New Delhi, July 10: Chief Election Commissioner (CEC) Gyanesh Kumar on Wednesday praised the high level of civic participation in Bihar’s ongoing Special Intensive Revision (SIR) of electoral rolls, calling clean and accurate voter lists crucial for the health of Indian democracy.

“The Election Commission of India was, is, and will always stand with the electors of India,” Kumar said, expressing satisfaction with the progress of the massive revision effort, which still has 16 days to go before the deadline.

As of 6 p.m. on July 9, Bihar had collected over 57.48% of Enumeration Forms — totaling 4.53 crore out of 7.90 crore electors — showcasing strong voter engagement. Impressively, more than 83 lakh forms were collected in just the last 24 hours, contributing 10.52% to the total, reflecting heightened field activity and cooperation from both voters and officials.

Kumar credited the momentum to committed efforts by election officials, field volunteers, and the involvement of 1.56 lakh Booth Level Agents (BLAs) from recognised political parties.

The Commission is optimistic that the enumeration process will be completed well before the July 25 deadline, provided the pace continues.

According to Para 3(d) of the SIR guidelines, even temporarily migrated voters — under Section 20(1A) of the Representation of the People Act, 1950 — can access pre-filled forms from the Election Commission’s portal at voters.eci.gov.in. These can be signed and submitted via family members or through platforms like WhatsApp.

Since the June 24 launch of the drive, nearly 7.90 crore forms have been printed, of which over 98% (around 7.71 crore) have already reached voters across Bihar, signaling the large-scale mobilization underway to ensure electoral transparency.
