Delhi deadlock: AAP seeks 10 days' time, writes to Sonia, Rajnath


New Delhi, Dec 14 (IANS): Aam Aadmi Party Saturday sought 10 days time from Lt Governor Najeeb Jung to take a decision regarding government formation in Delhi.

AAP chief along with party members Manish Sisodia and Kumar Vishwas met Najeeb Jung Saturday.

"We have asked for 10 days time to take decision on the matter," AAP chief Arvind Kejriwal told media persons outside the Lt Governors residence.

The Lt Governor invited AAP after the BJP declined the offer to form the government in the state as they didn't have a majority. BJP secured 31 seats and fell short of a clear majority in the 70 member house.

AAP obtained 28 seats in the Delhi assembly elections.

The Congress, which bagged eight seats, said they are ready to give unconditional outside support to the AAP.

 

AAP writes to Sonia Gandhi, Rajnath Singh

Aam Aadmi Party founder leader Arvind Kejriwal Saturday said they have written to Congress chief Sonia Gandhi as well as BJP president Rajnath Singh, seeking their stand on specific issues pertaining to Delhi.

"We have written a letter to Sonia Gandhi. We have also written a letter to Rajnath Singh," said Kejriwal after meeting Delhi Lt Governor Najeeb Jung from whom he sought 10 days time to take a decision on government formation.

"We did not ask for your support. What is their intention? What is in their mind?" he said while referring to the BJP and Congress. Both the parties have offered support to the AAP to help them form the government.

Kejriwal said that the Congress as well as the BJP should make their "stand clear" on 18 issues that they have raised.

AAP was invited by the Lt Governor after the BJP, which got 31 seats in the 70-member house, said that it was not in a position to form the government.

 

The 18 issues pertaining to the common man raised in Aam Aadmi Party chief Arvind Kejriwal's letter to the Congress and the BJP chiefs are:

1. The VIP culture should be stopped in Delhi. No MLA, minister or Delhi official will use a red beacon on their cars. Neither will they live in big bungalows nor take any special security.

2. Passing of the Janlokpal Bill, the same version for which Anna Hazare held fasts.

3. People will take decision directly in 'mohalla sabhas', which will be held in every locality and colony.

4. The AAP demanded complete statehood status for Delhi. Central government's hold on DDA and Police should end.

5. The party also demanded a special audit of all electricity companies in the national capital from the time these were privatised. The companies that refuse to participate, their licenses should be cancelled.

6. Electricity meters should be checked.

7. There is 220 litres of water available for every person daily. Where is it?.

8. AAP wants unauthorised colonies should be regularised. Thirty percent of Delhi's population lives in such colonies and these should be regularised.

9. The party demnded to know if the Congress and the BJP will support its decision to give clean and affordable 'pakka houses' (built up houses) to those living in slums.

10. It also sought their support to give regular jobs to those working on contractual basis.

11. It wants to give infrastructural facilities like roads, electricity, water and basic facilities to the ordinary trader.

12. AAP said it is against FDI in retail.

13. The party wants to provide facilities and subsidies to farmers in the villages in the national capital.

14. The party also demanded to know the Congress and BJP's stand on opening 500 government schools, stopping donations in private schools and making the fee system transparent.

15. The party said it wanted to open new government hospitals with better facilities.

16. It also wants to have special security units for women and wants all harassment cases to be tackled within three months.

17. It wanted to set up enough courts and appoint judges so that all cases are dealt with within six months.

18. The AAP wanted to know whether the municipal corporations of Delhi will support them on these issues.

    AAP is not yet ready to run a State Government. It's members, most of them are raw and still to garner the know how.
    AAP was hoping to get enough votes this time, just to be in the opposition where they would do their best and win more support from people and meantime their cadres would get the knowledge of running a State Government during the tenure of five years. That would have been an ideal situation for them.
    Things have not gone as they should be and AAP honchos are in a dilemma. They know very well tying up with other parties to form Government, will expose their weaknesses and they will be subjugated by their coalition partner. They are stalling for time right now.
    May be the voters have now realised, it is too early for AAP to be in Governing a State and ruling in the center is far away dream.

    AAP just cannot form government with just 28 seats and even if Congress and BJP give unconditional and constructive support from voters past experience they will play dirty tricks with AAP. So what AAP has done before hand in seeking their confirmation to 17 or 18 points is justifiable. If BJP and Congress are so concerned about support AAP, why they both join together and form government and save the people from another election and loss of Rs. 100 Crores. We have seen in Karnataka how BJP performed "Operation Kamala" in 2008 to seek majority and form government. In the same way BJP can do it in Delhi for 4 seats, which they will not do as they fear the people in case Delhi goes for re-election. So it has become a number game.

    AAP is absolutely right in seeking clarification before hand. AAP has to be safe and secured before hand. The people/voters cannot be fooled anymore. Keep up the good work AAP and get all issues clarified before hand or just tell Cong and BJP to form the government and run it, which they will not do, because they know you will go back to the people disclosing all wrong acts by our elected leaders. Time has come even after 66 years and even though late to set right things in order and put it in the right perspective.

    AAP either take support from Congress or BJP to form a govt as both parties promised full support. Now, AAP has sought clarification from both the parties. Congress and BJP must comply with AAP's '18 point agenda otherwise they will be criticized for being hypocrite. They can neither openly deny the agenda nor accept it publicly. However, intentions of BJP and Congress were to ensure that AAP forms govt but cannot pass any significant bill. So, onus of running a unsuccessful govt will lie on AAP and ultimately BJP and Congress can claim that AAP can only promise but can not deliver.

    While going through the comments here and the opinion in general in recent days, here is my two cents.

    Loudest opinion from people is that AAP should take the support from Congress or BJP. Main reasons being that AAP cannot go back from the responsibility of fulfilling the promises made and Delhi cannot afford another election.

    All three parties contested with clear manifestoes and promises and for clear mandate. When there are three parties in fray, there is every chance that a clear mandate was not possible. Do you expect any of these parties not to contest because of it? This was always possible, and if there is no way out, I feel our electoral process should take the blame. Why don't we foresee and have a proper solution to it. This is the case with every aspect of our governance and that's exactly the reason we are lagging in every aspect.

    In the present case, we can have re-election in places where BJP or AAP didn't win, and with only their contestants in fray. This way, we can have a clear mandate and also there will be a stronger opposition.

    In an ideal case, once the representatives are elected, Chief Minister should be directly elected by them. This can be done by a process of elimination where Chief Minister candidates are suggested and the MLAs votes for them. If there are more than two candidates, lowest voted candidate is eliminated and the process continues till a winner is ed. Once the Chief Minister is ed, it should be his prerogative to chose the ministers. All policy matters undergoes voting and this is done in a transparent way so that the aam aadmi really know what stand is taken by their representative in each policy matter.

    Secondly the cost of election is calculated at around 50 crores. Just take the non-plan expense of Delhi this year at `18,268 crores. And if you consider the 5 year period it's not even 0.06 percent of non-plan outlay.

    All Parties are corrupt no exception however clean they profess to be pre-election, they eventually end up being more corrupt than their predecessors after they are elected. If you put the AAP 18 point election manifesto and poll promises under the microscope you will tend to agree it is fodder for corruption.

    Existing Courts should be made
    to work overtime and expedite
    their work.

    People can ask KJ whats the guarantee he or his MLAS will not indulge in corruption tomorrow.Is he going to guarantee? Some of the points raised by KJ are nonsense whereas many are OK,. He is now trying to find a shortcut to take support from BJP or Congress.Probably he will go with BJP since he can get some LOB sabha seats with BJP.With Congress he will not get any lobsabha seats as congess itself is drowning.     All the above promises can be met in Karnataka if we collect the lost money from mining in Bellary, Land scams, corruption,Mamooli.. and ongoing bribing.
    Condition 8 & 9 will cost a lot to implement as it is. Instead AAP could propose a multistory building covering 50% of the land and the slum dwellers/original inhabitant will be given a flat in the above Multistorey buildings. The left out/ remaining land will be converted to commercial business to cover up the above cost.
    I don't know much about Delhi... corruption in real value.

    Point No.1 Ministers should not take special security. what about if they have life treats? Home ministers cannot take any harsh decisions against anti social elements,criminals or terrorists. if he passed the law against them, he will be killed by them. What about High court, supreme court judges? they cannot give any verdict against the criminals, they will be scared to do so if there is no proper security to them.
    If it is so, what about the common man?

    Point No.3 indicating that, he is favor to "khaap panchayats". If people started to take decisions in 'Mohalla sabhas' every day there will be fight between the people with different mentality and moral policing will be increased.

    Point 14. All the parents want to give good and quality education to their children and sending them to private schools by paying a huge donation also. Otherwise new generation cannot compete with others in this advanced century. Everybody knows the quality of govt schools, hospitals etc. it cannot be changed. He is pushing the people to 50 years back and creating the problem.

    Dear AAP / Kejriwal, you are unfit to form or run the govt and fulfil the needs of people.
    better to go for fresh election and wipe off this AAP from the picture.

    Given the present situation at Delhi after AAP getting people's mandate ( 28 seats "Second Highest" among Three Parties) for their "Election Manifesto and Poll Promises at Delhi" If Mr. Arvind Kejriwal time again saying both the BJP and the Congress (National Parties) are "Corrupt" in their Governance "Must Have the Guts to Accept the challenge "Unconditional Support" either from the BJP or from the Congress and "Run" the Government or "Play the Game Of Politics at the the Court" and win people's confidence of Delhi who have Reposed their Faith" in AAP for their "Election Menifesto and Poll Promises".

    AAP doesn't deliver or accept this challenge of the people's mandate, then their "Game is Over without practically playing at the Court or say on the Ground" !!!

    they know they can not keep up any of their promises forget about 50% deduction in electricity bills. Now if they form the govt., in next 5 months people will know that they can't deliver anything and will not vote for AAP in LS elections. that is the reason AAP is running away.     It doesn't make sense to take their un-called support and then the supporter threatening to withdraw or blackmail.
    But, even after taking support, if AAP rules well and supporter party withdraws and Govt falls, AAP will gain sympathy votes as well and win comfortably in re-election!
