Narendra Modi's 24-hour Power Supply Scheme gets Global Kudos


London, Aug 28 (Financial Express) : A new report by the Stockholm International Water Institute (SIWI) has commended the Jyotigram Yojana launched by the Gujarat government in 2003, that provides 24-hour power supply to villages in the state.

The report, titled 'Feeding a Thirsty World: Challenges and Opportunities for a Water and Food Secure Future', has been published as the institute's input for the ongoing 2012 World Water Week in Stockholm from August 26 to 31.

The report mentions achievements of the Jyotigram Yojana launched by the Narendra Modi government in September 2003 while warning about water scarcity and its impact on food production and for the estimated global population of 9 billion by 2050.

By then, the report says, there will not be enough water to produce enough food.

The report says, "In trying to solve water problems, we often look for 'optimal' solutions emanating from our disciplinary or sectoral perspectives. However, holding out for the best often means we miss other opportunities for positive change as the case of Gujarat, India shows".

Recalling the power-deficit situation before the Jyotigram Yojana was launched, the report notes the situation has now changed across rural Gujarat.

The report says that the Yojana's 'alternative approach' "diverges from the textbook optimum and embraces the electricity subsidies as a strategy".

"Under the programme, rural Gujarat has been completely rewired. Villages are given 24-hour, three-phase power supply for domestic uses, in schools, hospitals, and village industries, all at metered rates", the report says.

It adds, "The Jyotigram scheme has now radically improved the quality of village life, spurred non-farm economic enterprises, and halved the power subsidy in agriculture. The solution may not be perfect, but it has proved to be implementable and it has brought substantial improvement in and outside the water sector".

Rather than viewing subsidies as a default component, the Jyotigram Scheme focuses on providing rationally managed subsidies where needed, and pricing where possible, the report says, and notes that farmers operating tube-wells continue to receive free electricity, but for 8 hours, rather than 24 hours and, "importantly for the satisfaction of farmers, on a pre-announced schedule designed to meet their peak demands".

"The separation of agricultural energy from other uses and the promise of quality supply were sufficient to gain political and social backing for implementation", the report says.

    This is all hyped gimmicks for political mileage. In reality, the rural poor are totally neglected and in the name of industrialisation the authoritarian Modi Govt forcibly takes away the poor farmers dwelling land without their consent and gives them a pittance as compensation. If these poor citizens try to voice their demand, they are forcibly silenced.
    Recently an author of a human development economy with the National Council of Applied Economic Research, New Delhi, has said that various economic and social data suggest that Gujarat did not fare well, and rather it is way down on 4th to 6th place in the list of states of India.
    Further, the study finds no evidence to the hype that Gujarat is the favourite destination of foreign direct investment (FDI) ranking below Maharashtra, New Delhi and Karnataka. It says that in the past decade Gujarat received less than 1/6th the FDI received by Maharashtra and less than 1/3rd the FDI received by New Delhi.
    In per capita net state domestic product (NSDP) in Gujarat has been a well-off State, figuring among the top ten in terms of per capita State Domestic Product since long.
    A review of triennium averages in constant prices since the 1970s suggest that Gujarat has been occupying 6th or 7th positions most of the last four decade excepting mid-1996 when it was at the 4th position.
    For the year 2007-08 and in terms of current prices, Gujarat had an income of Rs. 45,773, but Haryana with an annual per capita income of Rs. 59,008 tops the list followed by Punjab, Maharashtra and Kerala.
    Tamil Nadu, Karnataka and Andhra Pradesh are a notch below in the vicinity of Gujarat competing to climb up.

    During 1995-2000 and 2001-10, Gujarat increased its annual rate of growth from 8.01% to 8.68%. But so is the case with other major states such as Andhra Pradesh, Haryana, Maharashtra, Punjab, Tamil Nadu and Uttar Pradesh. In fact, Gujarat was ranked second after Rajasthan (8.34%) in the first period and third after Uttarakhand (11.81%) and Haryana (8.95%) in the second period. What is remarkable, Bihar and Orissa, the two most backward and poverty-stricken states, have also shown growth pick up from 4.70% and 4.42% in the first period to 8.02% and 8.13% in the second period. Even smaller states like Sikkim and Arunachal Pradesh have registered growth of 11.01% and 8.96%, respectively.

Though one must give due credit to Modi for his effective skills in making projections, one must also critically analyse this "growth story of Gujarat" based on facts and figures.     But other side of the coin is not visible.
    Readers of Times of India have seen the ground reality of Exchequer losing crores due to wrong power policy!?
    Solar Power producers are promised Rs 15/unit! in the second year & Rs 10 from 3rd year.
    An exorbitant loss while solar power never needs fuel purchase to produce power unlike fossil fuel based projects.
    The power is provided at less than Rs 5/- to consumers as is the norm in every state.
    Private mills & industries are utilising their vacant land to install solar panels & are getting huge profits from 2nd year itself.
    Instead the government could have used the money to establish its own solar power generating plants as the solar panels are costing only 30% from last year due to China flooding the market with cheaper solar panels.
    But Gujarath govt. seems unaware & letting Big Industrialists Rake in Huge Money.
    Investigate if there is any Scam or Kickbacks received by Power Minister or CM.
    Jago Bharathvasi Jago before its too late.
    We don't want another India or Gujarth Shining or suffering episode.

    Narendra Modi can be great administrater and undisputed leader of Gujarat. His enterpreneurship skills are awesome. But he cannot be PM becoz , since he lacks national appeal. Blood of innocents haunts him too. Advani should be the PM or even Arun Jetley is also Good. Both have national reach. Both national parties will not make it in 2014 elections .     In Gujarat average in every house 3 people are in western countries, they are either in USA or UK, or France (which is equalent to 35% of whole Karnataka’s population) they are the one making impact in developmental projects in Gujarat, itz not by MODI.
