they will inside air-condition bungalow and A/C car to shake your confidence.

    Mr. Mayor, please accept the fact that you are incapable for the job of Manglaore Mayor.

    Any representative elected or appointed, if they use "BLAME attitude" means they are incapable for the job.

    Here better to perform or relinquish the post. Your duty is involving the officials to find the solution and ute it. Before election you all politicians come to our doors, with folded hands begging for votes, promising better governance. Now you all politicians unfit to sit on that chair, use BLAME attitude are taking citizens for a ride. Disgusting.

    Yes that is probably what these dogs are thinking as well. Lets kill these humans, as if we dont hav other problems.
    This world belongs to animals n birds as much as it belongs to us. We hav snatched from them thier food, habitat, everything. I pray that the day soon comes when people like you realize this basic thing.

    Life span of dogs are between 10 to 13 years. These stray dogs will be on the streets of Mangalore even after the sterilization. Better to export them all to China, Indonesia, Korea, Mexico, Philippines, Polynesia, Taiwan, and Vietnam.

    recently there was uproar in parliament for one ministers comment to send all the stray dogs to northeast..
    making fun of others food habits and culture is not funny. for pure vegetarians even smell of fish is also unbearable.
