Democratic dissent wins over 'Tughlaqi farmans': Congress


New Delhi, Sep 22 (PTI): Congress today said the Modi government's "hasty retreat" on the contentious draft encryption policy re-establishes the strength of "democratic dissent" over "Tughlaqi farmans".

Claiming the move was aimed at "overriding" all sense of individual freedom of speech and expression and encroaching upon the right to privacy, the party called for united efforts to repulse any move of the government to subjugate individual liberty "again through the backdoor".

"Like in the case of net neutrality, a massive public outrage over encryption policy has made the government take a u-turn momentarily. Intent of the government, however, stands exposed.

"All Indians would need to stand united to ensure that the government does not bring back such policies to subjugate individual liberty again through the back door," Congress chief spokesman Randeep Surjewala told reporters here.

Surjewala said that the Draft Policy on Encryption of the Department of Electronic and Information Technology first circulated, then amended and now withdrawn with a rider for re-issuing it, is "a totalitarian, misconceived and a failed attempt of Modi Government".

Alleging that subjugation of individual freedom, surveillance on the citizen and suppression of dissents have emerged as the "DNA" of the government, he said in the last 16 months, the Modi dispensation has made "systematic, sinister attempts" to quash dissent and undermine individual liberty.

He said another recent example is the "authoritarian" circular issued by the BJP-led government in Maharashtra threatening to press sedition charge for legitimate criticism of government and political leadership.

Besides, he said, contrary to the stated objective of creating an information security environment and secure transactions, the draft encryption policy gave the Modi government a licence to indulge in 24x7 surveillance and monitor private lives of citizens, particularly the youth.

Congress' sharp reaction came within hours of Telecom Minister Ravi Shankar Prasad announcing withdrawal of the draft encryption policy that sought to make it mandatory for everyone to store all messages, including those of WhatsApp, for 90 days.

The draft encryption policy, released yesterday, wanted businesses, telcos and Internet companies to store all encrypted data for 90 days in plain text which should be presented before law enforcement agencies whenever asked.

    The countries like Russia , China,Germany even a terrorist nation Pakistan have same kind of policies regarding the matter of safety and security of their country.The said draft encryption policy was once drafted by then UPA govt and released in public domain. the stakeholders then have differences only regarding control of ISPs of Foriegn countries V/S users base of India in liu of data base is concern.The present Govt felt it is their duty to continue the UPA govts policy coz it is a matter which broadly help in crime solve,technology upgradation and competeion in techworld.
    Very sad to say that all the bans,policies were time and then all govt adopted coz it is from the statutory point of view. But only bashing this govt saying hitler,tughlaq no meaning. It is OK when we are committed to bash Modiji for Congress come back agenda but reality is different in public

    in my opinion congress don't have right to talk about either on current govt or civilian as they outraged all the limits in their terms, so educated citizen of India gave a golden opportunity to BJP led NDA to perform for next 5 year with full majority. Congress killed constitution from 1947 and fooled voters. they started Garibi hatavo" in Mrs. Indira Ghandi time and even Mr. Rahul speaking about same. almost 95% of Independent time ruled by Congress. what is congress achievement? why we are still talking about "Garibi Hatavo"why we could not chive in last 7 decades? How many more terms congress need to "Garibi Hatavo"
    at present congress want to promote Mr. Rahu despite his incapability's. there are many senior congress leaders who is far far better than Mr. Rahul. but congress sidelined them just to promote Mr. Rahul. He is don't know any thing other than RTI.

    Dear Congressy.
    People gave their verdict in past general election that BJP led NDA will gvern the country for full term. Please allow them to work. If the fail to deliver their promises then voters will definitely teach them as they did with congress. so please keep quit for 3.5 more years. even if they don't done anything also country will not loose what lost in past 7 decades. and please stop include minority and cast in each and every activities.

    ..It seems PAPPUISM slowly covering CONGRESS..what is a draft? its preliminary version of write up which will be released to seek feedback, which later with modification becomes a law..If public didnt like some points, Govt excludes that..what is the issue here!!..Every country do surveillance and USA/WEST are in lead to safeguard citizens..there is no such thing like ultimate privacy when it comes to safety of the society/country..every Govt has the right to protect its citizens from eminent danger.. now its largely from Internet social media radicalisation..

    I guess congress dont have any right to comment on any of other govt. as for since 1947 wherever they ruled India (either central or state) and that was a big black point in Indian history. best example is 2 term UPA govt.
    Mrs. Sonia and Mr. Rahul misuse PMO for wealth of their family. After realizing only citizens gave a clear majority to BJP led NDA. and despite some issues govt. is doing better compare to previos 2 term UPA govt. If they fail to deliver as per wish, people have very much right to change in next general election.

    I would like to convey my opinion to congress leaders as "please educate Mr. Rahul" and stop posing him as leader of India, he dont have any quality to be a Municipality member. and there is a bunch of good leaders in congress dispite party neglected their knowledge.
