CAG finds lapses in Rs 52,000-cr farm debt waiver scheme


New Delhi, Mar 5 (PTI): Expressing serious concern over the implementation of Rs 52,000-crore farm debt waiver scheme, government auditor CAG today said in several cases ineligible farmers were given benefit while deserving ones were left out.

Comptroller and Auditor General (CAG) has also found instances of tampering of records and pulled up the Department of Financial Services (DFS) in the Finance Ministry for deficient monitoring of the multi-crore scheme.

"Overall, the Performance Audit revealed that in ...(22.32 per cent of cases test checked) there were lapses/errors which raised serious concern about the implementation of the scheme", said the CAG report tabled in Parliament today.

The report deals with Agricultural Debt Waiver and Debt Relief Scheme (ADWDRS) 2008 under which 3.69 crore small and marginal farmers and 60 lakh other farmers were given debt relief to the extent of Rs 52,516 crore.

The CAG report said in several cases "farmers who had taken loan for non-agricultural purposes or whose loans did not meet eligibility conditions, were given benefits under the scheme."

It said several farmers who were eligible for the benefit under the scheme were not considered for loan waiver by the lending institutions.

Besides other observations, the report said the Micro Finance Institutions (MFIs) were given benefit under the scheme in violation of the debt waiver guidelines.

The banks, it said, also claimed undue benefits like penal interest, legal charges, miscellaneous charges from the government. Under the scheme, banks were supposed to bear these charges themselves.

Referring to the issue tampering of records, CAG suggested DFS should review such cases and take "stringent action" against erring officials and banks.

    You should at-least be happy that the farmers are benefited by a scheme that waives them of their debts. You were wailing at the top of your voice that kick-backs enrich politicians - Congress has come up with a scheme to enrich the poor ?

    What CAG says is that non-eligible parties were given the loan to the tune of 52K Cr. - its your job to prove that such practice took place only in states where Congress ruled.

    Prove me wrong that in Karnataka fake job cards, fake ration cards and fake voters' ID were not found and save me the efforts to scroll back and paste the link here !

    As per studies I underwent, CAG is a body that comes directly under the President of India. So are EC, Governors, Lokpal, Etc.

    Its quite obvious for us to have a party of our liking but linking each and every body in the nation to one particular political party is illiteracy.

    Please note that the world is watching/reading what you say/write. Don't make yourself a laughing stock by calling CAG's revealing as one political party's achievements. CAG's authority reaches all states in the country including Karnataka (where Congress doesn't rule and) where several cases of fake ration cards, fake voters ID and fake job card of BPL to avail funds dedicated to rural developments have been reported.

    Spoon feeding is done at school level. As a grown-up, you can feed yourself by making use of search tools that are readily available. Don't expect others to teach you, wisdom is to keep quiet and watch when you don't know about certain things.

    On the other hand, shouldn't you be happy that the loans granted by non-congress ruled states (lets say including BJP ruled) are being waived ? So, on which side are you ? Rectify the mistake done by them or with me to drag those parties (who ineligibly availed loans) into public ?

    In this farm loan is Karnataka BJP Govt's 1% agriculture loan included ?
    Because in 2 years Back yeddy reduced Central Govt 3% loan scheme to 1% scheme and included in Budget.

Now Diggi will say this is nothing but continuation of NDA implemented Scheme, Sibal would say “Zero has no value”, Khurshid will say enemy of Congress involved in propaganda against us, Chidu will say, this shows how successfully we implemented the scheme since it was benefited somebody in somewhere.
