India turns to Israel for armed drones as Pakistan, China build fleets


New Delhi, Sep 22 (Reuters): India has accelerated plans to buy drones from Israel that can be armed and can allow the military to carry out strikes overseas with less risk to personnel, defence sources have said.

The news comes weeks after Pakistan reported using a home-made drone in combat when it attacked militants on its soil, raising the prospect of a new front in the nuclear-armed neighbours' standoff over Kashmir that has twice spilled into war.

The plan to acquire Israeli Herons was first conceived three years ago, but in January the military wrote to the government asking for speedy delivery, the sources said, as Pakistan and China develop their own drone warfare capabilities.

India has already deployed Israeli unmanned aerial vehicles (UAVs) along the rugged mountains of Kashmir for surveillance, as well as on the disputed border with China, where the two armies have faced off against each other.

Earlier this month, the government approved the Air Force's request to acquire 10 Heron TP drones at an estimated Rs. 2,620 crore from the state-owned Israel Aerospace Industries (IAI); these drones can be fitted with weapons to engage targets on the ground, an air force official with knowledge of the matter said.

He said he expected the agreement to be inked soon. The Indian Defence Ministry declined to comment.

"It's risky, but armed UAVs can be used for counter insurgency operations internally as well across the borders; sneak attacks on terrorist hideouts in mountainous terrain, perhaps," said an army officer in the defence planning staff.

Gurmeet Kanwal, a former head of the government-funded Centre for Land Warfare Studies in New Delhi, said the armed Herons due to enter Indian service by late 2016 will give the Air Force deep-strike capability.

The United States has carried out hundreds of drone strikes inside Pakistan, targeting al Qaeda and other militants in its northwest. Pakistan has allowed such targeted killings, even though it complains about them in public.

Indian drones, in contrast, face being shot down if they show up on Pakistani radars, the army officer and Kanwal said.

Michael Kugelman, South Asia specialist at the Washington D.C.-based Woodrow Wilson International Centre for Scholars, said the arrival of lethal drones in the region could heighten mutual suspicion at a time when ties are strained.

"Pakistan might worry that India could use an armed drone to attack terrorist safe havens in Pakistan or to target a specific terrorist there...India might worry that Pakistan will now be tempted to add drones to its repertoire of asymmetric warfare tactics it has used against India," he said.

Only the United States, Israel and Britain are known to have used armed drones in combat, although more than 70 countries have UAVs with surveillance capabilities, according to New America, a Washington DC-based think-tank.

China has no public strategy for armed drone development, but it has poured resources into UAVs and has shown them off at exhibitions. Chinese combat drones still lag far behind the Israeli-made ones in terms of capability, military experts say.

Israel does not confirm or deny using or producing armed drones. The state-owned IAI declined comment on the proposed sale of the Herons, as did Israel's Defence Ministry, which oversees such arms exports.

India has been trying to develop its own combat drone, but the defence research development organisation or DRDO has struggled to integrate a missile onto the proposed Rustom series of UAVs.

    "The plan to acquire Israeli Herons was first conceived three years ago" I am sure now some Bhakths will say that it is because of Feku who cares about India that drones are finally here, just like Mangalyaan. @ Ramesh, when previous NDA came to power without delay they conducted nuclear test in Pokhran and when Feku became the PM within weeks Mangalyaan took place. How fast this NDA government works isn't it? The projects which was initiated during non BJP governments ALSO a long process and no political party can eradicate the red tape and corruption from Indian's blood easily. So, please don't show off here telling that Make In INDIA is a long process.. remember what Feku told during elections, "give me 100 days" and then "give me one year" A true visionary knows how long it will take for my project to be reality..

    Mohan..for this situation you looks like blaming MODI Govt of 2 years!!..do you know, eventhough we had TATA,ASHOK LEYLAND,MAHINDRA our previous Govt procured billions of worth Army trucks from UK & other trucks!!..its trucks, forget about Drones..TEJAS fighter plane initiated by NEHRU, now we are in RAHUL era but TEJAS still in trial mode!!..Recently army opened a tender for Indian companies, but only one company quoted!!..RAFEL wants to produce 70% of plane in INDIA but no infrastructure & they worry about giving warranty..Russian Aircraft carrier took a decade to deliver with double the cost..all are behind commission from top to bottom..MAKE IN INDIA is long process..even if MODI tries hard, it wont realise very soon..we have not awarded orders to Indian PRIVATE companies..capable private companies not allowed to play role, everything awarded to DRDO,BHEL,HAL which is white elephants, every project delayed with over run cost..thats the situation of 60 years of rule..it will take another 10-15 years to self reliant on Defense import since DRDO,BHEL,HAL burdened with old projects and Private companies yet to develop infrastructure..MODI is in right path, wish him success..

    Our government is concentrating more on benefits of Yoga & meditation, imposing rules on eating habits and how to control red meat (Beef), Religion re-conversions-Ghar wapasi, Moral and culture protection against western influence and when time to fight against enemy and defend the country we turn towards Western countries for Technology needs, When world is advancing in science and modern medicine we encourage Baba's formula, we talk about Indian culture and morals and foreign prostitutes promote sex and immoral things in films and reality shows…………………

    Modi is going allover world tour giving business to everyone. but no one come forward yet.
    But china though communist country and Having problem with All Asian countries. but from all over the world, companies investing in china from toys to All types to electronic steel and other manufacturing items. and they getting much profit.
    We have technicians , engineers scientists. But working in western countries.
    we dont have business opportunities to small scale industries, No technical guidance small scale industries.Government has set up certain type of business to small scale industries as china doing.
    Only scientist in corruption . how to loot public, how to loot government money, fraud Godmans, fraud sadu's, fraud gurus, have great value in India,
    this 21st century we are still studying Akbar ka sawal Birbal ka Jawab, and our present education mister going back 1000 years old education system.
