45th transfer in 24 years - IAS Khemka's painful journey continues


Chandigarh, Apr 2 (Agencies) : The change of guard at the Centre and in the state has not changed anything for senior IAS officer Ashok Khemka, who was on Wednesday once again transferred to an inconsequential posting by the BJP government in Haryana.


This is Khemka's 45th transfer in 24 years.

After the news was reported, Khemka took to microblogging website Twitter to express how painful the moment was for him in the middle of his efforts to address corruption in the transport department where he was currently posted.


Khemka, as per the latest orders of the Haryana government, has been posted as Secretary, Archaeology and Museums Department and Director General, Archaeology and Museums.

Meanwhile, Haryana's Health Minister Anil Vij came out in Khemka's support, saying he will talk to the Chief Minister regarding the officer "who had worked to weed out corruption during the previous Congress regime".

Vij further told reporters in Ambala, "I will talk to the Chief Minister regarding Khemka's transfer."

Vij, an outspoken BJP leader and Ambala Cantt MLA, said that he had always stood by Khemka, "who had worked to weed out corruption during the previous Congress regime".


Notably, the government did not mention any reason for his transfer. Chief Minister Manohar Lal Khattar's OSD Bhupeshwar Dayal termed it as an administrative matter.

Khemka was appointed as transport commissioner and secretary, Transport department, last year after Manohar Lal Khattar assumed office as chief minister of the first BJP government in Haryana.

At that time, Khemka, who had blown the lid off from the controversial multi-million-rupee land deals of Congress president Sonia Gandhi's son-in-law Robert Vadra, was touted to get an important assignment. However, he was posted in the transport department.

However, Haryana's Transport Minister Ram Bilas Sharma maintained that "transfer is not a punishment" and stressed that it was a "routine" matter.

"Transfer is not a punishment, a promotion or demotion. Transfer of senior officers is a routine matter. There is nothing special or extraordinary about it," he said while replying to queries on the issue.

He said decisions are taken after the Chief Minister holds consultations with his council of ministers.

Notably, as Transport Commissioner, Khemka had refused to issue fitness certificates to over-sized trucks and trailers for carrying automobiles, leading to a truckers' strike in January.

Later, the truckers in Haryana withdrew their strike after the state government gave them one year's time to get their vehicles modified as per the Central Motor Vehicle Rules (CMVR), 1989.

Khemka, in a tweet then, had said that "60 percent of road accidents due to overloaded and over-sized transport vehicles. Industry cooperation needed to stop this road menace."

The Transport Minister denied that the move to replace Khemka as Transport Commissioner was related to his decision regarding truckers.

"No. Nothing like that. It is a routine matter," he said to a query on the issue.

In one of his tweets last week, Khemka while quoting Rabindranath Tagore had mentioned: "If no one responds to your call, then go your own way alone".

Meanwhile, nine other senior officers were also transferred by the Haryana government.

Among those transferred were SS Dhillon, a former principal secretary to previous chief minister Bhupinder Singh Hooda, who has now been made additional chief secretary, Transport and Civil Aviation Department.

Additional Principal Secretary to Chief Minister Khattar, Sumita Misra, has been posted as Principal Secretary, Tourism department.

Earlier in 2012, when Khemka was posted as Director-General of Land Consolidation and Land Records-cum-Inspector General of Registration, he had brought land deals of businessman Robert Vadra, son-in-law of Congress chief Sonia Gandhi, under the scanner.

During the Bhupinder Singh Hooda-led Congress government, the official had cancelled the mutation of the multi-crore land deal between Vadra's company Skylight Hospitality Pvt Ltd and DLF, terming it as illegal. However, the previous Hooda government gave clean chit to Vadra in the land deal.

Last week, Khemka in a tweet had said that his action in Vadra-DLF land-licence deal has been "vindicated in the CAG report."

"Undue favours" to builders, including Robert Vadra's Skylight Hospitality, by the Haryana Government during the Congress regime has come under attack from the Comptroller and Auditor General.

    IAS officers should be performing their duties in the same manner irrespective of which party runs the government. They are government servants but not party servant. Mr. Khemka rightly exposed the land scam which involved Mr.Vadra when he was in charge of the land consolidation. Now he is doing the right job without any favour for BJP. A big salute to him. The funny thing is now BJP is running the government and they don't want to stay in the same department for longer for obvious reason. Transport minister Mr. Sharma claims this transfer is routine (45 transfers in 24 years) but Mr. Vij says he will talk to the CM. This is how the presne BJP appears to making the news, one will bark something controversial and then other will come and say we will look into it. The statement from Mr. Vij is a good example of it. Read that: "who had worked to weed out corruption during the previous Congress regime". He is not just weeding out corruption during the previous congress regime but at the present BJP government too.. to name previous congress regime is itself politicising the issue. He is not appointed by BJP to weed out corruption of congress government but to weed out corruption from the system whether it is Congress or BJP. Mr. Vij while supporting Mr. Khemka, he is projecting as he is BJP's weapon against the corruption which is not. Do not try to reap political gain but if you really want to Mr. Khemka to weed out the corruption, then leave him in the same department where he is doing an excellent job. Why do you transfer him unless one of the BJP leaders involved in the so called transport scam. This incident reminds me of Mr. Khairnar (Deputy Municipal Commissioner of Mumbai) who demolished the commercial building of Dawood Ibrahim when Congress was ruling Maharashtra and Bal Thackray took advantage of him and came to power and just thrown him out of the picture to avoid Shiv Sena's corruption comes under scanner.

    There may be Timing difference, if Congress hits, BJP sympathizes, and when BJP hits, congress sympathizes, however both HITS!

    Haryana's BJP government on Wednesday transferred whistleblower IAS officer Ashok Khemka to a low profile post just four months after appointing him as state transport commissioner.

    No political party wants honest IAS officers, A black day for Modi’s BJP - an even blacker day for India's future. very disappointing. This action has exposed the UGLY face of BJP govt!!!

    In the transport department, Khemka had denied fitness certificates to over-sized trucks and trailers for carrying automobiles, leading to truckers' strike in January. Two days after 60,000 trucks and trailers went off the roads, the state government gave them one year's time to follow the rules for vehicle fitness and the transporters called off the strike. Sources say Khemka's tough stand for implementation of rules may have irritated the transporters' lobby.

    This is the real ugly face of BJP and Modi government behind the mask of development!!! We had cried when the news of his multiple transfers surfaced earlier and we had blamed the Congress. Now what is BJP government doing? Do you believe that Narendra Modi does not know about this? What has he done? Nothing. Sadly disillusioned about Modi Sarkaar. Modi's BJP government is failing to protect the interests of the common man!!!

    In this case what BJP lead govt did is wrong,let him continue in transport dept and let him wipe out corruption in that dept,later he may be transferred to any other dept.Or else there is no deference between congress and BJP.

    REALLY REALLY UNFORTUNATE! I PROTEST BJP GOVT'S MOVE TO TRANSFER KHEMKA!!! this is not done.. he is an honest officer, doesn't mean you harass him! I hope PM Modi intervenes and gets him to PMO or gives him more free hand in deciding the department in haryana!.. one thing I must admit, Vadra ko bachaane mein bahut log lage huye hain.. even from BJP side! really unfortunate.. anyways, court enquiry and SIT will decide his fate.. but what about, Khemka? why he has to suffer for not doing anything wrong and doing his duty dilligently?! sad affairs!
