Scrapping RTOs, another step by Modi government towards a corruption-free India


PUNE, Aug 20 (TOI): Union minister of road transport and highways Nitin Gadkari on Monday said the central government was in the process of bringing in a law to scrap regional transport offices (RTO) and replacing them with an efficient alternative system in the next few months.

Gadkari, who was delivering the J S Karandikar memorial lecture organized by the Pune Union of Working Journalists (PUWJ) here, said, "There are some outdated laws and systems which need to be scrapped. Systems like RTOs will soon be abolished; there is no need for RTOs. We have prepared a law which will be introduced soon to replace RTOs."

Alleging harassment of citizens at the RTOs, Gadkari said, " Tithe Laxmi darshanacha khel chalto (money rules there)." The minister said a system employing new technology would be introduced to nab traffic violators. "Under the system, you will be served a notice at your doorstep if you break a traffic rule. And if you go to court against the notice and lose the case, you will have to pay three times the fine," he said. The government was preparing a plan to improve traffic in urban areas with the help of the traffic models in the UK and other countries, he said.

Gadkari came down heavily on social organizations and NGOs, saying they were a hurdle to development. "There are microscopic minorities that stop ongoing works and get excessive coverage in the media. With such a mentality, how can we get investments and move forward?" he asked. He claimed that power, mining and infrastructure projects were pending because of non-clearance from the forest and environment departments. He said major road projects were also pending because land acquisition had become a tedious procedure.

"I have promised the PM that within two years, I will give the nation 2% GDP from the port and road sector. There are difficulties along the way and expectations are high, but we are confident that we will be able to fulfill all promises. The people have rejected communal politics and divisive agendas and have voted for development," he said.

    Why can't the Indian RTO be centralized?
    Generally we find that people who have the transferable job are the one who suffers the most with their vehicle number plate and road tax. Still our government doesn't answer to it. Why?

    I lost my smart card, so FIR and all other documents I collected and went to RTO office. I have already checked the process on net how to get the duplicate RC book so it was clear what to do. But when I went to RTO the picture of process is very badly managed. The form is given outside the RTO office, people just rush there and ask for form no proper queue. It is very difficult for a lady to get the form from that counter since to many men gathered at one window.
    I completed the Form 26 and went to submit. After a long queue I reached at counter and then the lady at counter asked me to come after Diwali vacation. I don’t know why they are unable to work before vacation their vacation is started before the actual leaves one week before.
    So I went after Diwali again with long queue reached to the counter and the lady ask me to pay the fee at another counter and come back. So when I came back I have to again stand in a queue to check the form and show her receipt.
    Then she checks the form and receipt. She ask me to staple the photo and other documents but there is neither stapler nor gum or glue stick kept at anywhere and not that counter lady also have it. I think these people get all these stationary from government but these people get this for their personal use at home.
    Somehow I managed to staple the documents and went again. There was again to many people at window and I left back. After to much struggle I reach till counter then that lady checks the paper again I don't know if she has checked it previously or not. After that she asks me to submit this to next counter.
    Next counter means the person who seats next to her but only separation is the window counter is different having a long queue. That person was busy with some other work not looking at the people in queue. Queue was continuously increasing. However one of the agent person went to the counter window directly without a queue and submitted a bundle of forms and it got accepted

    Corruption is inevitable in any government departments in spite of reforms.So the scrapping of RTO by adopting new scheme will not be viable to avoid corruption so long it is a government department.If they privatize and control the department it may yield better results and keep away the corruption too.

    with all the little experience with the RTO in mangalore , i think it is one of the most corrupt government office i have ever seen , may be it has changed now since i have not got a chance to visit them lately . i am very sure nothing has changed since i learnt one of my neighbour got the driving licence at his door step without giving the test ... Good move from the government ... we can really feel things are moving now in the right direction

    If the country benefits from better ideas then how does it matter where the ideas came from ? RTOs and PWDs are the 2 most corrupt govt institutes in any town. Confusing and archaic laws, multiple staff signing and reviewing the same document, touts and bribery at every level..what purpose has RTO served other than filling coffers of its officers ?

    If BJP is very serious about corruption let them make Anna Hazare the crusader against corruption as India's Lokayukta.All BJP ministers and PM should report to him.If someone in India says they will eradicate corruption then it is a joke because the best movement against corruption by Anna Hazare and Kejriwal failed in its fight.What these politicians doing is just an eyewash to divert attention of the people who would otherwise question on the performance of the government.Just see the pattern.Every other day someone related to the ruling party releases some sensational statements.Public would debate on that and the real issue of development is lost.

    If there is a political will, existing establishments can give the best result. No need of creating new one. The best example is Railway ticketing system. Does anyone get confirmed booking thru online system? We can have toughest laws and punishment tools. But the enforcement establishment is corrupt, nothing works.

    Scrapping old systems just for the sake of change without plan or road-map is going to be a blunder in an old and huge-population country like India. What if the centralized computer system goes for a toss? Any backup, fail-over or recovery action plan in place? These are the points which should be addressed.

    Why should we follow British system. Congress was sleeping for 67 years doing nothing. Today we are in digital age, most of the transaction wtith Government and others can be done sitting at home. No need to approach an agent to get your work done, if you can adopt this system. Yes instead of having an office in every district, there should be single administrative office in capital of the state, and have branches. There is very reliable system of issuing driving licence and renewing of annual fitness of vehicles in UAE and other European countries which can studied and with suitable modification can be implemented in India. This would not only improve the efficiency of the department but also the driving caliber of Indian drivers, which is nothing but bulls race and it may also increase the revenue of the Government

    Transport Minister has promised to contribute 2 % of GDP within 2 years to whom its a mystery !!. the following are planned
    1. Run buses on ethanol ( coz his sugar mills produce 1.65 lakhs litres per day ) and one scania bus is already in his Mill compound for trail run

    2. Abolish RTO coz laxmi darshan khel takes place there instead of his home and give contract to ADANI so that laxmi wears a new look and dances in gadkaris pocket

    Good decision taken by Modi to scrap RTO. When i was abroad DL delivered to my home and returned to RTO because of my absence. It took me 02 days to get my DL from RTO when I went on last vacation.Need Better system . Some Govt officers thinking we are beggars in front of them.

    why setup something new ?? why cant you change the existing systems and bring efficiency. its a huge cost to change the name of dept etc ..all you need to do is make everything online and dont see the RTO at ALL for written tests. Driving tests should be again done in designated places monitored by cameras and recorded. Most of the vehicles are caught for overloading on highways and bribe is the only way to get around this. Dont do anything have a weigh bridge automated any vehicle goes over weight send them 10k fine to their home ..none will do the offence again. All you need is technology to change any department.

    System is corrupt , that everyone agrees, But what is the guarantee that alternative system is corrupt free ?
    Because Govt cant sack all RTO employees , its just transfer from one dept to another dept.
    My question is that make any change in system ? Instead of that improve the present e-Governance system .

    it sounds inspiring. we the common men were hoping and looking for all such measures to get rid of these old aged systems. We need new systems in place. Excellent move. Another feather to our new governance led by Modi, of course if it's done. Yes, foreign countries are having so advanced mechanisms to control all these traffic rule breaking and all. Let's bring those in place. All the defaulters, whether it's hit and run, wrong side entries, thriller rides... all these should be penalized then and there. Great move. very much welcomed.

    These kind of changes are just cosmetic and popularity stunts to show the govt. is doing something. Scrapping institutions or making too many new laws is not the answer. The BJP government have got it all wrong.
    Strict enforcement of existing laws and coming down heavily on corrupt officials is the correct way to minimize/eliminate corruption and inefficiency.
    Today if the govt. scraps one institution they will replace it by another tomorrow so how does that really help ? Tackle the problem from the root and not superficially.

    'Facing the change' is what is needed and not just 'Changing the face'.

    Being a BJP supporter does not mean one loses the right to criticize specific policies or decisions of the party in govt.

    In 60 odd years corruption has not been eliminated because of the politics of power and the lack of seriousness and will of successive governments to do so.
    I stand by my earlier comments and must add that systems also need to strengthened using the latest available technology to increase transparency in government institutions.

    RTO in India running it's system which is outdated one,even a dead man can get a licence were the money matters the most.We are in 21st century we need to our system to a modern way which is effective and a efficient to the citizens .Sure there arises many hurdles within the system within the office but overcoming these hurdles towards betterment is seen a positive sign from this existing govt.Say a good decision anyway.

    RTO and the Land Registrars office are the biggest looting departments. The staff accept bribe openly. There is a well organsied crime syndicate operating in these offices. Nothing happens without paying bribe.

    Ypu went from Mapusa to Mumbai right..? did you use Mumbai Pune expressway by any chance!!! ..... that is his contribution!! he infact saved money and returned the budget back to govt in project!

    In many points, general public do not see real purpose and administrative set up of RTO's.
    If RTO's are scrapped and replaced with better administrative set up, which can curb traffic violations, accidents, corruptions and give good inputs to improve traffic situations and governance then BIG SALUTE TO MODI GOVERNMENT.
    People will be happy only after seeing results.

    Plugging the holes of corruption has great danger in its inception.It could be just a like a war situation.Burocrats.babus,chaprasiswill do every thing to undo the progressive initiation.Even news traders will up in their arms in this crusade due to stoping the hafta will not be tolerated at level.

    It is a good decision to scrap RTO.
    In Mangalore RTO I have personally seen pathetic corruption. Just because we did not give bribe in Mangalore RTO, the transfer of Bike Registration of my son from Baroda to Mangalore is pending with Mangalore RTO since last Eleven Months. The RTO clerks and Officers themselves say that we should NOT come directly to RTO office for any work but we should come through only their Brokers sitting in the Maruthi Van parked opposite to RTO Office near AB Shetty Circle.
