Ranchi, Jun 24: Union human resource development minister Kapil Sibal said that Anna Hazare wants to create 'parallel government' through a Jan Lokpal bill without accountability. He is asking for prosecution powers without accountability and it is flouting the basic structure of the Constitution, he added.

Sibal further said that Hazare wanted the Lokpal to have the power to tap any one without permission, which again means flouting the Indian Telegraph Authority. Are we out to make a police state or military institution?'. The government is accountable to Parliament and any MP can ask for explanation on Jan Lokpal bill and also move the Supreme Court, which are infact the constitutional issues before the nation,'' said Sibal hinting at the civil society's demand for inclusion of the Prime Minister's Office and the Judiciary into its ambit.

Sibal further accused the BJP and RSS of deliberately creating a chaotic situation in the country for their political gains. He claimed that the BJP was doing this for it is now known that it cannot come to power for the next ten years after the recent fiasco at assembly elections. Yoga guru Ramdev too is used to fulfill their political agenda, he alleged.

''BJP leaders are disrupting Parliament and shying away from debate, but want action, he remarked sarcastically. Sibal said the BJP and its supporters should know that corruption was not confined to any one political party.

He said there was no questioning of Congress's commitment to root out corruption as sitting minister A Raja stint in jail is a proof enough.

Further, Sibal pointed out, BJP leader L K Advani did not do anything as the deputy prime minister when BJP president (Bangaru Laxman) was caught on camera with cash and defence deals involving former defence minister George Fernandes.

''Why did not Advani raise the issue then, but embraced George within four months (of his resignation)?''.

Sibal also sought to know from Advani why the BJP failed to appoint ombudsman during its tenure.
