Cabinet Reshuffle: Kharge gets Railways, Oscar Roads and Highway

New Delhi, June 17 (PTI): In perhaps the last reshuffle and expansion of the Union Council of Ministers, Mallikarjun Kharge was today made the Railways Minister as eight more were inducted with veterans Sis Ram Ola and Oscar Fernandes making a comeback.

After yesterday's reshuffle in the party, senior woman leader from election-bound Rajasthan Girija Vyas and K S Rao from Andhra Pradesh were brought in as Cabinet Ministers in today's exercise which was an all-Congress affair.

Three new faces -- Santosh Chowdhury, J D Seelam and E N S Nachiappan were made Ministers of State along with veteran Maharashtra leader Manikrao Gavit.

With the fresh inductions, the strength of the Union Council of Ministers has gone up to 77.

The oath of office and secrecy to the new ministers was administered by President Pranab Mukherjee at a ceremony at Rashtrapati Bhavan attended by Vice President Hamid Ansari, Prime Minister Manmohan Singh, Congress chief Sonia Gandhi and union ministers among others.

71-year-old Kharge, who missed out in the Chief Ministerial race in Karnataka last month, has been compensated with the heavyweight Railway portfolio after being shifted from Labour and Employment.

Labour has now been given to Ola, the 86-year-old Jat leader from Rajasthan who gets back the same portfolio he had held in the UPA-I.

Fernandes, who had also been Labour Minister and Sports and Youth Affairs Minister in UPA-I, got Road and Highways Ministry, succeeding C P Joshi who resigned over the weekend.

Girija Vyas got Housing, Urban Development and Poverty Alleviation, a portfolio held by Ajay Maken who also had quit on Saturday to work for the party.

K S Rao (69), a five-time MP from coastal Andhra Pradesh who nearly quit Lok Sabha after being ignored in the Cabinet expansion last year, was given the Textiles portfolio.

Among new Ministers of State, Seelam, a former IAS officer, is a dalit face from Andhra Pradesh. He got Finance.

Gavit, 78-year-old tribal leader from Maharashtra and a nine-time MP, has been allotted Social Justice and Empowerment portfolio.

Santosh Chowdhury, a dalit from Hoshiarpur in Punjab, was given Health & Family Welfare Ministry.

Nachiappan, a member of the JPC on 2G scam and a member of the panel of the presiding officers in the Rajya Sabha, was given Commerce and Industry.

The reshuffle was expected for some time after the exit of DMK's six ministers and resignation of Pawan Kumar Bansal and Ashwani Kumar.

New Delhi, Jun 17 (Agencies): Eight new faces were inducted in the Council of Ministers in the Manmohan Singh government on Monday, with Sisram Ola and Oscar Fernandes making a re-entry after a gap of four years.

Ola, along with Girija Vyas and KS Rao were inducted as Cabinet Ministers.

The Ministers of State who were inducted are inducted are Manikrao Gavit, Santosh Chowdhury, JD Seelam, EMS Natchiappan.

Ola and Fernandes were ministers in the UPA-I but did not find a place in the UPA-II government.

The expansion-cum-reshuffle of the Council of Ministers has been necessitated by the exit of ministers from DMK as well as resignation of Pawan Kumar Bansal, Ashwani Kumar, Ajay Maken and CP Joshi.

The reshuffle of the Union Cabinet comes a day after Congress effected a major organisational change that seemingly had party vice president Rahul Gandhi's stamp on it.

The reshuffle of the Council of Ministers will most probably be the last one in UPA-II with Lok Sabha elections less than a year away.

This is the second reshuffle since October. With new inductions, the strength of the Council of Ministers will go up to 77.

Five months after Rahul Gandhi was elevated to the post of vice-president, Congress carried out the organisation revamp to prepare for Lok Sabha elections.

    More than Bangalore - Mangalore Railway, the need of the hour is a express highway connecting Bangalore Mangalore. Bangalore - Hassan is almost complete. B C Road Mangalore is complete. Hassan - B C Road, in which the famous Shiradi Ghat exists is a challenging phase. But for today's technology it can be easily done. George Fernandes will be remembered forever for Konkan Railway. If this Express Highway is complete then Oscar Fernandes too will be remembered forever....

    Karge sir you have got courage to take decisions. So, please ensure that Hubli-Ankola Rly line gets freed from the clutches of Environmentalists.
    Pl also see that Talaguppa-Honnavara line is cleared fast. This line will directly connect Bengaluru with Karwar-Goa by Konkan Line by shortest way.
    Rly line from Kadur to Chikkamagalur is already completed. Kindly extend this line from Chikkamagalur to Dharmasthala via Moodigere as an alternative line to the present Sakaleshpura -Subramanya line via Shiradi Ghat, where now actually not more than 12 trains including goods-trains can pass per day through this steep shiradi Ghat.

    Winning of Karnataka assembly elections by Congress gave two more ministers for Karnataka.We had many Karnataka Railway Ministers right from Hanumantayya to Mallikarjuna Kharge.But many major lines except Konkan Railway has been still on papers for Karnataka.All Bihar railway ministers saw to so many projects in that state.At least Konkan Railway should be well connected to all majaor Cities of Karnataka and Maharastra.Good luck to Both Mr Kharge and our own Oscaranna!

    of course Late Mr. T.A. Pai was one of the best Railway ministers after Shastriji.
    The Mr. Pai has given berth of Konkan Railway concept during his tenure, BUT during his time Managlore-Goa-Mumbai bus lobby put pressuer on Late Smt Indaraji to not go ahead with the plan since Bus lobby used finance congress party for the Election. Adamat Mr. Pai not agreed to stop, then within overnight Inraji sacked Mr. Pai and the MP seat replaced by trusted and obedient Mr. Oscarji. Thereafter Mr. TA pai could not recover from his political fall since his simbol 'Petta Canji' (cow and calf) has not given him any luck.
    Konkan Rail was thre in files, and that files againg brought fowarded by the daring man Mr. Geoge Ferenandis and for his daring was assisted by Prof Madhu Dandavathe and Mr. Rama Krishna Hegde and today Konkan Railyway is because of these four great personalities Mr. TA Pai, Mr Geoge Fernandis (not other Fernandis) Prof Mandhu Dandavathe, Mr. RamaKrishna Hedge. unforunately these great people not repsented any of the national parties of congress or BJP nor represented by black mailing regional parties, thier good deeds or memorials never we can see. Even future generations too will not come to know since this is be sensored by successive national party lead govts.

    It's great to have a Railway Minister from Karnataka after many years. The following should be implemented on priority
    1. Mangalore Central and Mlr Junction to be merged to South Western Railway for the time being.
    2. Gulbarga Division to be created under South Western Railway.
    3. Konkay Railway should made a seperate zone and if implemented Mangalore should be merged to Konkan Railway Zone.
    4. Shatabdi service between BLR - MLR.
    5. Gulbarga - Mlr Express train.
    6. Mumbai - Blr Express Train via Mlr.

    I hope railway Minister takes initiation and this is the golden opportunity to get the jobs done and moreover Mr. R.L.Dias and Mr. Patil Puttappas dreams get materialised. These two people have really worked hard for getting some Projects for Karnataka with regards to railways.
    Mr. Jaffer Sharief was instrumental in getting whatever minimal routes when he was Railway Minister and later Mr. Deve Gowda got us the South Western Railway Zone.
    Karnataka always had discrimination with regards to Railways. We have only 3% Rail route in our state whereas our neigbour like Tamil Nadu has 14%. We have 3 Railway Divisions in our state whereas Tamilnadu has 5 and AP has 5. To have effective Railway Administration we need atleast 5 Railway Division in Karnataka.

    Lets hope everything goes positive.

    1. Separate division to Mangalore..
    2. One more super fast night train between BLR-KWR via arsikere.
    3. Make BLR-KWR day train daily and via Central Station
    4. Mangalore-Hubli Train via Londa
    5. Mangalore-Bijapur Train
    6. Mumbai-Subramanya Road Train
    7. More jobs to Kannadigas in Mangalore and also other stations
    8. Expedite the 17 year old Hassan-Blr railway line which will reduce the Bangalore-Mangalore train journey by 2 hours.

    This is the golden opportunity. You have central congress, state congress, plus you are the BOSS FOR RAILWAYS. This kind of opportunity may not come in next 100 years..!

People of DK & Udupi are suffering since 3 to 4 years and the number of accidents increased due to this "PARKAT ROAD". You are the Minister of Roads-Highway and you have full of power in the central.     Congratulations to Oscar on becoming a 'Manthri'.

    Oscar is a very good person, honest, God Fearing, Socialite, Musician etc. But Oscar is a person who will or cannot take a decision unlike other Ministers ( good or bad ). So there won't be any progress in Road Transport and Highways till the next LS Election. Mark my words. He is best suited for only Congress party work. Its a waste to give him a Ministry. Instead Jayaprakash Hegde could have been given as he is a ' go getter '. Well, you cannot at age 72 be like a ' mama's boy ' with Sonia Gandhi. Correct me if I am wrong. I feel that the truth is spoken and in the open.

    Alternative to Shiradi Ghat Road is required. So, please upgrade Charmadi Ghat Road.
    And also I understand that there is one more alternative road through Chikamagalur district to Mangalore, which has no much hilly road, but so far it has not been explored properly, that is why it has remained just a village road. Please try to build that new Road also across Shayadri.
    Only one thing is doubtful Mr Oscar. That is you have no will power to do something daring and you are not a go-getter. You just believe in status-quo.

    Mr. Oscar Fernandes has been a non-controversial person and has remained loyal to the TOP leadership of the congress.

    He was close to Late Mrs'Indira Ghandi, Late Mr. Rajive Ghandi,Late Mr.Narasiha Rao, Sitaram Kesari, Mrs' Sonia Ghandi and Mr. Rahul Ghandi.

    IF HE HAD THE WILL AND DESIRE TO IMPROVE UDUPI OR MANGALORE he could have done in hundred fold.

    But he remained loyal and non-controversial only for his and lady's benefit. WE WANT LEADERS WHO SEIZE THE OPPORTUNITY AND DELIVER.

    On the contrary I salute Mr. Janardhana Poojari who has shown interest in the poor despite the bad name he has got in the SALA-MELA phase.

    George Fernandes has shown tremendious courage to fight against social evil. We are proud of leaders like Mr. George Fernandes, Mr. Janardhana Poojari, Mr. Ramkrishna Hegde etc.

    To succeed in present day polictics of India you need to be corrupt, make money and spend it during elections to win like Yeddy, DKS, Bangarappa and and 99% politicians.

    Both Janardhana Poojary and Oscar cant do it .... so they are not shining.....

    But if you are corrupt there is always a chance of getting caught sooner or later(remember Yeddy???)....

    That is exact reason no good people want to enter politics.....

    Mr Oscar Fernades almost white washed BJP in twin district.Apart from that he is instrumental in ing candidate in entire Karnataka. Oscaranna personally took career threatening decision in ing Candidates in twin districts(BAVAKA/V.BANGERA...)In fact V Bangera opted out because of personal reasons and Oscaranna persuaded him to contest.

    Now H.Command was appraised of Oscarnna's effort in getting Congress candidates elected by KPCC chief and H.Command rewarded him with new assignment.I challenge anybody OSCARANNA has more command in Karnataka Congress affairs and he is silent powerful leader of AICC.

    OSKARANNA,Congrats on being bestowed with central ministry responsibility and do needful to TWIN DISTRICTS as time is less 360 days...

Oscaranna white washed BJP from twin districts.Many believe that Osanaranna is an elected member.He is a rejected piece and was nominated to RS by Sonia.Only few have this previledge that inspite of rejection by people they get their share for loyalty.Such people have no concern for their native dist/constrituency at all.

    Yes, Oscar was using a goods tempo before, during and after he became an MP in 1980.

    Why dont you go and ask this to Oscar himself or his close friends/supporters at that time like UR Sabhapathy, Krishnaja Saralaya, Shabhu Shetty, Chandrashekara Shettigara,Manjunatha Udyavara, MA Gaffoor, PV Hegde,Vasanth Salian, Leena Mathias, Sudhir and Basavaraj from Bramhavara.

    I have travelled in it for more than dozen times in it with him,,, go and ask him.

    Also I was Block Youth Congress president of Kaup assembly constituency in early 1980s.

    Moving forward please dont try to teach me how CONgress works,,, I know that very well.

    Also I dont want any favours from anybody including Oscar....

    I think I forgot to mention 2 names earlier, Lokayya Paniyadi and Owner of Kamath restaurant in Udupi, forgot his name.

    These are people who worked very hard for his first election in 1980 when he was nobody and had no money....

    You know what? after he became MP once I took Rs 50 from him because I had no money to fill petrol to my bike....I went and returned it after few days,,,, he was shocked.

    Do you really think I need any favours from him???

    I just told what I know about him and told it honestly,,, no quid pro quo here my friend.....

    Congratulations Mr. Oscar. You are given again a chance to improve roads in such a way that precious oil is not wasted by slow movement of vehicles on roads. The drive should be obstruction-less like in America. Build bridges, tunnels and flyovers for the smooth flow of traffic. Pl concentrate on National highways - Hassan -Mangalore - Kundapore. If you can build a good and curveless Shirady Road you can save a lot of Foreign Exchange and on repair works. At least now show that you are worth the minister from Mangalore and develop Karnataka. Hope you will act now.

    Oscar award.Prove yourself by early completion of NH66 which is worst hit by poor execution,fund shortage.As a result thousands of innocent lives lost in road accidents.Casualities may go more due to increased traffic and pathetic condition of the roads.Considering immence influence you had in Congress,you could have made wonders.Good luck Sir.Past BJP in state commited sacrilage allowing Reddys to loot mines.Overloaded trucks day in and out damaged all vital bridges of south kanara.God only knows how long they withstand.Please investigate present strength and durability of the bridges.
