New Delhi, Jul 9: The University Grants Commission (UGC) has issued a stern directive to higher education institutions to monitor and act against informal WhatsApp groups used by senior students to harass juniors, warning that such acts will be treated as ragging.
“Creating or using WhatsApp groups to mentally harass juniors amounts to ragging and invites strict disciplinary action,” the UGC stated in its latest advisory. The commission noted it receives numerous complaints each year from freshers alleging such harassment.

Highlighting the growing misuse of digital platforms, the UGC said student safety is “paramount and non-negotiable,” adding that institutions failing to enforce anti-ragging rules may face consequences such as suspension of grants.
The advisory also raised concerns over incidents of social boycott, forced haircuts, sleep deprivation, and verbal humiliation — all of which are considered serious violations under anti-ragging norms.
“Such acts cause physical and psychological distress and will not be tolerated,” the commission asserted, urging colleges and universities to strictly monitor student behavior both online and offline.
