UN could be helpful participant to resolve border crisis: US Senator


New Delhi, Oct 9 (PTI): A top American Senator today expressed serious concern over ceasefire violations along the border between India and Pakistan and suggested that UN could be a "helpful participant" to resolve the current crisis.

Terming as "reassuring" Prime Minister Narendra Modi's comment that the situation will improve soon, Senator Timothy M Kaine, also Chairman of the Senate Subcommittee on South and Central Asian Affairs, hoped that normalcy would return to border areas in Jammu and Kashmir.

Reacting to Pakistan's attempt to internationalise the issue and seek UN's role, he said, "I think sometimes the UN can be a helpful participant in the discussion to return to ceasefire for example. So, the Secretary General's comments about that I thought were appropriate.

"Right role or necessity of how deep the UN needs to be engaged, I haven't thought through. But as a promoter of peaceful resolution of disputes the UN does a good job and in that sense I think their participation should be welcomed."

Yesterday, UN Secretary-General Ban Ki Moon has asked India and Pakistan to resolve their issues diplomatically and through dialogue.

Kaine and Senator Angus S King Jr had met National Security Adviser Ajit Doval yesterday and discussed a range of issues including the security situation in the region.

"International border has to be respected. We are very troubled over the civilian deaths," Kaine said during a media interaction here.

Asked about terrorist hideouts in Pakistan, King said US was concerned about terrorism wherever it originates and noted that it has been engaged in dealing with the menace effectively.

"Certainly India is much more proximate to this threat then we are and that is why I think the relationship between India and Pakistan is one that they have to work out on their own. America is concerned about terrorism wherever it resides," King said.

Both the senators described Modi's visit to the US as very successful and welcomed his "strong comment" that ISIS poses a threat to humanity.

Asked whether US was disappointed over India's position that it will not join any military coalition against ISIS, the senators said New Delhi will have to decide its own role.

King in this regard also referred to al-Qaeda's threat against India and said it has to be taken seriously.

Talking about Indo-US relations, they said US has already backed a greater role for India in the IMF and supported its permanent membership in the UN Security Council which reflected the closeness between the two countries.

They said both President Barack Obama and Modi struck a personal rapport in their first meeting in Washington recently and referred to both visiting the Martin Luther King Jr memorial after the talks.

On the ceasefire violations, he said it was "very important" to "deescalate" the problem.
Asked whether US would ask Pakistan to resolve the issue, he said, "We do have a relationship obviously. We generally think in US that we have more ability to influence positively if we are engaged then if we are not engaged. So there is an engagement and yet we do use the tools at our disposal to try and promote better behaviour."

Both the Senators said they want Congressional authorisation for US strikes in Iraq, saying time has come to reassert Congressional authority.

Asked whether US was disappointed with India's stand on the WTO deal, they said New Delhi will have to take a call on the issue.

    Pakistan continues to provoke and drag Modis government into a war like situation to see the reaction from Modi and to put a brake on Modis agenda- development.

    ..John, we have given 60 years to dialogue.now let us give bullet a chance..in 60 years nothing moved..boundary line not changed,siachin issue still continues..may be we are only the country where our soldiers dying daily in border.. Nehru created state inside state, which follows different constitution, outsider cant buy property,if a kashmiri girl marries outsider she loose her share of property..all these special rules alienated KASHMIR from main land..its time rectify the error..we can read the signs, when MODI shown separatist where they belong..

    Ramesh, do you think it is so easy to finish all these issues? We cannot change the history whether it is good or bad. But we can change the present and future.

    Some countries want the the tensions between the neighbours so that they can sell their arms and ammunition to both of them. The US is one of them.

    War is destruction, human loss and misery to all. Do we have to really go through this? Is there no strong alternative? Pls ponder for a while. Our political class is only interested in scoring points by comparing each other if it benefits them. They do not have patriotism in their blood.

    This is what Pakistan wants - third party mediation, so that they can take issue to UN. Our present govt looks like falling into the trap laid by Pakistan. Again war is not the solution at all. We are brining misery to thousands on the border and precious lives are lost. PM please wake up from your election mode and concentrate on governance.

    Previous Govt Mouni kept mum when pakis beheaded our soldiers.

    Modi has given freedom for our army to retaliate.

    Though it is stupid to compare, the no of casualties in Pak side is 2 times of Indian side.

    Indian army is very strong. We can knock down full pakistan in less than 2 days. Knowing this these Pakis are violating ceasefire. There are some political and religious reasons behind this move from Pakis.

    So called Pandith J. Nehru was solely responsible for Kashmir conflict. He involved UN unnecessarily to resolve the conflict in the beginning itself as it could have been solved between 2 countries thr' mutual agreement. There is no political solution for Kashmiri conflict. if there was a need for a solution between 2 countries it could't took 65 yrs to resolve this issue. The best & most unlikely solution is re-unification of India & Pakistan.

    US is only bothered about terrorism when it affects their own people.
    They give billions of dollars in aid and fighter jets to pakistan which pakistan uses on india.
    US doesnt want balance of power to shift from US to developing countries like India,Indonesia,Philippines,Vietnam.
    That is why they help pakis to disturb India.
    India and China should realise that their enemies are actually both US amd pakistan.
    If India and China solve their disputes and become friends,nothing can stop Hindi-Chini.

    Let the 2 countries resolve their dispute in the spirit of the Shimla Agreement of 1971.

    After the surrender of the East Pakistani Army in 1971, Gen Manekshaw wanted to continue the push in Kashmir and push out the West Pakistan Army from POK. But Indira Gandhi was not interested in that idea. Looking back, we should have done it.

    Indira Gandhi asked Shaw, what is the stock of arms, he replied 20percent. Then she decided to not push further. Apparently, it emerged later that the arms stock was at 70percent at that stage. Not disagreeing with what you mentioned, but there was a justifiable reason, why she did not pushed further.

    Yes.. we had also marched till Lahore with Brig.Hari singh kinds and we shouldn't have given up on that!! if we had kept Lahore under our control, then they would have had to fight for their own land!! Attack is always the best form of defence .. and that is what Israel is doing..!!

    But alas, forgiving these guys and giving up Lahore was historical blunder and which is same as Prithviraj Chaouhan forgiving that coward Mohammad Ghori, in his first battle and entry into Hindustan... He was pardoned and let off... but then second time he killed Prithvi!!

    Thats why they say.. never forgive ur enemy! and miss a chance!! Pak i just that coward enemy...
