PM had 'lucky 9-months' but no improvement on ease of doing business: Parekh


Mumbai, Feb 18, (PTI) Pitching for relaxing "administrative controls" to improve ease of doing business, top industry leader Deepak Parekh has said that impatience has begun creeping in among businessmen as nothing has changed on ground in first nine months of the Narendra Modi government.

He said the industry is still optimistic about the changes it expects from the Modi government, but optimism is not translating into revenues and there has been little improvement on 'ease of doing business' front so far.

Parekh, who is known as a guiding voice of the Indian industry and has been on a number of key government panels on various policy and reform matters, further said that 'Make in India' can't succeed unless it is made easier for people to do business here and the decisions are fast-tracked.

"I think there is still a lot of optimism among the people of the country and among the industrialists and entrepreneurs that the Modi government will be good for business, for progress, for reducing corruption. They think this government means business on all these fronts.

"However, after nine months, there is a little bit of impatience creeping in as to why no changes are happening and why this is taking so long having effect on the ground.

"The optimism is there but it is not translating into revenues. Any industry you see, when there is a lot of optimism, the growth should be faster," Parekh told PTI in an interview.

Parekh, an eminent banker and Chairman of financial services giant HDFC, has always been very vocal with his views on reform and policy measures taken by the various governments over the past three decades.

He was among the first industry leaders to openly criticise the previous UPA Government for "policy paralysis" after a spate of scams led to decisions getting delayed within the government and business began getting hurt.

"The thing is that our Prime Minister had a lucky period in these nine months. The world commodity prices are at all-time low which help India the most," Parekh said.

Stating that India is again at a position when everyone is looking at it with high hopes, he said, "I don't see ease of doing business changing so far."

Parekh cited the example of delay faced by his own group's HDFC Bank, the country's top private sector lender, with regard to approvals required for raising of funds, including from overseas.

"Things are happening at such a speed around the world, we need to move faster as well.
"Just to give you an example of our own case. We needed to raise some capital in HDFC Bank. It took more time this time than earlier years to get approvals from FIPB etc," Parekh said.

On benefits from oil prices, he said there are many countries that import oil but benefits have been huge for India.

Japan is also one of the countries that imports oil. But it does not make any difference to Japan with the reserves of oil they have, whether oil is at USD 50 or USD 40 or even USD 110. Also, they are willing to pay higher price because they can afford it, but we can't.

"We have fiscal deficit and shortage of foreign exchange. These factors, when the government came into power, this was not there on the cards. No one had ever anticipated this (fall in oil prices).

Just like none of the 7-8 opinion polls predicted 67-3 in Delhi, no one predicted among the oil analysts at the big firms that the oil will become USD 55. No one predicted this," he said while emphasising that the first nine months of the Modi government has been extremely lucky for it.

Elaborating on HDFC Bank's example with regard to 'ease of doing business', Parekh said, "It got FIPB approvals. Then FIPB minutes had to be signed, and then it had to go to the Cabinet Committee on Economic Affairs.

"People were helpful but processes have not changed. Now we are a 20-year-old organisation and we are within the limits (of 74 per cent foreign investment cap). Why can't they change these things. Why can't the administrative controls be relaxed.

"If 49 per cent in defence is permitted and if someone wants to put in Rs 1,300 crore, why should this go to the Cabinet Committee. The FIPB is good enough and it is within the 49 per cent. So, you have to remove controls. You have to make it easier for people like us to do business."

He said the final approval letter came on the last day, after which the issue of Rs 10,000 crore had to be postponed as there were other listing deadlines of Indian and the US stock markets to be met.

"It is very difficult. And it is only administrative and what does it achieve? If it is within the limits, why should it go to Cabinet Committee on Economic Affairs. Why spend the Prime Minister's time on such things as he chairs the CCEA.

"If it is a controversial issue, something on security or on defence or some other very important issue, then it can, but not for simple commercial transactions. Someone must take the initiative to remove this," he said.

Parekh said that this committee has been there for the last 35 years that he has been in the industry.

"When I started working 35 years, it was Rs 200 crore, now it has gone up to Rs 1,200 crore (foreign investment limit beyond which the case is referred by FIPB to CCEA), but it has not been scrapped."

Suggesting that this revised limit was also very low, Parekh wondered, "Why is it Rs 1,200 crore, make it Rs 5,000 crore. Besides, if it (the investment proposal) meets the guidelines of FIPB, which is chaired by the Finance Secretary and the Finance Minister is always aware of FIPB cases, it should be good enough."

He also said that a lot of work needs to be done at state levels too on ease of doing business, as things have not changed there either on approvals to start construction of a business etc.

    Modi should focus on delivery rather than PR. Government has done very little so far to revive economy, It got lucky with crude price thus getting inflation under control.

    Indian forex reserves in 2009 was about USD 320 bn, China had nearly USD 900 bn. Today Chinese forex reserve is about USD 4.4 trn. Its not hard to see how much damage has happened during this time. MMS despite being aware of all scams did very little to save our economy. MMS was very honest but his government was most corrupt government India ever had.

    The real development of India happened only under Vajapayee's NDA. He did not let RSS/VHP to interfere in his government. He won without fancy PR, he revived economy without being economist!

    Here our PM is taking defense industry to an entirely different orbit through Aero India 2015 from buyer seller relationship to strategic partnership, co development and co production and our media is focusing on coast guard issue and other negative media coverage.

    The people of this country need to know where the country is heading under NaMo leadership with coverage commensurate with the scale of the event.
    You need national pride to showcase these events but the media seems to go in the other direction.

He was expected to be Finance Minister/chief economic advisor or atleast BRICS bank first chairman! vhe vhe vhe... but too many Gujjus in PMO will spoil the broth!

    What are key take aways so far! Negative inflation and accelretaing growth!... the BEST ONE IS TRANSPARENCY BEST E-AUTCTION ever possible in COAL AUCTION!! it has given 10 fold more revenue in auction and best part is with this the revenue is directly goin to the state! and with NITI ayog, now every state is equal partner.. they dont have to kneel down infront of the central govt. This is true federal structure in team india!.. More over, the environmental clearences are now transparent and faster too!... land acquistion is made easy.. Bureacratic red tapes are tightened, Babus come to office on time and are over working.. policises for MAKE IN INDIA are nailed down.. there is idea of making CSR spending tax rebate for PM's pet project!.. for infra/electricity/power/maximum lines of electricity projects he has given adequate importance.. the fruits will be borne in couple of years.

    What Deepak is forgetting is, 10 yrs there was policy paralysis and they were reeling at 8K sensex under loss! As a banker, RBI is still not making his life easy, yes! Rate must go down.. but he is not understanding Modi's political compulsion.. no reforms can be pushed without majority in RS. he is now getting support from KCR,Pawar, Jayalalitha, Mamata - That is a STATESMAN! thoda toh sabr rakho..

    We had a real diamond in hand (MMS) which did not need any other light to glow, but we checked it out and opted for a bogus one which glitters only when light is forced on it and then dies down when the switch of the light is off.
    Do I need to name the bogus one?

    Nine months and still struggling to "DELIVER"!! No cesarean, I will deliver normally, PM says but how long to wait!!!
    Government is not like a private Organisation, where they can take their own time to "DELIVER".
    So far BJP with Modi the great (Bundalbaji) orator at the helm has been carrying on only in completing the UPA projects and taking credits. Even with Oil prices at such low levels his Govt. is struggling to formulate policies for doing business with ease (Election promises)
    Is he going to ask extension of period by another nine months for "DELIVERY"? By that time something might go very wrong and forced to "ABORT"!!
    New Govt. at the center is being laid bare just after "Nine" months after it was impregnated.
    Cries of "We need action as promised on development" is loud from all business fraternity...
    Is this Govt. only good for speech making, ghar vapsi, 4 children, blowing boats, auctioning custom made "Sherwanis" to camouflage the disastrous governance at the centre?
    Things have to change fast before people decide on next Government at the Center.

    R.Bhandarkar, Mangaluru, by giving DG's example I just attempted to dispel your apprehensions as to what would happen with RG at the helm. I do agree that your apprehensions very much valid, but we have seen worse cases at the helm!
    As for empty vessels, apart from know knowing the meaning of the phrase, I don't really get whom the phrase is hinted at, in this context. Do pardon my low political iq.

    What amuses me is that a notable personality like Deepak Parikh fails to see & 'understand' development. The 10 long years of UPA misrule has created such a mess that it is taking a lot of effort from NDA team to steer India out of troubles, this fact no body seems to understand or realize.

    Whilst Modi has brought back inflation to less than 4, GDP incement of 23% which is significant, there is much relief for common people on price rise control. Common mans commodities id decrease by 21% while there was no price increase on essential commodoties like sugar, milk, onions, vegetables etc.. Feul saw a fall of 56% over last 9 months, whereas UPA 1 & 2 did not even reduce a single paise in last 10 years

    A whole lot of effort has gone into macro programmes like Jan Dhan yojana & Swatch Bharat which will start yielding results in next one year, we are all waiting for a pro reform budget which was missing in last 10 years of UPA misrule

    This Govt is on path of development & its sad that all the pro dongi people sat quiet for 10 l-o-n-g years during UPA misrule, but now crying for instant things when Modi is striving hard to achieve

Manmohan Singh believed that his actions spoke louder...that is the difference.     Keeping politics aside, I don't really think anything has changed for better ever since Modi has assumed power in Delhi. Ground reality is different than giving loud speeches and fooling gullible people. In fact considering the lower oil prices and inflation, we would have experienced 'ACCHE DIN' by now had Manmohan Singh was still the PM. He really predicted the Achhe Din for Indian economy but the same Modi ridiculed him for saying so and is unable to reap the advantage now.
