Thimphu, Nov 11: Prime Minister Narendra Modi on Tuesday condemned the deadly blast outside Delhi’s Red Fort that claimed 13 lives, assuring that those behind the “heinous conspiracy” will not be spared.
Speaking from Bhutan’s capital, Thimphu, where he is on a two-day official visit, Modi said, “It was my commitment to come here and participate, but I am here with a heavy heart. Last evening’s horrifying incident in Delhi has pained everyone. I understand the grief of the victims’ families. The entire country stands with them today.”

The Prime Minister said he had been in constant touch with investigating agencies throughout the night. “We are piecing together all information, and I assure you that our agencies will get to the bottom of this conspiracy,” he said.
Modi was received at Paro Airport by Bhutanese Prime Minister Tshering Tobgay, who welcomed him warmly. “I join the entire nation in welcoming my elder brother Prime Minister @narendramodi to Bhutan,” Tobgay posted on X.
During the visit, Modi will meet Bhutan King Jigme Khesar Namgyal Wangchuck, Prime Minister Tobgay, and the Fourth King Jigme Singye Wangchuck, whose 70th birthday celebrations the Indian leader is attending.
Modi and King Wangchuck will jointly inaugurate the 1,020 MW Punatsangchhu-II hydroelectric project, a symbol of the two nations’ deep partnership. His visit also coincides with the exposition of the sacred Piprahwa relics of Lord Buddha sent from India to Bhutan.
Before his departure, Modi said he was confident the visit would “deepen bonds of friendship and strengthen efforts toward shared prosperity.” He described India-Bhutan ties as “a model for exemplary friendly relations under the Neighbourhood First Policy.”
The Ministry of External Affairs said the visit aims to further enhance the special ties of friendship and cooperation between the two nations.
