Patna, Dec 16: The Nitish Kumar-led Bihar government on Tuesday approved the ambitious ‘Saat Nishchay-3’ programme for 2025-30, aiming to propel the state into the league of developed states. The decision was taken at a cabinet meeting chaired by Chief Minister Nitish Kumar.
On X, the CM outlined the seven pillars of the programme: double employment and income; prosperous industries; empowered Bihar; agricultural progress; quality education; accessible healthcare and secure life; modern infrastructure; and ease of living with dignity for all.

Saat Nishchay-3 is a continuation of the “development with justice” vision of its first two editions. Kumar highlighted a new policy to incentivise doctors in rural areas while prohibiting private practice by government doctors to improve healthcare access.
Additional Chief Secretary Arvind Kumar Chaudhary said the government aims to double per capita income and employment, prioritising 94 lakh poor families identified in the caste-based survey. Women will continue to benefit from the Mukhyamantri Mahila Rozgar Yojana with Rs 10,000 and additional support of Rs 2 lac for livelihood initiatives.
In education, the cabinet approved upgrading old institutions into “centres of excellence” and the creation of new education cities to ensure a bright future for students across the state.
