Udupi DC bans sanctioning 11-E sketch for non-farm lands; realty sector hit

Udupi, Feb 15: With a view to curbing the illegally built layouts in the district Udupi deputy commissioner Dr K Vidya Kumari has prohibited the sanction of 11-E sketches except for agricultural purposes.

This move of the district administration has adversely affected the real estate business of the district and lacs of people who were planning to buy a small piece of land and build a house have been shattered.

The government and government approved surveyors are allowed to allot 11-E only for agricultural lands. If the surveyors find that the 11-E is used for other than agricultural purposes they should submit the report to the assistant director of land records.

The order came after the district administration identified that more than one 11-E sketches were received for a single hissa number and more than one land conversion applications was filed for a single hissa number. In these cases the sketches were also sanctioned for the applicants. As per the passed order these moves resulted in the creation of illegal layouts without having proper basic facilities.

The surveyors can now file a report to the assistant director of land records if they find that the 11-E requested land has been used for non-agricultural purposes. The assistant director can accept or reject the 11-E application.

But this move of the district administration has adversely impacted the real estate business of the district. The single layout rule which was applied for the city limits will now be applicable for rural areas too. The rates of the land will double and the dreams of middle-classes planning to build a house on a small site have been shattered.

With this order coming into effect a large number of land owners will be unable to sell their lands into pieces for the purpose of selling. They have to convert the land into a single layout and imply all the layout facilities before selling. This will eventually result in a drastic increase in land prices.
