Cabinet clears Ordinance to implement Food Security Bill


New Delhi, Jul 3 (DHNS) : The Union Cabinet on Wednesday decided to promulgate an ordinance for the Food Security Bill ahead of the monsoon session of Parliament.

The scheme aims at providing 5 kg grain per person per month to 67 per cent of the country’s population at the rate between Re 1 and Rs 3 per kg. The grain would include rice, wheat and coarse cereals. The scheme will benefit 800 million people. The government will have to spend Rs 1,25,000 crore on the scheme, making it the biggest food security programme in the world. Opposition parties have sharply reacted to the decision.

“Monsoon session is due in July and the government has recommended ordinance for the National Food Security Bill. This is a deliberate attempt to denigrate Parliament. Why this hurry? Are they going for early elections, leader of the opposition in the Lok Sabha Sushma Swaraj tweeted. 

The CPM termed the move undemocratic. “The government has shown contempt for Parliament where such major legislation should have been discussed and adopted,” CPM General Secretary Prakash Karat said.

CPI national secretary D Raja said that the government should have advanced the monsoon session of Parliament if it was keen and honest to get the Food Security Bill passed.

He said that the current bill is not acceptable and it needs drastic changes.The Samajwadi Party also termed the move as undemocratic. However, the Congress stayed upbeat and gave the credit to Sonia Gandhi and Rahul Gandhi.

“The opposition's failure to help passage of the Food Security Bill forced the government to go in for an ordinance to give the country's two-third population the right to grain at subsided rates,” general secretary Ajay Maken told reporters.  Maken insisted that the bill could see the “light of the day” only due to concerted efforts of Sonia and Rahul Gandhi. The ruling United Progressive Alliance (UPA) is not certain of the passage of the Bill which is pending with Parliament and could not be passed owing to disruptions.

Different perceptions on the issue have led political parties including the Shiromani Akali Dal, Biju Janata Dal, TMC, the AIDMK and the Left to propose several amendments to the bill in the last session of Parliament.  Samajwadi Party is opposed to the bill as it feels that it would harm the interest of farmers.

    If you think it is politically motivated and vote bank politics, so be it. Congress is doing something good for the poor and for the less fortunate, hence they deserve the right to demand vote from you. As for farmers and business people, isn't government spending 1.25 lakes crore from its coffers. So the farmers will get their fair share and so for the business community. I think there is nothing wrong in this deal. If some other political party has some better ideas I am all for it. We want this kind of competition from the political parties which wiil benefit the people, society and the nation.

    Literally all the rice/ wheat farmers will be eligible for this subsidy.
    1. Under minimum employment guarantee scheme, labourers get Rs 150/- per day for doing irrelevant works like clearing bushes by the road side - no labourer available for farmworks
    2. Cost of growing rice is increased to Rs 15-20 per kilo
    3. Now the farmers are provided with rice at Rs 3/ - a kilo.

    SO STOP GROWING RICE!!!!

    Instead of spending Rs 15-20 per kilo for growing rice simply pay Rs 3/- out Of Rs 150/- given by the government and relax with cheap liquor provided by Siddu.

    Already rice cultivation has been stopped in many places, now there will be further reduction in the output.

    Irrational popular policies will ensure that India will go down in the dumps soon.

    Mr.Mallar, please keep the statistics to yourself. As it is Kasargood people,(I read) have given up farming anyway. They have taken up 'currency note printing' and smuggling, hawala & what not. How can we accept the suggestion from the people of such back ground.? Take it easy, I am not personal.!!!

    About 50 years back our neighbors used ask my mother to call them for any coolly work as they were completely depend upon their income. But now a days no one is ready to come for coolly work. If you see in Udupi area only these Bijapur people are available for coolly work. I asked my people in Udupi why this change. They gave simple reply, now a days Government is giving them 3 cents land and money to build their own houses and monthly ration/money for expenses. So when they are getting free why they have to work?

    Yeah Stan you are absolutely right. People at our place even sell their ancestors agriculture lands for hefty prices and live a lavish life. No need to work now every thing is free. If no one is willing to produce then from where the Government will get the required supply of food to feed free over a billion? First thing have to do is to stop the erosion of agriculture land. Modernize the sector and put efficient distribution system in place. Even to come up with the budget of 1,25,000 crores is not a easy task when our fiscal deficit is all time high.

    This is a bad rule. The people will not work for food when they are getting free. Secondly, if allotted Rs 1 lac 25 thousand cores goes to poor, it is ok. But half of this money will go to corrupt and
    cheats. In this case only the losers are Tax payers.

    Year 2008, Congress Government waived off the loans of Indian Farmers which is 71,500 crores.
    Year 2013, Congress Government is trying to pass food security bill in the parliament which is 1.2 lakh Crore.
    Government is misusing the funds in unproductive ways. Hence Indian Rupees started downward trend against the dollar from Rs. 42.00 in the year 2008 and now already recahed Rs. 60.00 and because of the above bill it will go to Rs. 70/- soon.
    This is purely political game for vote bank.
    Poor will get every thing free except beedi and liquor....

    The cabinet has cleared the food security bill despite resistence from the oppositionFood minister K V Thomas said the ordinace on right to food send to the president assent-the bill will guarantee 5 kg rice, wheat or millet per person at Rs 3, 2 and 1-the food bill cover to 67 per cent of the population and will cost 1,24,000 croreevery three years-the price of the subsidised grain will be reviewed-Congress leader Ajay Maken said that the bill is for the poor people and have been go in for ordience-the government is determine to send the signal that it is committed to manifesto promise-now the question is arise-how the government will fund the project-

    Good move by the Govt. but we may have to wait and watch as to the grade of the foodgrains supplied and the attitude of Ration Shopkeepers to give the delivery and the actual supply of foodgrains which can be happily consumed by human beings.

    Good Move by the Government but the main thing is that, the food will distribute in the right manner and with price. Hope the bill will not benefit our Politicians and Rations shops and low makers also hope that the poor and needy will be treated as per the bill stated. God Bless Madam.Sonia, Son Rahul Gandhi and entire/whole team of their Government. Even one good word of the Poor and their happiness will be more enough for the Gods blessings, he will do the rest.
