Lok Sabha Adopts Motion of Thanks on President's Address


New Delhi, Mar 19 (IANS): The Lok Sabha Monday adopted the motion of thanks on the president's address after a huge number of amendments moved by the opposition were negatived.

Barring the amendments moved separately by some MPs, over 1,000 amendments to the president's address to the joint sitting of parliament March 12 were clubbed together by Speaker Meira Kumar and were negative by voice vote.

"The motion is passed…all the other amendments are negatived," Meira Kumar declared.

The large number of amendments gave the government some anxious moments.

Earlier, Opposition leaders, including Sushma Swaraj of the Bharatiya Janata Party (BJP), Basudeb Acharia of the Communist Party of India-Marxist (CPI-M) and Bhartruhari Mahtab of the Biju Janata Dal sought division on their amendments concerning the setting up of National Counter-Terrorism Centre (NCTC), which were negatived.

The amendments on condition of workers moved by Communist Party of India leader Gurudas Dasgupta were also negatived.

Swaraj said she would withdraw her amendment if Home Minister P. Chidambaram was ready to state that the NCTC will not be gone ahead with till the reservations of some chief ministers on the issue were resolved at a meeting April 16.

"The NCTC is an attack on the federal structure..if Home Minister P. Chidambaram can give an assurance not to go ahead with the NCTC till the chief ministers' reservations over the issue are resolved in a meeting April 16, I would withdraw my amendment," she said.

In the absence of an assurance from the government, Swaraj pressed for a division.

Significantly, United Progressive Alliance partner Trinamool Congress (TMC), which has reservations over the NCTC, and the Bahujan Samaj Party, which supports the UPA from outside, walked out during the voting on the motion of thanks.

Prime Minister Manmohan Singh earlier replied to the motion of thanks on the president's address.
