Hang rapists, they need shock treatment: Sushma Swaraj


New Delhi, Apr 20 (IANS): Rapists of minor girls reflect a "mental sickness" which needs a "shock treatment" of hanging, Leader of the Opposition in the Lok Sabha Sushma Swaraj said Saturday.

"They reflect a mental sickness which has crept in society...a strong law is not sufficient, they need a shock treatment... They should be hanged to send a strong message to other people," the Bharatiya Janata Party leader told reporters here.

Stating that the stronger anti-rape law passed by the parliament recently was not sufficient to deal with people accused of rape, Sushma Swaraj suggested Home Minister Sushilkumar Shinde should immediately call a meeting of political parties to discuss two changes needed in the law.

"We need two more changes in the anti-rape law...related to minor victims and such horrifying, soul churning instances (brutal sexual assault of a five-year-old girl)," said Swaraj.

A five-year-old girl was abducted April 15 and kept hostage for two days without food and water in a room in which the attacker lived, on the ground floor of the building in east Delhi's Gandhi Nagar, in which the victim's family also stayed.

The accused Manoj Kumar, 25, was arrested from a village in Bihar's Muzaffarpur district early Saturday. The girl has been admitted to the All India Institute of Medical Sciences in the national capital.

    Don't know whether to laugh or cry! Leave alone hanging the culprit.. First of all make the Judiciary system clean. Don't drag the cases for decades together, If convicted punish instantly, don't give the chance to the culprit to appeal to the higher courts.. get bails.. Will the Indian constitution allow this??

    Hang rapists, they need shock treatment, ok . What will be the future of the victim? R we going to accept her when she is matured? Don't we point out her that she is a victim of rape?

    Our Indian law and order is useless. Instead of protecting us, it gives protection to culprits years to years. Why can not our supreme court give sever punishment immediately, after knowing the fact? Why court has to keep on dragging the case years? What punishment court gave to Nirbaya victims . One died , other one is minor one wants appear for IAF exams, last case is dissolved automatically or someone will show mercy to these victims. Our police department is very corrupted and no blood in their eyes. They think law and order is in their hands always. This is our Indian law or order

    it is the political bad will encourages these crimes on women and babys. the opposition if intrested then why did not push for a strong law and punishment when the nirbahay case came up. even now they can do it but will not because half of their members are in it.
    police force has to be reformed. only when the police is made accountabele and the erring is dismissed and not suspend. when a citizen is punishd for a small crime why not the officer. let the opposition ruled state act and prove that they are mean what they say things will change

Each one blames the other.     Nobody can understand the situation in India. Raping minor or major is very very bad. Indian Laws should be amended sooner for rapists that henceforth they should not have sex with anyone.     Harish I beg to differ...Gulf states are crime-free is an illusion. Just because there are no reports coming from Gulf countries do not think that these are crime-free countries. These evils even exist here but the problem is that they are never reported since the media is controled by the govt. In fact KSA which has most stringent laws among all these countries has highest rate of crime including that of rape and robbery. I work for a reputed law firm in the middle east and hence have some knowledge of prevailing situations here. Further the law always supports the native whether he/she is right or wrong. Among all Dubai has a better record and in most cases Law is same for locals or foreigners.

    In India we come to know about these cases owing to the media which is not controlled by the govt. It's not even that these cases are increased of recent. Actually the crime rate has almost been similar but after Nirbhaya case more and more cases are coming to light because victims or their relatives take courage to contact police or media. Just because Delhi reports highest cases, don't even assume that other places are better. Delhi being the capital, has most vibrant media and hence it is almost impossible to cover up crime whereas there are interior areas in our country where such crimes never come to light even though they are more gruesome and brutal...
