Bhubaneswar, Feb 21: Odisha Chief Minister Mohan Charan Majhi on Friday presented a Rs 3.10 lakh crore budget for 2026-27, with a strong focus on agriculture, rural development and women empowerment.
Presenting his government’s third budget, Majhi said Rs 1,80,000 crore has been earmarked for programme expenditure, accounting for around 58 per cent of the total outlay. Administrative expenditure has been proposed at Rs 1,14,000 crore, while Rs 5,375 crore has been allocated for Disaster Risk Management Funds.

The Chief Minister stated that the capital outlay of Rs 72,100 crore constitutes 6.5 per cent of the Gross State Domestic Product (GSDP) and 23.3 per cent of the total state budget.
Highlighting women empowerment as a key priority, Majhi said the government envisions every girl child completing graduation. He announced a new scheme, ‘Mukhyamantri Kanya Sumangal Yojana’, aimed at supporting girls from economically weaker sections.
Under the scheme, a savings instrument of Rs 20,000 will be created in the name of eligible girl children at birth. Upon completion of graduation, they will receive Rs 1,00,001 as financial assistance.
