Mangaluru: Small leakage due to mechanical failure, problem fixed, says MRPL

Mangaluru, Nov 13: Following reports of oil spillage by MRPL and subsequent allegation that it had contaminated a nearby water body, the company issued a clarification stating that though spillage had taken place, it was of a small quantity and not 'massive' as reported.

In its statement, MRPL said that oil spillage into storm water drain from the refinery was due to mechanical failure, and rubbished the villagers’ claims of massive leakage from the units.

In a response sent through e-mail, Lakshmi Kumaran, deputy general manager (corporate communications) said that as she was away from Mangalore, the clarification came late. "Had there been a massive leak, the loss would have been tremendous," she said.

The company also clarified that it was not pre-meditated or done deliberately or caused by negligence, and it does not mean MRPL has no concern for nature or people.

Refinery director Vijay G Joshi assured there is no cause for worry and everything is under control.

"There was oil spillage into storm water drain going out of the refinery due to a mechanical failure of a level transmitter (LT) in the oily water sewer. This has resulted in leakage of little quantity of oil into storm water drain. Immediate corrective measures were taken and oil from storm water drain was removed by deploying gully sucker. KSPCB officials who visited the site, collected sample of storm water from the now cleaned area of storm water drain. The leakage is completely arrested," he said.

    There should be a critical alarm with immediate stop to process. Reset should be allowed only after third party verification. This should be the govt.criteria for all unwanted leakages.

    what staements they are giving that everything is okand sucked the oil?we are not illeterate People.öl they must have sucked but the contaminated earth and water is not cleaned yet.who will do t?They came to about leakage onlyafter People made public in Daiji or other papers?what a Statement.whole ake is contaminated.Let the drink water from this lake and they will know how tasty itis.

    File photo shows very little and the villagers are right. And as R. Fernandes has stated there should be multiple safety procedures in place so that alarms will go out when one fails , secondly the world has switched over electronic transmitter nearly thirty years back. The explanation given by MRPL is bullS&%#%.Safety is a mirage in MRPL.

    While looking at the picture, anyone can understand it is not small quantity. It seems MRPL is fooling the people. Other statement, Mechanical failure of Level transmitter, as per safety and BS standard if any instrument is controlling close loop (On/Off pump , open/close Motorized actuators & modulating actuators ete) then three instrument shall form the logic of close loop control and trip shall of 2 out of 3 voting instruments. This is most important and in terms of safety of the refinery and power plant. Will MRPL let me know, whether the waste water storage tank controlled by one level instrument? If so it is totally unacceptable as per all national and international safety code. Authority shall investigate the issue, not only for waste water tank, but also pressurized vessels (Three pressure transmitter). Boilers drum level instrument, pressure instrument ete.

    World over these accidents take place despite having BEST Safety Measures & Equipment!!!
    Oil Refineries do cause damage to the environment & surrounding places including Asthma, Cancer & Allergic diseases due to their highly polluting chemicals released into the environment to DISPOSE their toxic chemicals which are highly expensive otherwise to contain.
    Accidental Release System is used to empty their contents to Save & to have the Companies Profits Surge World Wide.
    MRPL is no EXCEPTION to this Policy
    Texas & New Orleans are the best Examples of these Environmental Damage which damages the surrounding Sea as well as its Biological flora & fauna.
    The Assurances given here is only Part of COVER UP.

    Mr. Vijay G Joshi, director of MRPL is a good person (I know him personally since his days in MRPL in early 90's, as he was Head of Inspection department) and definitely will take necessary action to ensure there is no recurrence of such issues.

    Having said this, MRPL has to improve on its commitment for environment and have to revisit all the sub-standad policy and procedure generated in the era of Talithaya, who is responsible for any safety mishaps in MRPL today. Whichever company he goes safety suffered and worst accidents take place.

    If it is a mechanical failure management should know it. i think there is no safety management in the company. After villagers shouted they say it is a mechanical problem. Why villagers should sacrifice for the company's failures,
