Swachh Bharat: PM Narendra Modi launches 'Clean India' mission


New Delhi, Oct 2 (PTI): Wielding the broom, Prime Minister Narendra Modi on Thursday launched the country's biggest-ever cleanliness drive that is expected to cost over Rs 62,000 crore, asserting that the "Swachh Bharat" mission is "beyond politics" and inspired by patriotism.

Debunking criticism that his government has been taking credit for every achievement, the Prime Minister acknowledged the efforts of all previous governments to make India clean.

"I am not talking politics...This is beyond politics. This is inspired my patriotism not politcs. We do not have to do with an eye on politics...I say that with a clean heart... If we paint this again with a brush of politics, we will again do a disservice to mother India.

"All the governments in this country have made one or the other effort to do this work. Several political, social and cultural organizations have made efforts in this direction. I greet all those, who have worked,"Modi said in his 25-minute address at Rajpath, where he formally kicked off the five-year-long campaign that will cover 4,041 statutory towns.


Administering a pledge to people to make India clean, he said that this task is not the responsibility only of safai karamcharis or the government but of all the 125 crore Indians.

He said that today's campaign should not be seen as a mere photo opportunity.

In an event marked by fervour and symbolism, the Prime Minister earlier wielded a broom and swept pavement in Valmiki Basti, a colony of sanitation workers here.

The Prime Minister said that he is aware that the criticism of this programme will begin in just a few days but said he is prepared for this exuding confidence that the countrymen will not let him down.

The urban component of the Mission is proposed to be implemented over 5 years starting from October 2, 2014 in all 4,041 statutory towns. The total expected cost of the programme is Rs 62,009 crore, out of which the proposed central assistance will be of Rs 14,623 crore.

The Cabinet had last month decided to merge the 'Nirmal Bharat Abhiyan', a campaign for rural sanitation with Swachh Bharat Mission. The Prime Minister countered Congress criticism that his government behaves as if everything happened only after he came to power. "I do not make any claim that the government, which has been elected to power just now, has done everything."

Congress has been attacking Modi accusing him of taking credit of initiatives undertaken by the UPA regimes and trying to give an impression that every good work was done only by him.

Recalling that he had congratulated all governments even from the ramparts of Red Fort, Modi said,"even today from this stage, I greet and salute all the governments--central, state and municipal, social organizations which have worked in this direction, whether they are leaders from Sarvodaya or workers of Seva Dal. I launch this programme with their blessings."

Maintaining that everybody deserves kudos, the Prime Minister asked not to get into making political barbs on the issue.

"Everybody before us has worked for it. Under Mahatma Gandhi's leadership, the Congress had led it...Who was successful, who was not. Let us not get into it who has done it, who has not. We should work responsibly," he said.

While ruing that 60 percent of populace in rural areas still defecate in open, the Prime Minister said the stigma of women lacking toilet facilities has to be removed. Modi said that he has requested the corporates to evolve plans under corporate social responsibility to build clean toilets specially for girl students in schools.

India, he said, should learn from foreign countries, where people are disciplined and do not litter in public places. He said though it is a difficult task, it can be achieved and for that people will have to change their habits.

The Prime Minister said that a campaign has been unleashed on the social media as well where a separate website for the mission has been launched and he is tweeting about the drive on his Twitter handle.

Expressing confidence that the nation can achieve the target of becoming one of cleanest in the world, the Prime Minister dwelt upon the low cost success of the Mars Orbiter Mission. "If people of India can reach Mars with minimal expenditure, why can they not keep their streets and colonies clean," he said asking people to take up the responsibility to make the mission a success. He also wondered whether the task can only be left only to the government to accomplish.

"If we make it a public movement, we can make our country being counted as one among the cleanest nations," he said.

The Prime Minister, who earlier in the day visited the 'samadhi' of Mahatma Gandhi and former Prime Minister Lal Bahadur Shastri on their birth anniversary, said while the countrymen launched a movement and achieved freedom realizing one of the slogans of Father of the nation, there is now a need to fulfil his other vision of 'clean India'.

He also chose the occassion to compliment two persons Anant from Maharashtra and Bhagyashree from Gujarat, who designed the logo of the campaign (Gandhi's spectacles) and the slogan "Ek Kadam Swachhata Ki Or" respectively.

"I am seeing that Gandhi is looking through these specs that whether we have made India clean or not, what we have done and what we have done," he said. Quoting a WHO estimate, he said a person in India loses about Rs 6,500 per annum due to illness and poor health as he is unable to perform day-to-day duties.

He said if the surroundings are kept clean, then people will remain healthy and such losses can be minimised.

    India will be clean when Indians practice cleanliness not only in their homes and around where they live.
    In general my observation is people create dirt and garbage and keep their surroundings and the nation unclean.
    No matter what the governments do, the mindset ok Indians must be cleaned. Ca we do that????. Modiji is just putting a thought in all citizens mind and Indians must be grateful to him.

    including Doctors, Engineers and Scientist have migrated to other Countries because of the Quality of life there . If we want to stop Brain Drain in this Country , it is the Quality of Life that needs to improve by having Clean water , air and sorroundings overall a clean enviornment .     Great initiative by Mr. Narendra Modi!!!.

    As we all know "Cleanliness is next to Godliness" but it's a day to day affair in everyone's life and our surroundings at home,neighborhood,office premises..etc.,etc.

    Current Indian P.M Mr. Narendra Modi must clean his "Heart First" for "All Indian Citizens" whichever caste or creed or religion they belongs to and follow the "Indian Constitution" which is framed by late Dr. Babasaheb Ambedkar to this great country.

    By doing this he can go along with all walks of life and achieve his goals!!!.

    Merely holding a broom for one day on Gandhi Jayanti and asking the government servants or the citizens of this country to do so for publicity will not serve the real purpose.

    Al least BJP could not give promised "Ram Mandir" to this country for ages!!!! and now they have woken up to plan the cleaning of River Ganges!!!. And the Supreme Court has already asked them to chalk out a "Time based Action Plan"(not ages to fool again) to clean River Ganges!!!

    We all know it's a "Herculean Task" for his government and we wish him good luck.

    Reminding those who voted him to power to get back the "Black Money" stashed in Swiss Banks which would have given him another chance to rule for 5 more year's term!!! And India could have progressed much better than any other initiatives!!!

Also , atleast try to avoid loud bursting crackers which indirectly are killing thousand of birds. With the loud sound they fly out of their nests at night and fall a prey to cats and dogs as they are not able to see. Lets us make this world a better place to live for each one of us so the children have a better future .     Dear Doctor, several of my Gujarati friends keep strict fast every year for Navratri and simultaneously they go about the tough travelling in over crowded local trains, attending their office work and then attending to family duties etc. but they never show off.
    Religious fasting is a private and personal matter and should be kept that way and not used for trying to extract sympathy from others.

    Let us not bring politics or religion to this united effort undertaken by Mr. Modi to clean India. If we take the broom and clean, if we bend down and pick up a trash paper and put in the waste basket, we can create a green revolution in India. If we are simply commanding others to do the cleaning, and simply watching the fun of somebody's cleaning job, we can't create a clean India.
    While trying to catch a train from Amirithastar to Delhi, I saw an empty trash box attacked to a pole but saw plenty of trash on the floor. What a paradox? Nobody wanted to pick up the trash and deposit at the trash box.

    I don't belong to any political party in India but any positive action undertaken by any political party will be greatly complimented.

    This effort of Mr. Modi is highly commendable.

Anywhere you go in the world, indian neighborhoods will be dirtiest: Karama area in Dubai Little India in Singapore, and in Kuala Lumpur, Malaysia Jackson Heights in Queens, New York SouthHall in London Bangalore the IT city (and Garbage city) etc...so who are we fooling?

    There is no doubt the cleanliness drive is most essential in India. In Africa, though people are poorer than India, you don't see anybody defecating outside. In Indian villages and cities it is disgustingly dirty and brings down our national dignity. However, all the schemes started now where also there in the past like buildings toilets but the people built the wash rooms and made them as store rooms. A strong resolute implementation and iron hand is needed to bring about a change. There was a time when a law was made in Karnataka that those not having toilets should not contest elections but someone went to the high court and brought a stay order. We wish and pray that the PM will be come successful and as citizens we must co-operate in such venture. God bless India

    It is said that 'cleanliness in next to godliness'.As PM rightly pointed out, there should not be any politics about 'clean India campaign'. We all need clean air, clean water, clean surroundings to live a healthy and happy life. Therefore, nothing wrong in the 'cleanliness campaign' of PM Modi.

    However, cleanliness has to be looked with a larger context of climate change. Cities and towns are overflowing with garbage creating serious health problems due to pollution. There is dire shortage of dumping grounds, the rivers are polluted due to unscientific way of handling waste and so on. What is now needed is going beyond the superficial way of cleanliness drive. Even if you do this drive honestly and keep your surroundings clean, you have to throw the collected garbage somewhere. Finally, the whatever the garbage collected has to go to the dumping ground creating pollution!

    If we are really serious about cleanliness, we need to go to the root of the problem. Besides stopping littering in public places, every citizen, every household must reduce, recycle, reuse the waste produced in their homes and commercial establishments by segregating the waste at source. When waste is segregated into wet and dry, wet waste can be used for compost or energy like bio-gas and the dry waste is handed over to the scrape dealers. Handling the waste in this way can surely help to make India cleaner and greener.

    If we are really serious of this issue, then we need to think of various programmes like the "Save Fuel", "Green Revolution", "Save the Tigers" etc etc. It was all a one day programme, where icons, celebrities were invited. Have things changed thereafter. Have people stopped using vehicles, whereas we see more and more vehicles are coming out from showroom everyday, more and more trees are being felled in the name of development etc etc. Mark my words, this is only a Photo-op with absolutely no significance. It will be back to square one. We have recently seen in Delhi how BJP photoshop a road and submitted to Delhi High Court resulting in a slap to the South Delhi Municipal corporation and the chairman had to resign (BJP Delhi President). It is too early to say but I am sure it will be back to square one.

    Few years back:

    My son was throwing the wastage of our house to Municipality Drum at 8:00 PM.

    In front of my son an MA Post graduate in Kannada lady with her garbage to municipality drum.

    What she did she threw her garbage to another's compound seeing left right and fortunately my son was behind and that lady felt little savor/nanju.

    A KANNADA LECTURER M.A in postgraduate and that to she is a Brahmin from our neighborhood throws rubbish to others compound and returns back because the municipality drum is little far away.

    This was an eyewitness. No Video.

    What can we see from illiterates???!!!

    I think it is better to fall in line with PM's request to join in to keep places clean around us "Without Bringing In Politics and blame game" in this "Keep India Clean" campaign.
    It is time all of us understood the need for every ones efforts by doing their bit to keep their surrounding clean which in turn keep them in "Good Health" and those of their neighbours too.
    It is just not fair of Ministers etc. taking a broom etc. to clean a place measuring 3 sq. meters for for half an hour (they need that much time!!) for one day only.

    Forget everything and join in with PM's request. I'll do my part to keep my surroundings clean from today. Please join me.

    Dear Joseph,In Karnataka there is a Lokayukta since several years.Tell me one thing,how many have gone to jail,stripped off their illegal earning,how many of them have lost jobs,forfeited retirement benifits being indicted in the enquiry?Instead do not tell me that those undergone the process were accomodated in good placement,rewarded leter on by promotion for higher posts etc., Its the true thing about Lokayukta.Why Yediyurappa went to jail and later came out spotlessly clean of all the charges.Who conducted his ming scam enquiry without touching dongi congi and communal JDS and why?Had the true enquiry was conducted involving congi and JDS Sonia would have sent CBI,IT official to Mangalore!!!I gave a glimse of what is happening in Lokayukta enquiry as you are frequently worried about no Lokayukta in Gujarat!!!
