Mangaluru, Nov 19: ‘Kantara’ is making waves all over the country. Due to this movie traditional activities of Tulunadu like Kambala, Nema and Kola have got unprecedented importance. However, the order of the Supreme Court (SC) on the sound pollution of Yakshagana and Kambala have dampened the spirit of these traditional events. The organizers are in a dilemma.

The SC has upheld the sound pollution rule and ordered it to follow the 2005 rule in this regard. According to the 2005 rule, loudspeakers cannot be used from 10 pm to 6 am. This has caused major hurdles to Jathra and Utsavs of coastal districts.

 

According to rules prevailing in Karnataka, sound up to only 10 decibels can be produced at night in industrial zones. In commercial establishment areas, 55 decibels is allowed, while in residential areas the permitted level is 45 decibels. The Yakshagana and Kambala organizers say that it is difficult to follow these rules.

The state government has given the green signal to use loudspeakers within the permissible limits in religious centres. However, it has not given any guidelines to Kambala, Yakshagana, Jathra and Utsav, the season of which is going to begin in November. Yakshagana lovers say that if the traditional events are prohibited, it will affect the tourism sector also.

Responding to the issue, district Kambala committee president Rohit Hegde said, “Kambala is the culture of Tulunadu. This is held within the ambit of SC order on sound pollution. As Kambala sport is not conducted in residential areas, sound pollution is not an issue for us. DC will also be apprised of the same when a meeting is called on the matter.”

Dakshina Kannada deputy commissioner Ravikumar M R said, “Yakshagana and Kambala are the pride and religious beliefs of Tulunadu. There is opportunity to present these arts within the ambit of SC order. A meeting will be called in this regard very soon.”

    Noise Pollution(NP) is a health matter: the decibel and time limits are all set as per International Standards and the World Health Organisation after decades of health related scientific observations.// NP control is a health matter as important as control of COVID, TB, Cancer, Air Pollution in Delhi, Water Pollution(e.g.: among criteria for water quality as per CPCB for drinking water source without conventional treatment but after disinfection is pH between 6.5 and 8.5).//It is a joke upon the civilised & law-abiding citizens(the real minority) of India, for anyone to suggest that environmental decibel(dB) levels are not blatantly violated during the day and night(10pm to 6am) by abuse of loudspeakers(LS) & Firecrackers(FC).//The NP Rules 2000 is a Central Legislation passed by the Parliament of India, NOBODY has any authority to override it.//I assume that this news report is referring to the Supreme Court verdict of 18/07/2005 by Justices Lahoti & Bhan in WP(C) 72/98.//Also read NGT, New Delhi, order in OA 519/2016 dtd. 20/11/2019. //There are some errors in dB levels mentioned in this news report, the correct levels can be found in the NP Rules// .It must be understood that dB is measured on the logarithmic scale. At a fixed distance, DOUBLE the volume (as heard by human ear) of 50dB is 60dB.// Most box&horn LS emit 90-110dB ,1 metre away & can be heard abt. 1 to 2kms away depending on height and surrounding quietness: in this case 1km away dB will be abt. 40dB.//If 1 LS emits 100dB then 10 LS will create 110dB.//Simple solution is to use wireless headphones/pods for all who wish to hear. Stop using LS & FC in open air.//Become civilised, no law is needed to respect others.//Yakshagana in USA and Dubai is conducted inside hall without sound coming outside as per their law.//It is liars who say that political and slave propaganda broadcast stations do not use LS before 6am and that they adhere to the law on Friday and other days.

    Supreme court decision must be implem hiented in letter n spirit. Yakshagana is a menace to the society. Yakshagana lovers must be aware that there is no place for yaksas ( monsters) in a civilized society.

    In all circumstances being citizens of India, the order of SC HAS TO BE followed irrespective of any religion caste or creed. Because of your beliefs, ideology, likes and dislikes other people should not be put into inconvenience. Do what you like but follow order and let others live peacefully

    I don't know anything about Kambala, but should Yakshagana be conducted at night time only? Why not have it during day time when loudspeakers are allowed, or, if it should be during night time, have it inside soundproof buildings so that people's sleep is not disturbed. If expenses is an issue, then may be the organisers should seek more sponsors, or something like that.

    Richard Saldanha Kundapur,what you wish to others is coming back to you now.Thats when people work during the day ,and night they used to play .Yakshagana is long play almost whole night.Of course can be done during day .But I feel they like at night bacause at night sound and play hears quite different than during the day..Kambala can be done only during the day.Because animals mostly tired an sleep at night.Their eye sight is bad at night.
