Gold monetisation scheme offers tax-free interest on gold deposits


New Delhi, May 20 (Agencies) : The government on Tuesday announced a new scheme offering tax-free interest on any gold that individuals and institutions deposit with banks as part of its strategy on Tuesday to monetise the huge stock of gold in the country, worth around Rs 60 lakh crore.

The minimum amount of gold that has to be deposited is as low as 30 grammes while the interest earned on the value of the gold would be exempt from income tax as well as capital gains tax.

According to the draft guidelines, a person or institution holding surplus gold can get it valued from BIS-approved hallmarking centres, open a 'gold savings account' in banks for a minimum period of one year and earn interest in either cash or gold units.
The tenure of the scheme has been proposed at a minimum one year and with a rollout option in multiples of one year, the guidelines said adding that it would be like a fixed deposit and breaking of lock-in period will be allowed.

Under the scheme, the bank's interest to the customer will be payable after 30/60 days of opening of the gold savings account.

The amount of interest rate to be given is proposed to be left to the banks to decide.
Both principal and interest to be paid to the depositors of gold will be 'valued' in gold, the draft norms said. For example, if a customer deposits 100 grammes of gold and gets one-per cent interest, on maturity he has a credit of 101 grammes.

Customers will have the option of getting their deposit back either in cash or in gold, which will have to be exercised at the time of making the deposit.

The idle stock of gold held by people that is 'neither traded nor monetised' is estimated to be more than 20,000 tonnes, which would be worth about Rs 60 lakh crore at the current market price.

A large amount of gold is also held by temples and other religious institutions. The draft scheme does not specifically mention the kind of institutions that would be covered under it.

India is one of the largest consumers of gold in the world and imports as much as 800-1,000 tonnes of the metal each year. The new scheme will allow the depositors of gold to earn interest in their metal accounts and the jewellers to obtain loans in their metal account.

The scheme, which is proposed to be initially introduced only in select cities, was announced in the Budget. To incentivise banks, it has been proposed that they may be permitted to deposit the mobilised gold as part of their CRR/SLR requirements with the Reserve Bank of India.

This aspect is still under examination, it said. Elaborating other benefits of the scheme, the guidelines said that banks may sell the gold to generate foreign currency.
The foreign currency thus generated can then be used for onward lending to exporters or importers. Banks may convert mobilised gold into coins for onward sale to their customers and can be used for lending to jewellers.

    Let Feku total amnesty to all gold depositors about the source of the gold owned/invested.

    Secondly, Let Feku guarantee that even in future, when he is kicked out of PM's office, these gold deposits will continue to be tax free, and depositors will never ever be harassed, or taken for a ride no matter what economic situation the country will enter into.

    Banking elites first lure the people with attracting schemes and later change rules to make it difficult to take it back similar to the scheme introduced in USA in the beginning of 20th century.     Who remember the year 1991, Chandrashker was the Prime minister. Government was in financial trouble. No money, No foreign exchange. Government had mortgaged gold with foreign countries to obtain foreign exchange and was begging with International financial institutions for help. Similar situation may come any time to India due to corruption, Civil or foreign war and the liability in providing welfare to Billion PLUS citizens. Inflation may make Indian money worthless. During financial bad times/during war, Government has power to collect wealth tax and to confiscate available gold to prevent bankruptcy and to pay loan obligations to International financial institutions. My advice is to sell gold and deposit money in foreign Banks. It will be safe and you can trust Swiss/Arab/Singapore Banks not Indian Government.

After a pause, she asked only one question, what if I don’t get it back would you replace all the Jewellery lost in this scheme?     If you invest in the scheme your investment will be safe since you can redeem it in either cash or gold from the bank after a year. Regarding your jewellery you will never get it back since the bank would melt it for re-use.

    Offer is 'Voluntary', 'tax free' etc. are exactly ways of making people unsuspicious about the government's intentions and make them come out with their gold bought from unknown and/or unde-clared sources of income. This is exactly how the government traps you by luring you into a false sense of security and the not so smart ones fall into the trap.

    I ask you, does the government tell you now what will they do with the information they have about your gold deposits ? Do they assure you that you will not be questioned or asked to clarify with proof the source of the gold ? And do they assure you that if they find something not legal they will not arrest or fine you ? Obviously not.

    Today the scheme has been announced as a tax-free one but this is just a trap. There is no guarantee from the government that in future too tax will not be charged. So people need to be cautious. This is just the government's tricky way of trying to get to know the amount of gold individuals are holding so that they may get to know about people's unknown sources of income as many people hold gold for security and for the added benefit of having to avoid paying income and/or wealth tax and many people also purchase gold as a way to hide black money.
    Also who knows as of now what all income information is required to be furnished on the application form when opening such gold deposits.

    Gold Jewellery was taxable wealth till 31/03/2015.
    Had it been taxable to wealth, people would not come forward to deposit in Banks.
    It looks like a well planned strategy.
    However there are pros and cons in this scheme.

    Agreed, however, I feel it is okay to offer individuals loan against gold but I feel Gold deposits in India should not be for individuals but only for Organisations or Institutions like Temples etc. who have really huge reserves sitting idle.

    It appears to me the government is using the excuse of tapping into gold reserves not only to benefit monetarily but also to target/identify people who have got gold through unknown/und sources of income and may even confiscate it in the future if they deem it to be illegally got.
    I for one would not advise individuals to venture for it.

    Also, what is there to stop the government from re-implementing taxes that were withdrawn ?

    Idle, assets having ornamental value would be yielding interest may be better deal.
    Asset would be more secure also in the custody of Banks specially for high voltage individuals and temples etc. who has rich deposits.
    For emergencies securing finances against gold which was typically a Marwari or Gujarati business would be institutionalized.
    How is the withdrawal facility when required to wear for occasions etc. is to be seen.
    However Govt can use this deposit to trap hidden treasure of our nation, not a bad idea.

Instead of mortgaging jewellery with private moneylenders, for high interest rates, and then losing it the common people can keep it in a bank and earn interest and redeem it in either gold or cash after a year.     Through this govt plans to reduce good imports, save foreign exchange and reduce fiscal deficit. Govt is blaming oil and gold imports for the rising fiscal deficit. Govt plans to utilise 20,000 tonnes of gold lying idle in the country. Govt will not keep it in the bank but will melt it and then export it or use it to meet domestic consumption.
