Geneva asks Delhi to bring proof for black money


Mumbai, Dec 8 (PTI): As India continues its pursuit of black money allegedly stashed away abroad, Switzerland has said it will not entertain any “fishing expedition” and authorities cannot ask for names of all Indian account holders in Swiss banks without doing their own independent investigations.

Switzerland’s Ambassador to India Linus von Castelmur also said the past could not be undone, while promising full support of his country in cases where at least some proof was provided on tax frauds.

He, however, agreed that all the money deposited in Swiss banks might not have always been ‘taxed money’ in the past, as Switzerland was a major destination for several decades when money would flow in from different sources.

The ambassador said cooperation by Swiss authorities could not take place on the basis of stolen lists of account holders and would need independent probes by Indian agencies and at least a prima facie proof of tax frauds.

“We understand and appreciate India’s concerns on the matter. We need clear understanding on the issue,” Castelmur said.

“I think one part of the issue is dealing with the past, and Switzerland was destination for several decades where money flowed in from difference sources and that was not always tax money,” he said.

The issue of black money suspected to be stashed away abroad, including in Swiss banks, has been a matter of intense debate in India for years.

The matter has been in focus recently with the Opposition parties accusing the government of going back on its promise to bring black money from overseas back within 100 days of its coming to power.

The government recently said it had reached a major breakthrough in the form of a new agreement with the Swiss authorities for cooperation on sharing of details about alleged black money holders in Swiss banks.

A global automatic information exchange is also in the works, while the issue is already being discussed at international forums like OECD and G-20.

    INDIA should stop all diplomatic relations with Switzerland. As a country if India asks its' citizen's bank account detail with good intention - whichever the country should respect that. Otherwise why the diplomatic relationship with them.

    It is just like if police asks jewelry shop owners, details of whoever sold their gold in their shops and owner of the shop refusing to give information to police?

    All those who have account in Swiss Banks are able enough to have a US visa (valid for 10 years) on their Passports.

    You blackmail them with shutting off Swiss Diplomatic services, next day they will fly to the US and get a visa to Geneva from Swiss Embassy there.

    Sir, whom are you threatening ? Instead, the politicians will be deprived of a holiday in the cool green backyard of Swiss region. Got it ?

    If there is will by Government(?) there is always some ways available to curb these activities.Always both positive and negatives will be there in any action.

    If government properly stops diplomatic relations, US or any other countries cannot issue VISA to their visiting VISA holders.

    BJP can never, ever, bring the money back from Swiss Banks. Onlu one thing Indian Government can do is promise in writing (challengeable in court if they fall back on it) the account holders a tax-free length of time (after it is transferred to India), within which they can utilize the money in ventures of their wish. Thereupon, a tax will be applicable.

    Until RBI decides on a policy advantageous to the account holders, nobody will be interested in any transfer. You mark my words - Indian Government has no authority in the money held by Indians outside, may it be in Swiss bank or in any part of the world.

    What is your qualification my country cousin ? Do you know CBI has no authority outside India ? I have already told you, money earned out of scams in India cannot be transferred outside the country - each and every transfer has a traceable for its source. Even NRIs taking money once transferred to India have hell of steps to follow to repatriate the money to use it for some investment abroad.

    Aren't you aware that law pertaining to a certain country is applicable to banks established in that country ? Government in India changes or Geographical markings of India change, nothing can force a foreign bank let go of a revenue deposited with it.

    I endorse your point. Adding to the same debate corruption and criminal money does not even qualify as black money. There are already treaties in place, thanks to congress, once proved in respective countries in our case India, that can be straight away demanded from Switzerland. Modi promised that during election, now does not know even how to proceed.

    Despite fully aware of swiss demanding proof, Modi went all the way tom-toming, he will bring the black money back in 100days. Now, that he is won, only people can feel foolish of themselves for believing. Many probably, gone in for repairsing their leaking house roof's and some others planed their daughters marriage, expecting 15lakhs to hit their bank account within 100days. Modi a man of promise, as been projected in the entire election process, is just got busted. Hope he atleast follows UPA and gets back at least more than 200cr.

    Its a common practice to stash money (that is earned outside India) in banks that are outside India. Obviously its a tactic to evade taxes applicable in India.

    Now, by what means is this money earned ? (1) Commission against deals (2) Stage shows performed on foreign land (3) Compensation/Rewards of tournaments.

    (1) is by political parties and business tycoons (2) is by film stars or other artists, (3) is by cricket players or other sports persons. The money is their personal earning, its their prerogative to deposit it wherever they feel comfortable.

    Can anybody, be it PM or the President himself, ever force the above three categories to bring the revenue back to India ? Impossible. Let one have 56" or broader chest, the task is impossible.

    Moral to be learnt is, do not give an impression that the money is stolen. Do not give dreams to poor Indians that they will have 15 Lakh each in their account out of the black money brought back. Its not a kids play!
