Congress to launch food security scheme on Aug 20

New Delhi, Jul 13 (IANS): UPA's flagship social welfare scheme, the food security ordinance, is expected to be rolled in all Congress-ruled states on Aug 20, the birthday of former prime minister Rajiv Gandhi, informed sources said.

The sources said that this was disclosed by party chief ministers at a meeting with the Congress' top leadership Saturday.

However, party secretary Ajay Maken said that the implementation would start "very soon" but did not give a date.

"The chief ministers said they would ensure that provisions of the ordinance would start getting implemented at the very soon in their respective states," Maken told reporters after the meet.

The top Congress leadership including Prime Minister Manmohan Singh, party president Sonia Gandhi, and vice president Rahul Gandhi, discussed the implementation of the ordinance, which aims to provide subsidised rations to around 67 percent of India's 1.2 billion population.

The right to food scheme is aimed to be a "game changer" ahead of the five assembly polls this year and the 2014 general elections.

However, Maken said the move should be linked to the coming polls.

"Please don't link it to the polls. It was out 2009 poll promise aimed at social welfare," he said.

"It is a game changer as it will empower 82 crore Indians with a legal right to food and will serve as a bulwark to fight against malnutrition and deprivation," he added.

As many as 13 Congress chief ministers attended the meeting barring Uttarakhand's Vijay Bahuguna who could not come as he is busy with flood relief.

Food Minister K.V. Thomas made a presentation and clarified the queries raised by the chief ministers.

"The chief ministers were appreciative that the ordinance is based on a life cycle approach that ensures adequate is for every age group starting from the time when a child is in his mother's womb," said Maken.

He said the ordinance will bring an additional burden of Rs.23,800 crore, which was negligible given the plan size of Rs 5.55 lakh crore.

He also said the expected cost of Rs.1,24,723 crore in implementing the ordinance would have no adverse impact on the fiscal deficit target of 4.8 percent this fiscal.

RTI,RTE and now a huge sixer for UPA!!!One more policy whihc can make a huge difference is Farmers loan , small enterprises below 2 lakhs should be interest and collateral for three years post whihc they can sell the assets to recover is a key thing to boost economy and employment in a big way. Many small industries like paper plates, jams, pickles, powders ,rotis, etc can create self employment and bring in a big change. hope govt does this which will cost maybe 50k crores but can empower millions in a very quick span.

INR 25,000.00 is the cost of Food Security Bill.
Every body claims "congress", it will not hit Fiscal deficit for 2014.
    My few questions :
1, If it will not hit 2014, how will 2015 be spared ?
2, Who will bear the real pressure of this 25k cr, other than tax payers ?
3, What is the need of this bill, when various such policies exist, in the system ?
4, What is the need of new bill, cant the existing once's be made more effective ?
5, What is the right approach "good pay for good work" or "or work no pay, free ka
    khao" ?
6, If this is not vote bank politics, then can any body explain, why PDS/storage system
did not work in last 66 years under various govt's out of which 90 %.. of congress ?
7, If it is not vote bank politics, why today when the economy is shattered ?
8, How will the so called "aam admi bear the bill" of this bill ?
9, When nothing is affordable today (if dont believe), look to the living cost index, is
leving this csot burden which will replicate as tax next year necessary at this pint of
    time ?
10, Many more questions, how many i ask !!!!!!!!!!!!!!!!!!!!!!!

Can any body esp... concerned authority reply to it honestly ????
    Read and ask ? ! ? ! ? ! ?

    @ Sarika,

This will be done with good intention but everything will be gobbled up by politicians at all levels all parties and contractors .

Good somebody has already said benefits for all except poor and tax payers like us.

Later when allegations come up no one will agree money siphoned, all will say great achievement.

What is the status of Sonia anyways? If someone had to issue directions, it should have been PM of India and not Sonia who is just a party president.

And PM should have directed all CMs, not just Congress CMs.

This act only shows that Food Bill is not meant to help the nation but Congress at the expense of state exchequer.

One more game changer will make way for a big scam.
