kindly collect fines for spitting in public places too. After collecting fines give these dirty people an orientation of what king of punishment and fines are levied abroad. E.g. First of all dustbins should be placed at bus stops and all prominent public places. Then those who throw cigarette buds, plastic pouches, paper wrappers, etc. should be fined heavily. Otherwise people will not come to their senses.
