PM Modi outlines priorities, tells ministers to focus on governance

New Delhi, May 29 (PTI): Getting down to business, Prime Minister Narendra Modi today asked his Cabinet colleagues to set a 100-day agenda with focus on efficient governance, delivery and implementation of programmes.

Believing that the progress of states is crucial for the country's development, he also instructed his Council of Ministers to give priority to the issues brought forth by the state governments as also the MPs.

The directives were given by Modi at a Cabinet meeting here in the context of his 10-point vision which includes increasing investment, completing infrastructure projects in time-bound manner and exploiting the natural resources to the country's benefit.

To send out a similar message across the country, Modi is likely to address the nation, possibly after the brief Parliament session that would be convened from June 4 to 11 during which President Pranab Mukherjee will address the joint sitting outlining the government's agenda.

"The Prime Minister issued guidelines to the Ministers at the Cabinet meeting... He asked the ministers to set a timetable for the first 100 days listing the priorities," said Parliamentary Affairs Minister M Venkaiah Naidu.

Modi emphasised that the "most important" aspect that need to be focussed on are efficient governance, delivery and implementation of schemes and programmes, Naidu said while briefing the media on the meeting.

While focussing on these aspects, the government will take forward on priority basis the issues pending from the previous government.

He asked the Cabinet ministers to take Ministers of State along and give them "proper" work so that they feel involved.

The Prime Minister has outlined the "roadmap" and asked Ministers to set the agenda of 100 days, Naidu said, adding efforts would be made to implement it.

Modi told his Cabinet colleagues, at the second meeting in two days, that he would be regularly meeting them as also the Secretaries individually, Naidu said.

To a question, the Minister said issues like price rise, agriculture and women security, will naturally be a priority as these are the focus areas of the BJP-led government.

"Expectations of people are high... Difference sections have different priorities. Every section is important," he said.

On Modi's thrust on giving priority to issues raised by states, Naidu said this was in keeping with the "true spirit of federalism".

He explained that since Modi, as Chief Minister of Gujarat, had worked in a state, he understands the importance of federal structure and gave instructions for maintaining certain standards in this respect.

On the issue of giving work to Ministers of State, Naidu said Modi wants them to be taken along in proper spirit because "a new team" is to be built.

"The spirit of the message has been understood by all the ministers. But an MoS is an MoS. Try to understand. A Cabinet Minister is responsible. They have to segregate work...He cannot give total decision-making to an MoS. But certain work has to be given to the MoS so that they have satisfaction of having some role," he said.

The top 10 priorities listed out by Prime Minister Modi, according to Times Now, include:

1. Build confidence in bureaucracy

2. Welcome innovative ideas and give freedom to bureaucrats to work

3. Transparency in govt; e-auction will be promoted

4. Education, health, water, energy and roads to be priorities

5. People oriented policy will be govt's priority

6. Infrastructure and investment reforms

7. System to be in place for inter-ministerial issues

8. Economy's concerns to be addressed

9. Policies to be implemented in time-bound manner

10. Stability and sustain ability in govt policies

Keeping in view of the above ten priorities, let us understand and set right our priorities right. Education, employment, security and governance are the key issues without any compromise. We need to eradicate BRAIN DRAIN and for this a full proof road map is necessary. Point to note, migration is taking place only with top notch technocrats, who are actually creators of employment but unfortunately due to blind eye for the past 65 years, this has become a priority for all professionals, who do not have a place in this Economy, rather, no efforts have been exercised to retain these valuable human assets. Let us understand people power and ensure that our policies and programms are visionary, focussed and result oriented. There is no need to give away any FREE BEES. For eg. free medication to all mazdoors, means what?? just giving a few painkillers is medication??? We do not need anything free, let everything come in the form of governance. It is high time that we value the strength of our youth power and start building India for a stronger nation, where others want to migrate and let us then filter the talents that we need for our economy.... Jai Hind.

The secretive cadre organization of Hindu supremists, Rashtriya Swayamsevak Sangh (RSS), to which Modi has belonged since his youth, believes that all Indians must place the nation above all other considerations including religion. This explains why the country's 177 million Muslims fear Modi and why many other Indians regard him as an authoritarian ideologue or worse. After all, it was his failure as Chief Minister to step in to quell religious rioting in his home state of Gujarat in 2002 that cost some 1,000 people, mostly Muslims, their lives. But Modi - equipped with the strongest mandate to rule in a generation - is not expected to pursue a Hindu nationalist policy. But meanwhile, he is coming more toward the centre now. According to this school of thought, Modi will first have to deliver on his election pledge to get the country's faltering economy back on its feet. With an average growth rate of around five percent over the last two years, the economy has not been expanding fast enough to provide jobs for the 13 million young Indians flooding onto the job market every year. Moreover, the manufacturing sector only accounts for 15 percent of the economy compared to 31 percent in China. This is where Modi's expertise – on display for 12 years in Gujarat - in attracting domestic and foreign investment, creating jobs and a building a modern infrastructure could come into play. Prime Minister Modi will need stable and mutually beneficial relations with key trading partners like the United States and Europe. Washington, which refused Modi a visa in the wake of the Gujarat riots in 2002, is now trying to repair the damage.´

    Best regards

If I do so I fool my self. I can't go against my conscious.
He proved his ability in securing majority in Lok Sabha.
I am optimistic about his success in governance as well which is in the interest of the nation. Yes he is task master. Criticizing him in this field would be foolish.Let us reserve our criticism for the time being I am not sure, if we will get to use it. HOPE HE WILL NOT!

Gujarath was easy, one language, one state, nobody opposed him.Everybody just come to assembly and signed papers meant for them.
Now it is India with so many languages and so many parties. It is easy to make speeches and abuse the congress which ruled a country where not even 5 percent people pay income tax.
It was easy to make statements against congress rule because BJP was very comfortable on accusing and opposing every parliament meeting.
Now the opposition not the congress or SP or any party but the whole country is the opposition which is watching round the clock.
You made statements like Batman and SpiderMan but this is not USA or UK.Here people ask for power and water but do not register themselves for PAN or Adhaar.
If this 333 BJP fail to perform in six months means the end is very near.

As I said earlier in my comments, here, before election, I am a ardent critic of Modiji but that does not mean, I do not admire him.

Modiji has already chalked out the Plan to restructure the entire Indian govt. machinery and trying to offer the citizen good governance. Our govt. officials who are with the Don't care attitude now has to change their functioning by giving to the citizens better service.

Even the CM of all State irrespective of party, will work extra hours to be in competition with Modiji style of functioning.

But the sad part most of the Ministers have criminal records. How they can offer clean administration when they, themselves have criminal records is a big question mark?

    Yes Modi is right.
People who talk nonsense let them talk. There is no need to retaliate. You cannot argue with fools.
Prove yourself. Your work should talk and shut their mouth for ever.

Modi has begun his innings with right earnest and directions, hope his mantris will deliver to his expectations. Good to see the country being managed the right way. Hope this will user in the required changes and also inspire the youth on the way forward. Appreciate the priorities put forward by NDA led government by Hon. Prime Minister of India, Shri.Narendra Modi. I see the guts in him. I wish if they could prioritize the top priorities again within the 10. Sure they can and they will. We wish to see a good governance and excellent people oriented developments and not the material or richest oriented.
