Explosion, fire rock Indian submarine


Mumbai, Aug 14 (IANS): An Indian Navy submarine, which underwent a major refit in Russia, was rocked by a massive explosion and engulfed in flames Wednesday at a high security dockyard in Mumbai. Many sailors jumped off to safety, but 18 were feared to be trapped inside.

The deafening blast followed by a fire occurred shortly after midnight on the INS Sindhurakshak submarine at the naval dockyard, officials said.

Many sailors on board the submarine reportedly jumped off to safety, but sources added 18 sailors were feared to be trapped in the vessel.

"...The details are being ascertained," an official defence ministry statement issued at 3.15 a.m. said.

Some INS Sindhurakshak sailors have been rushed to naval hospital INHS Ashvini in Colaba.

INS Sindhurakshak is an Indian Navy diesel-electric submarine that has been handed back to India following a major refit at Russia's Zvezdochka shipyard.

The explosion on the submarine comes within days of India getting its first indigenous
aircraft carrier Vikrant Aug 12 and the nuclear reactor that propels Arihant, the country's first ballistic missile submarine, going critical Aug 9.

The cause of the explosion and blaze, as well as the extent of damage to the submarine and naval properties, is still not known.

A board of inquiry has been ordered.

TV grabs showed a huge ball of flame.

At least 16 fire tenders of Mumbai Fire Brigade and Mumbai Port Trust were rushed to assist the naval fire brigade to douse the conflagration, the smoke emanating from which could be seen in many parts of south Mumbai.

A fire brigade official said that around 3 a.m., the blaze had been brought under control and prevented from spreading to other vessels docked in the vicinity.

The blast was first heard ashore by deputy chief fire office P.S. Rahandale who was on leave and attending a private engagement near the Gateway of India promenade. He immediately alerted the fire brigade and other emergency services.

Navy chief Admiral D.K. Joshi "will be visiting the dockyard", sources said.

The contract for the refit and modernisation of the INS Sindhurakshak (S63), a Project 877 EKM (NATO Kilo-class) submarine was signed in June 2010, RIA Novosti news agency had earlier reported.

Part of the refit involved installation of equipment for Klub-S (3M54E1 anti-ship and 3M14E land attack) cruise missiles and over 10 Indian and foreign-made systems, including the Ushus hydro-acoustic (sonar) system and CSS-MK-2 radio communications system.

In addition, the boat's cooling system was modified, a "Porpoise" radio-locater fitted and other work carried out "increasing the boat's military capacity and safety".

The Sindhurakshak was laid down in one of Russia's oldest shipyards, the Admiralty Wherf yard in St. Petersburg in 1995.

It was launched in 1997 and delivered in December that year.

The boat displaces 2,300 tonnes, carries 52 crew members, has a top speed of 19 knots (35 km per hour) and diving depth of 300 metres.

Zvezdochka, which specialises in repair and refit of nuclear-powered boats, has already refitted four of India's diesel-electric fleet -- Sindhuvir (S58), Sinduratna (S59), Sindhugosh (S55) and Sindhudvhaj (S56).

    My dear commentors, please do not comment without any knowledge about a submarine. A submarine is a basically a long metal tube, with a lot of weapons, fuel and a huge bank of batteries in it. So it is a very dangerous environment.A small spark can cause an fire in it. I am telling this being worked there for 15 years. Its an accident!

    It's called 'TOTAL SECURITY SYSTEM COLLAPSE IN INDIA'. Under the present UPA Govt, anything can happen anytime to anyone, absolutely no security for the soldiers itself, forget about common man. Administration is totally collapsed. Best examples are what happened in Kishtwar in Jammu region, soldiers killing a week back. DEAR GOD PLEASE SAVE INDIA, YOU ARE ONLY OUR HOPE.

    When our 5 soldiers were killed by Pak, I commented that We should not attack Pakistan .Now you have understood why India should not start war with Pakistan..We have Onake Obavva time equipments.Russia is surviving because of us (of course, our politicians are surviving because of Russia).You know what happened in Mangalore airport because of great Russian Pilot.Russia is totally gone case..and India want to fight with China and Pakistan with this gone case Russian's help..Believe me..Within 5 days Chinese will take over Delhi !!
    We have to build our own military equipments like how we built INS Vikrant War ship (aircraft carrier)..That is the only solution..MADE IN INDIA products never cheat..that is 100% sure..

    Jamini, we've never had a security policy let alone a strong security policy. For things to change,the defense industry should be de-politicized and privatized. In US,the R&D of every defense project down to the last screw is by private companies and not the government. Unfortunately, the political class in our country does not give a damn either about our soldiers nor about the citizens.

    Having said that, not retaliating to Pakistan despite numerous acts of terror on India is just asking for more. There is no place for the weak in this world. If a country of 1.2 billion people, 2 trillion $ economy cannot put a 3rd rate power like Pakistan in place, what chance do we have against China ? When 5 jawans were murdered by Pakis last week, Mani Shankar Aiyar said " only 5 are dead and not 5000, why is the media making such a big fuss about it ? " with such politicians, we dont need the Pakistanis or Chinese to hurt us.

    Dear Mathew..We should be very calm and cool..First we have to upgrade our military equipment.Mr.Mathew..when ordinary Pakistan can come and kill 5 Indian soldiers,then definitely China can uproot us within a week..No doubt..India is surrounded by enemies..We don't have good relationship with our neighbours..It is really a very unfortunate incident..Any way..If we get united..forget China..even US can't stand in front of us..Happy Independence DAY...

    Russian technology seems to be outdated and obsolete. We have been regularly hearing of air crashes of Russian made Sukhoi jet fighters losing our brave pilots. Instead of sending to Russia for refitting the submarines can our facility not do the job? Our capacity and capabilities is shown in case of Arihant nuclear submarine???
