Arun Jaitley praises Manmohan, says PM is a 'wise man'

New Delhi, May 11 (PTI): They may have crossed swords on several occasions over a variety of issues, but senior BJP leader Arun Jaitley on Tuesday praised Manmohan Singh, saying the Prime Minister's personal integrity was always above board.

He also termed him as a "syana aadmi" or a wise man, saying with an element of scholarship, he was always be well read and well prepared on any subject that he dealt with.

While Singh is the Leader of the House in the Rajya Sabha, Jaitley is the Leader of the Opposition in the Upper House. He said as curtains draw to a close after a ten-year-long period of providing leadership to the government, the Prime Minister "goes out with dignity and grace".

"He will remain an elder statesman and a man of credibility to guide the nation. Only if he had stood up at the right time and disagreed he would have been regarded with still a greater honour," Jaitley wrote on his blog.

He said Singh became a Prime Minister on account of certain circumstances which compelled Congress president Sonia Gandhi to withdraw her name from the reckoning.

"He was literally a Prime Minister announced by Sonia ji. He had to function within that limitation.

"....When he addressed the country, he never came out as a leader. The reason for not coming out as a leader was clear. He never wanted to rock the boat. He knew that he was vested with limited power and on all major decisions he had to keep the party and its first family in good humour," Jaitley wrote.

He said Singh has two strong qualities. "Firstly, whenever you discussed a serious subject with the Prime Minister he came out as a man of scholarship. He was what we call to as a 'syana aadmi'."

Singh's words, Jaitley said, were measured and he would reflect before making a comment. "Secondly, his personal integrity was always above board. With an element of scholarship he was always be well read and well prepared on any subject that he dealt with."

Jaitley said he had the opportunity of observing the Prime Minister from close quarters for the last ten years. He said in the last five years as Leader of Opposition, he virtually had heard his every intervention in Parliament and dissected each one of his performances.

"Unquestionably Dr Manmohan Singh was a very good finance minister. He got a lot of support from his Prime Minister, PV Narasimha Rao, for initiating the economic reforms in 1991. For a Congress party government which had always professed the virtues of regulation a reformist approach was creditable," the BJP leader wrote. He said Rao has never been given the level of credit which he truly deserved. "I am sure history will reassess him."

Jaitley said he had recently suggested to the Prime Minister that he would be interested in reading his memoirs, particularly those relating to the period 1991-96.

"The footprints he left behind as a finance minister during this period will be remembered for a long time," he said.

When the reform process was blocked on account of decisions of the National Advisory Council or when Rahul Gandhi tore apart the papers of objectionable ordinance, the Prime Minister was perceived as a non-leader who had to accept everything without his opinion mattering significantly, he said.

"It was his inability to overrule people which affected his functioning. He did not have the last word. Had he overruled his Finance Minister on the retrospective tax law knowing fully well the consequences of a retrospective taxation, the Prime Minister would have stood out.

"If he had stood up and cancelled the coal blocks allocation once the fraud was revealed or cancelled the 2G licences himself rather than wait for the court to do it, I have no doubt that history would have recorded him very differently. It was the inability to speak up within his own party that may compel the historians to take a different view of the man," said Jaitley.

Most disastrous PM ever Indian History has seen. Dumb, deaf & a mere rubber stamp. His past histrionics on Economics may have got noticed, but the ABCD of scams he presided over in last 10 years, crores of rupees usurped by Sonia Maino & her children, Vadra et all. Most spineless when it came to fighting terrorism or corruption. Well, the story is not over, as MMS PMO is subject to lot of impending investigations on coal & 2G scam. So see you in Tihar soon Mr Man Moun Singh

He may be honest with integrity but seemed like unspoken, silent and often did not get rid of corrupt and scandalous politicians, scammers but went hand in hand in order to hold power at the centre. For me this guy is a bad prime minister at least in terms of governing.

    Integrity indeed.

I quote yours: Praising the opposition and its leaders for good work is the culture of BJP, Unquote.

Rewarding for goondagiri and provoking hatred towards communities all over India is BJP's culture.

Before elections they hated congress, Soniaji and Manmohanji at the best of their mind and tongue.

It is like NouSou Chuhve kaake billi Hajko chalegayee...

They were not worried about good roads, better infrastructure, 24/7 electricity / water, innovative agricultural/ horticultural growth and overall economic development of the country. No worries about visa but it is kind of shameful that a PM aspirant was denied entry to the USA. Sorry but he has to live with that stigma for the rest of his life.

BTW PM aspirant is a traveller. We know he went to China to beg for the release of some Indian businessmen from Gujarat. Moreover, before imposing a visa ban, his existing US visa was first revoked by the US govt.. So please educate yourself before making mediocre comments and try not getting personal in your comments. I have because you did it first.

US Visa is NOT an yard stick for good leadership. Chinese leaders hardly visited US.... ( eg. Mao , Deng Xiao Ping )....Mao only one time visited USSR...Stalin never visited USA....Yet USSR, China build their nation from scratch...Just becoz US cancelled his Visa for Gujarath human rights violation doesn't means that US is saint ... BTW Worlds greatest human rights violater is USA.....They reciting "Shaanthi Mantra" in one side and another side committed worst atrocities....( Vietnam War, Iraq War ), Covert support to Latin American dictators....

    John,

Who said visa denial is an indication of bad leadership ? It is worse than that. It is a straight insult to a person who is considered UNWORTHY to set foot on their land for his alleged crimes against religious minorities.

Mao and Stalin are among the worst examples you could give. They were by no means great men. Both were dictators in their own way. How do you define prosperity ? Progress at what cost ? deaths of thousands ? Find out about the China famine. If interested, please research Mao and Stalin and you will know.

China even today is a secretive society so they will never directly criticize Mao.

The USA may not be saints but just imagine what would happen if the USA did not act as the police of the world. Dictators would have a free run. Powerful nations would bully smaller ones like how Russia is bullying Ukraine now. True the USA may have overstepped their policing role and have vested interests in some nations but then with them around at least the world is a lot less chaotic, a feat which no other country is in a position to achieve.

Perhaps you do not know which country has among the highest number of utions (death penalties) in the world. Yes it is China.
Add to that China has among the worst human rights record in the world that too against their own citizens. Feeling proud about a country like China shows your mentality.
Further, go check out the number of Chinese immigrants to the USA and Canada year after year. Do you ask why Chinese leave their so called prosperous homeland and migrate to the West in tens of thousands ??? Do US citizens migrate to China ? Not heard of.

Denial of a visa is a shame because the USA is considered to be the most powerful nation as on date and there is no other nation that has as many or more immigrants and 'would be immigrants' going there/wanting to go there.

India denying US leaders visas. Ha, ha. Get real please.

    Well said Mr. jately.
PM Manmohan Singh has lots of positive points in comparison with BJP Prime Ministerial candidate Modi.
Readers may please sight few points:
    1. PM is well educated and qualified person whereas Modi is under qualified
    2. PM has rich experience in Financial situation of the country and a economist but Modis knowledge on finance very low
    3. PM is secular as required as per Constitution of India where Modi standby one religion
    4. PM made economic revolution in the country being finance minister and so that our country not faced problem with economic imbalance others like USA etc
    5. PM introduced RTI to bring transparence but Modi not appointed Lokayukta for last 10 years in Gujarat
    6. No allegation of riots/communalism against PM but Modi facing charges in Court
    7. To empower women, Singh Govt. Supported educations to women & introduced women banks and to introduced new law against rapists for high punishment but whereas Modi snooped a Bangalore based women
    8. PM not protecting the corrupt person in his alliance but Modi gave free land nominal value of Rs.1 per square feet to Adani group
PM Manmohan Singh is a strongest person by having good patience, simplicity, truthfulness, fairness and able to control anger but Modi can never be compared these qualities with Great PM Manmohan Singh.
Facts & figures bitter to those who like hypes and dramas

PM Dr.Manmohan Singh became Prime Minister of India two times once in 2004 and again in 2009 that too without spending thousands of crores on PR and Media propaganda like Modi. Modi is still only dreaming of PM's post.

PM Dr.Manmohan Singh was and is internationally respected and welcomed by the world's developed nations unlike Modi who had and still has a visa ban to the USA.
