Abu Dhabi, Aug 8: UAE authorities have issued clear guidelines for citizens and expatriates on registering children born outside the Emirates, ensuring they can access essential services such as healthcare, education, and residency. While procedures differ slightly based on nationality, timely registration is mandatory to avoid legal and administrative hurdles.

For UAE Citizens

If a UAE national’s child is born abroad, the following steps are required:

• Obtain a local birth certificate from the country of birth.

• Register the birth at the nearest UAE embassy or consulate within 30 days.

• Secure a return document from the embassy for the child’s legal entry into the UAE.

• Upon return, add the child to the family book (Khulasat Al Qaid).

• Citizens can also use TAMM’s “Birth Notification Management” digital service for convenience.

This ensures the child’s inclusion in official family records and completion of identity documentation.

For Expatriate Residents

If a UAE resident expatriate’s child is born abroad:

• Register the birth locally and obtain an official birth certificate.

• Apply for the child’s passport through their home country’s embassy or consulate.

• Obtain a UAE entry permit or visa from the UAE embassy.

• After arrival in the UAE, secure the child’s residency visa via ICP and apply for an Emirates ID.

• Register the birth in UAE records if required for long-term residency documentation.

Certificate and Attestation Requirements

All birth certificates must be digitally issued by the Ministry of Health and Prevention (MOHAP) and digitally attested by the Ministry of Foreign Affairs (MOFA). In certain cases, authentication from the country of birth’s embassy or consulate may also be needed.

Authorities have streamlined the process through platforms like UAE Pass, MOHAP, MOFA, and TAMM, making registration faster and more efficient. While citizens must adhere to a 30-day registration window abroad, expats must ensure their child’s passport and visa are ready before entry to the UAE.
