3 out of 10 in India are poor: Rangarajan panel


New Delhi, Jul 7 (PTI): A panel headed by former PMEAC Chairman C Rangarajan has dismissed the Tendulkar Committee report on estimating poverty and said that the number of poor in India was much higher in 2011-12 at 29.5 per cent of the population, which means that three out of 10 persons are poor.

As per the report submitted by Rangarajan to Planning Minister Rao Inderjit Singh earlier, persons spending below Rs 47 a day in cities would be considered poor, much above the Rs 33-per-day mark suggested by the Suresh Tendulkar Committee.

As per the Rangarajan panel estimates, poverty stood at 38.2 per cent in 2009-10 and slided to 29.5 per cent in 2011-12.

This is at variance with the Tendulkar methodology under which poverty was estimated at 29.8 per cent in 2009-10 and declined to 21.9 per cent in 2011-12.

The Planning Commission's estimates based on Tendulkar Committee had drawn flak in September 2011, when in an affidavit to the Supreme Court it was stated that households with per capita consumption of more than Rs 33 in urban areas and Rs 27 in rural areas would not be treated as poor.

The Rangarajan Committee was set up last year to review the Tendulkar Committee methodology for estimating poverty and clear the ambiguity over the number of poor in the country.

As per Rangarajan panel estimates, a person spending less than Rs 1,407 a month (Rs 47/day) would be considered poor in cities, as against the Tendulkar Committee's suggestion of Rs 1,000 a month (Rs 33/day).

In villages, those spending less than Rs 972 a month (Rs 32/day) would be considered poor. This is much higher than Rs 816 a month (Rs 27/day) recommended by Tendulkar Committee.

In absolute terms, the number of poor in India stood at 36.3 crore in 2011-12, down from 45.4 crore in 2009-10, as per the Rangarajan panel.

Tendulkar Committee, however, had suggested that the number of poor was 35.4 crore in 2009-10 and 26.9 crore in 2011-12.

    I think it is not worked out on individual spending like u detailed but spending of a group of people and taken mean spending (Average of that group spending).
    Some experts\persons having better knowledge can explain here in this forum but I am afraid one has to be ready to read some harsh words\blame on the earlier Govt. before you get an explanation!!

    And lo when another person heads PMEAC next, he will rubbish Rangarajan's report and point a finger at him for fleecing funds...!!!
    Why we need these reports at all? Only to know the figure of poor people in India? And these guys making poor people poorer by pocketing crores and just giving imaginary figures.
    Why do we require such reports at all if they do not serve the purpose?
    Now people will be happy debating and claiming as whose report is correct!!! They will be blaming each opposition party of theirs!! And they will be thrilled with what they write and the way they write.

    Now let us see how they are going about uplifting the 3 out 10 poor people to join the majority...or is it only a survey to be stored somewhere after it was concluded....

    This result is similar to the World Bank study of the poorest people of the world 2012. Out of the 1.2 billion poorest people living with $ 1.25/day or less, 400 million are in India, that is 33% of the Indian population.

    If at this rate price increase will take place by the new government, soon at the end of 2017 it may increase to 6 or more out of 10 may be poor in India, no wonder! The great achievements done by Congress in 60 years will be wiped out by this new govt. within 5 years. Very sad, voters trusted his sweet speeches, now they realized sweet talkers are always “FEKU’S”

    That means around 30 to 40 crores people are poor. Again add another minimum 25 crores. They are the victims of capitalism and they are forced to take loans.If a person has 25 laksh and takes another 25 lakhs as a loan how can be he a rich , he is poor only. Everything is made for credit, credit card and loans. So even the middle class lives with tension and loans.They are cycological poor.

    This is ridiculous that more than Rs: 32 per day spending person in village is not poor. Even United Nations definition on poverty does not fit with this. A man who does not have shelter, clean drinking water, sanitation and healthcare, should never be considered above poverty line, just because he is able to spend more than Rs 32. This report is coming from C. Rangarajan, former Governor of RBI and our governments UPA or BJP are accepting it and are happy that the number of poor people is decreasing ! Lord give them sanity.

    When MMSingh raised prices Modi wrote a letter to him not to do that....raising prices or taxes easy thing to do that not a big briner...but tackling inflation ...thats y Indians choose BJP over Congress...before raising Railway fares...did he gone thru corruption

    This is general study.... Just see the person in other news having 2 wives and 14 children. Do you think he is spending Rs 500 per day by selling fish.... ? You will find so many people like this in villages spending RS 300 per day for the full family.
