"The US Capitol Police is investigating a gyro copter with a single occupant that has landed on the grassy area of the West Lawn of the US Capitol," Capitol Police spokesperson Kimberly Schneider said on Wednesday. "The US Capitol Police continues to investigate with one person detained and temporary street closures in the immediate area."

According to newspaper Tampa Bay Times, the man named Doug Hughes, and he is a mailman from Ruskin, Florida.

Hughes "intends to deliver letters to Congress asking them to change the campaign finance laws," revealed a four and half minutes' video named "A Special Delivery."

"I have got a plane, a gyro-plane. And I'm going to fly it, I'm going to violate the no-fly zone, non-violently," Hughes said in the video. "I'm going to land on the Capitol Mall."

"No sane person would do what I'm doing," he said.
