Patna, Nov 2: Prime Minister Narendra Modi on Sunday promised to transform Bihar into a major centre for the ‘Make in India’ initiative, asserting that only a double-engine government under Chief Minister Nitish Kumar could drive such progress. Addressing a massive public rally in Arrah, the Prime Minister said the NDA’s vision, focus, and manifesto are centered on transparent, growth-oriented governance—unlike what he described as the Opposition’s “jungle raj” politics.
Highlighting Bihar’s potential, Modi said, “‘Make in India’ has become a global movement, and our goal is to ensure that Bihar emerges as a vital hub of this mission.”
Citing success stories under the NDA’s tenure, he noted the state’s rapid improvement in the fisheries sector. “There was a time when Bihar imported fish from other states; today, it exports fish across the country. This change is the result of our policies and commitment to self-reliance,” he said.

Modi called the NDA manifesto an “honest and visionary roadmap” for Bihar’s development, emphasizing that every pledge was aimed at empowering citizens and driving economic progress. Taking aim at the Mahagathbandhan, he accused the Opposition of misleading voters with empty promises. “On one side stands the NDA’s honest manifesto; on the other, those responsible for jungle raj, offering nothing but lies and deceit,” he remarked.
The Prime Minister also criticized growing discord between the RJD and Congress, claiming that their internal rivalry reflects poorly on their ability to govern. “Even before elections, they are fighting among themselves. After the results, they’ll be at each other’s throats,” he quipped, drawing applause from the crowd.
Speaking on development initiatives, Modi highlighted the impact of the Bihar Dairy Mission and reiterated his government’s commitment to creating employment opportunities within the state. “The NDA has pledged to generate one crore jobs in the coming years, and we have presented a clear roadmap to achieve this,” he said.
Reaffirming his focus on youth and farmers, Modi announced that the NDA government plans to increase financial aid under the PM-Kisan Samman Nidhi—raising the annual amount from ?6,000 to ?9,000 per farmer.
“Our aim is that the youth of Bihar should find opportunities here in their own land and bring greater pride to the state,” the Prime Minister concluded, underscoring the NDA’s development-oriented vision for Bihar’s future.
