Pak's plan to hang 500 more militants disturbing: Amnesty


London, Dec 23 (PTI): Pakistan's plan to execute 500 militants who have been awarded death sentence is "deeply disturbing" and would do nothing to protect civilians from the conflict with Taliban, a leading Rights group has said.

"The planned execution figures being quoted are deeply disturbing and indicate a huge regression from a government which until last week maintained a moratorium on executions," David Griffiths, Amnesty International's Deputy Asia-Pacific Director said yesterday.

"Pakistan suffered an horrific tragedy in Peshawar last week, but resorting to the death penalty and threatening to carry out large numbers of executions masks rather than addresses the underlying problems that need to be tackled by the government – namely that communities living in the north-west of Pakistan are gravely at risk from violence and human rights abuses," Griffiths said.

Pakistan yesterday said that it is preparing to execute at least 55 more death-row terrorists among the 500 condemned militants after their mercy appeals were rejected following the end of a 2008 moratorium on death penalty.

"The speed with which these executions are taking place raises big questions about how meaningful the review of the mercy petitions – the last safeguards in death penalty cases – has been in a country where trials are systemically flawed," Griffiths added.

"Not only would executing death row prisoners do nothing to protect civilians caught up in this conflict, it could ratchet up the already very high level of violence in Pakistan," he said.

On Friday, Pakistan carried out its first executions since 2012 when two men convicted over their role in two separate Taliban attacks were hanged. Four death-row terrorists were executed on Sunday for attacking former military ruler General Pervez Musharraf 11 years back, taking the number of hanged prisoners to six.

The Pakistani interior ministry yesterday said that more than 500 militants who have been awarded death sentence by courts were in the line of execution after the government lifted a ban on the death penalty following the Peshawar school massacre in which 148 people, mostly children, were killed.

In Pakistan, many death sentences are handed down after trials that do not meet international fair trial standards, the Amnesty International said.

The Rights group added that it opposes the death penalty in all cases without exception, regardless of the nature or circumstances of the crime, guilt, innocence or other characteristics of the individual or the method used by the state to carry out the execution.

For your information I took loan from nationalized bank and I told them that I will pay within 6 months( my share in Black money which is promised), now that bank is behind me to collect this bad loan.

    Amnesty International has failed to make proper analysis and understand that, all humans character and genes / DNA are not similar!
    People of all races can not be handled in an uniform manner.
    Or they may have studied, but must be playing politics.
    Democratic type of governments didn't succeed in many Muslim countries.
    King, Dictator or Marshal law type of governments are comparatively more successful in handling them.

    If Indian also takes such bold decisions, may be there will be less crimes. It took years to hang Kasab who killed more than 100 Indians. Please hang the people who are caught in rapes, terrorists,and other grave offences. This Amnesty and Human right wings are making only noice. When ISIS beheading so many people, al Quida is doing so much terrorism. That time they will open their mouth but they will open mouth only when these people were punished.

    I strongly disagree with death penalty but these sort of terrorists if let loose will wreak havoc on society and it is very much possible that some other militants or government in Pakistan in the future may just release them.

    Amnesty International stands for something as the name says viz., Amnesty.
    But they need to understand the following:
    1. Europe is nice and sweet but remaining part of the world including US is not.
    2. Europe for centuries believed in war, suffered due to war and finally pacified. They learnt from their history.
    3. There are parts of world wherein there is neither any sense of history nor the culture to contemplate learning from other's history. Pakistan is one such place wherein Taliban who have evolved from merely working as a guerilla group to an organization that can take on military purely by ruthlessness.
    4. Moreover, a complicated place as Pakistan where nobody knows who is in charge, the leaders of the day will have to placate the people with such policies.
    5. The guilty themselves also will not shy away from terrorizing and taking arms against the state again if released.
    It makes sense to have such a policy to clamp down and control the situation.
    However, how justice is delivered is a million dollar question especially in a country wherein judiciary is not strong.
