Caste-based reservation must continue: Sonia


New Delhi, Feb 5 (PTI): Congress chief Sonia Gandhi today stepped in to try to defuse the controversy over party leader Janardan Dwivedi's suggestion for ending caste-based quota, declaring that reservation for SCs, STs and OBCs must continue.

As the SP and BSP--both outside supporters of UPA government and JD(U)--slammed Dwivedi's remark as "anti-social justice", Gandhi went in a damage control code with Lok Sabha elections just round the corner, snubbing Dwivedi and asserting there should be "no doubt or ambiguity" over the party's stand on caste-based quota.

BJP and SAD questioned the timing of the remark and said it was part of Congress' votebank politics with an eye on the upcoming elections. The remark triggered an uproar both inside and outside parliament. The discomiture in the party over Dwivedi's remarks was palpable and Congress and the government earlier in the day were quick to distance themselves from the remark, saying it was his "personal" view.

"The empowerment of SCs, STs and OBCs has been an article of faith with the Congress."There should be no doubt or ambiguity on the stand of the Congress on the system of reservation for SC/ST and OBCs. They were introduced by Congress, they have been strengthened by the Congress and they will continue to be championed by the Congress," Gandhi said in a two-page statement.

Gandhi said that Congress is of the "firm opinion" that the system of reservations for SCs, STs and OBCs must continue. "This is essential to deal with the discrimination imposed by centuries of subjugation and oppression," she said.

SP leader Ram Gopal Yadav and BSP chief Mayawati slammed Dwivedi for his remark.Yadav said Congress is trying to end the social justice system in the country while BSP chief Mayawati demanded that the Congress must make its stand clear on the issue.

Dwivedi's suggestion created an uproar in Parliament with BSP members shouting slogans like "anti-poor government, down down" in the well of Rajya Sabha. They were also joined by SP members while those from JD(U) said Congress is doing away with the reservation system and cried "conspiracy."

BSP members in Lok Sabha also rushed to the well of the House. Outside Parliament, BJP questioned the timing of the suggestion, saying the "revolutionary idea" should have come long ago.

"We want progress of all sections of society. But why this revolutionary idea came to Congress leader's mind when the elections are round the corner? There was enough time with them earlier and it could have been debated on national platform," BJP leader Mukhtar Abbas Naqvi said.

Without rejecting the idea, he said, "We are always in favour of giving opportunity for progress to whoever is economically or socially backward."

Naqvi's party colleague Ravi Shankar Prasad dubbed Dwivedi's pitch against reservation on caste lines as a "trial balloon" and charged the ruling party with deliberately trying to initiate a new debate to sidetrack "anti-government" sentiment on issues of corruption and price rise. Akali Dal MP Harsimrat Kaur Badal, though supporting the suggestion, also questioned the timing of the move.

"Why this move at this time? Though it is a very good idea but according to me, anything that is moved by Congress now  it has only one agenda. They are targeting a particular group for votebank politics. They had 10 years, they could have done a lot, but they did nothing," she said.

While maintaining that Dwivedi is an "extremEly seasoned and experienced" politician, Congress spokesperson Randeep Surjewala said, "His statement on the issue of caste-based reservation or absence thereof is his personal opinion."

Amid uproar in Parliament over the issue, Minister of State for Parliamentary Affairs Rajiv Shukla said in the Rajya Sabha, "The government is not considering any proposal to provide reservation based on economic criteria. The reservation as it stands today will continue as per constitutional provision."

Dwivedi, who is a member of the Upper House, was present when Shukla made the clarification.

    Reservations if any, should be processed on the merits of the individual. If a meritorious SC, ST or OBC is not available, then the educational or job opportunity should be released to any meritorious individual who is not from these groups.

    I don't want to be treated by a Doctor who got his MBBS seat with 35% pass marks in PUC on the basis of his caste.

    I agree the SCs, STs & OBCs have rights, but then I have rights too!

    We need qualified and able professionals not SC, ST or OBC professionals. Yes, if the SC, ST or OBC is meritorious why not.

    The need of the hour is to address inequity while maintaining quality and equality and not by creating substandard and more inequity.

    There is no caste / religion which should get special treatment based on their numbers or depravity. Only those deserving poor people from all caste / community should get the benefit of reservation.
    But congress had continued this tradition of reservation for 60 years and it has become a decease to our country.

    I used to attend a small function every evening in my town with my brother. A bunch of people of various age from 5 year old (myself) to 65 year old will gather around. Play some games, Sing some songs, discuss various issues.

    The group leader was a young college going student who was from a very poor family from near by taluk. He was from what you call lower caste family. This guy was staying free in one of the hotel owned by group member and will eat food each day with different families. Its called Varaanna (weekly food).

    My family belongs to upper caste Brahmin but the teaching of the group meeting was such that this boy will share food with us on the same table using same utensils.

    The group taught us that all human beings are equal and should be treated equal. No one should get preferential treatment or bad treatment based on their caste or religion. It believes in humanity and helping each other. One of the song we sing was like this :Ella bhedha maretu, banniri naavu samana”

    Though later stages due to my education I could not continue to join those daily functions called shakha, I still have the traits I learnt from those meetings.

    But alas, many people who do not attend any such meetings criticize it with false allegations.

    One can witness the effect of reservation while visiting a Govt office! Becoz of this reservation these places are corrupt, under productive and inefficient! People who cannot get even, get a job elsewhere as a peon are occupying seats of officers and dictating the public instead of serving them!

    Valerian, Congress for vote bank politics heavily relied on quota/reservation/appeasement policy..BJP came to power only after 3 decades of independence..by the time Quota became part of life & people can go any extent to get is ex: Jat agitation..political parties like BSP/SP only speak about reservation..as such can any party speak against quota at this time?..now Congressmen speaking like intectual since party is sinking, so they gathered courage..If MODI talked about this, Congress would have called a Bharat bundh..thankfully MODI is not behind quota,reservation,appeasement policy..in recent speeches i never heard him saying such things..

    Can all parties work on a common goal of eliminating caste based reservation say by the year 2025. Even the constitution makers wanted it to be removed in a time bound manner, but our vote bank politics never allowed for that. Without a time bound goal, it is a sure case of taking our country towards disaster not discounting the damage it has done in the last few decades. When a country can sign agreements for time bound goals for the protection of mother earth, why not sign an internal agreement to save Mother India. Will our politicians have any will power to do this. I can't think of it in my life time. It is quite evident from the comments people are making on this article. Yatha Raja tatha Praja is definitely a wise saying. There is a race among our people to be called backward. With this attitude we will remain backward for ever.

    I am bhramin by caste, Hindu by religion. it does not mean i am a superior human being and i have all the facilities that avail around the world, yet with the hard sweat and struggle i am making my life with the positive outlook. There are hundreds of people who help when you think positively. i do not agree with poojary who is a party blind man. i studied in christian school, I know none of my Christian friends got scholarship from the government when you say minorities get a scholarship. Secondly, i need to have the humility to request and accept help whoever helps me instead always finding fault with others and government reach us nowhere. Secondly, we need to objective outlook if it is blurred by party politics then our objectivity dies. it is better for us to think objectively and progress in life.

    Why should there be caste and class based reservation when the Constitution of India guarantees equal opportunities for all? Such policy led us discrimination, divisions and finally disunity in the country. If it is not abolished there is no sense in saying all are equal before the law. Seats in educational institutions and appointment to top positions should be made strictly on merit.

    Caste based reservation is being lapped up only by the rich and mighty in the community.I know of a girl who got an MBBS seat and a PG ( Obstetrics & Gynaecology) on caste basis. The irony is her father owns a fleet of buses! This is the actual scenario of caste based reservation. Sonia doesn't have a proper education, so she doesn't know the problems of upper class poor students who can never get into professional colleges. She has ruined the country. She and her family are a CURSE to this country.

    In every caste there are poor and rich, good and bad people. This is more than enough logic to draw a line in case any govt. wants to uplift the downtrodden people. Moreover, we have APL, BPL etc., Hence, the reservation or quota system must be based on this criteria rather than caste, community etc.,

    Dongi congi could not eradicate the poverty from India, although they were in power for more than 50 years and have been using the same old mantra of reservation, quota, minority etc., for garnering votes of innocent people. When the elections are round the corner, all sorts of vote bank freebies will emerge from the coffin at the cost of taxpayers. Shame on you .... Disgusting congis.

    Sonia's open support for caste based reservation is just a vote bank gimmick which certainly is going to affect adversely the progress of this country. I have seen many instances where an academically incompetent student gets into a professional institution on the basis of his/her caste but he/she is not able to cope up with the rigors of the professional curriculum and they leave midway or they take almost double the time to pass. Instead, if a backward child is given free primary and secondary education so that he is competent enough to handle the professional courses. But this stupid congress govt wants reservation not only in education, but also in jobs and further promotions, thereby diluting the entire system in the country. That is the sole reason for all our best brains, leaving the country and working for others, thereby promoting to make them super powers ( satya Nadella, CEO of Microsoft) to name one.

    Good going Sonia-amma. People have high hopes from you. You just follow your natural instincts and please oh please do not use your brains...else a good opportunity in the making for Mr. Modi will disappear.
    Your son made a mess of the first interview. I think you should also bite the bullet and go in front of the camera. How long are you going to hide and pull strings from behind or recite pre-written speeches. Why not share some pearls of wisdom on India that you believe.
    I for one do not share your opinion. I feel caste based or identity based reservation must go. Sooner the better. It only infuses incompetency into the system. Rather than lose due to incompetency, I strongly support a financial incentive based education system, a system that recognizes and nurtures talent whilst providing free education to economically backward communities. Everything else should be purely based on merit. I know the policy suggested by me will not allow you to exercise your time tested dived and rule policy, and probably not good for your politiking either. But the common man would benefit from it.

    Caste based Reservation system has ruined talent in this Country.

    Did BJP assert clearly that they are against caste based reservation system like they do in many other cases?
    As a Christian (Catholic), I am fairly sure that, Christians have not availed any benefit from Govt. in terms of admissions in Govt colleges or in Govt jobs.
    Of course, we have benefited from our COMMUNITY set up School colleges and given the benefit to OTHERS as well, who are more in numbers than our community.

    valerian, why BJP has to answer these question..Congress started quota/reservation system..it should have been reduced over the time, instead it was increased as & when elections nears..now, Congress ship is sinking, then some Congressmen get sudden enlightenment that quota/reservations did harm most rather than good!!..but did they mentioned religion based quota also has to be abolished,i dont think so..that is why Jain's are categorized as minority & they are happy that they some reservations!!..when you given quota/reservation from decades, it will be very hard remove..Moreover, it is made as a political vote bank tool..unfortunate that 2nd generation Indian leaders only focused on vote bank politics..

    Let's say that Caste-based reservation is wrong.
    Then, how for so long the reservation system continued?
    If Congress played vote bank Politics, why then BJP didn't oppose the reservation?
    When BJP is very much assertive in opposing many things.
    But by not opposing caste based reservations, BJP also is party to vote bank politics!
    Please check did BJP not give minority status to Jains in Rajasthan and elsewhere?

    Even after 65 years, this reservation system continues in India, and as matters stand, this will go in perpetuity. Only a few in Scheduled castes and Tribes benefit the vast majority does not. Farsighted leaders must find a way out of this so called emancipation which was never intended to be permanent.

    Sonia Gandhi is right while saying that the caste system based reservation is essential to deal with the discrimination imposed by centuries of subjugation and oppression. It is shameful, even today in Karnataka and Tamilnadu, a separate glass is kept in some hotels for SC/ST. Even during the tsunami, in the camps, upper caste people protested to dine with lower caste. In London when a lower caste hindu was promoted, higher caste hindus protested, saying they cannot work under him as per their Indian culture. BJP also wants this caste based reservation, because hindus are involved.

    However, there are so many anomalies in this system I just give 3 examples 1. An ST candidate scoring 36% marks in PCB in HSC, got an MBBS seat in Mumbai. 2. Recently, IIT Mumbai gave admission to some SC/ST candidates, even though they failed in the entrance test, saying they are qualified being passed in HSC PCM. 3. One of my friends who did his post graduation from London told me that his brother who was poor in studies, got MBBS admission. Since he is not SC/ST/OBC or economically backward community, I was surprised. He told me his brother got the seat from tribal quota. I asked him how he became a tribal, since his father was a GM in a British Company, having car, bungalow, Ac and servants, he replied the company where his father worked is in the designated tribal area and hence, his son was considered an ST. However, these types of reservations are not in the interest of common citizens.

    I belong to BILLAWA CASTE, which comes under OBC category. My family used to vote for congress blindly just because many BILLAWA people were there in congress party like Gopala Poojary, Janardhana poojary, Sorake, V Salian and Bangarappa. During the 1999 elections, even I campaigned for congress party along with congress party workers. That time I was just 14 years old.

    But when I grew up I understood congress tricks and cunning behavior. All I wanted in my life was FINANCIAL ASSISTANCE for my higher education, not the caste based reservation. I was a top performer in academics. Because of financial crunch I struggled a lot during my studies. I really felt bad when undeserved people were given free books, waived college fee, waived exam fees and 15000 Rs scholarship/year for them. This is given for SC/ST and Minorities.

    Since then, from the 2004 elections, I educated my family members and compulsory told them not to vote for congress party any more. Now, everyone in my family obeys my request and we are not voting congress in any elections. We have around 50-60 relatives and I am successful in convincing them why they should stay away from congress.

    Not to mention, I had two friends from Brahmin Family who secured very good percentage in PUC, but could not afford professional courses due to reservation PEDAMBOOTA..


    I, an OBCian turned down congress vote bank tricks. I am sure many more people like me will educate their family members about congress's dirty tricks to get votes.

    I totally agree with you Dinesh, give reservation to any community/religion based on their income not based on their caste. The reservation was required in 1947 but not like before many SC/ST/OBC/minority are earning well & no need their children should enjoy free education or any reservation.
