Bengaluru: Siddaramaiah expands ministry, four including Parameshwar inducted

Bengaluru, Oct 29 (PTI): Karnataka Chief Minister Siddaramaiah today expanded his nearly two-and-half-year-old ministry inducting four members, including the KPCC chief G Parameshwar, in the long-expected exercise.

After a long wait, Parameshwar, a Dalit, became a minister but without getting the Deputy Chief Minister's post he was aspiring for, after being coaxed by the Congress top leadership to be part of the cabinet.

Others who joined the 34-member ministry are Manohar Tahsildar, A Manju and Vinay Kulkarni, the latter two as Ministers of State. Manju and Kulkarni belong to the dominant Vokkaliga and Lingayat community, respectively, and Tahsildar is from the backward Balija caste with the move as an attempt to bring community and regional balance.

Parameshwar, who had served as minister twice, heads a group of educational institutions. The new inductees were administered the oath of office and secrecy by Governor Vajubhai Vala at Raj Bhavan.

The move to fill the four vacant ministerial slots comes after the Congress High Command gave the green signal to Siddaramaiah who had been deferring the exercise for some reason or the other.

Four-time legislator Parameshwar, a doctorate degree-holder, who had led the party to victory in 2013 Assembly polls as KPCC President but had lost the elections, was eyeing the Deputy Chief Minister's post.

He was reportedly persistent with his demand but was persuaded by the party leadership to accept the ministerial responsibility. Congress which enjoys absolute majority in the Assembly had deputy chief minister only once when S M Krishna had served under M Veerappa Moily.

On why he budged from his position, Parameshwar had said yesterday he was not willing to join the cabinet but Congress President Sonia Gandhi had called him and explained to him why he should be in the ministry and he could not say no.

Siddaramaiah was reportedly not comfortable with the idea of having a deputy as it had the potential to create a parallel power centre.

Parameshwar's term as PCC chief ends on October 31. Assembly Speaker Kagodu Thimmappa was also reportedly a ministerial aspirant but Siddaramaiah made it clear ahead of the exercise that he would remain in the present post.

To mollify the disgruntled ministerial aspirants, Siddaramaiah is expected to appoint several parliamentary secretaries with cabinet rank. The Chief Minister is expected to go in for ministry rejig after elections to local bodies due in January-February next.

Outgoing Karnataka Pradesh Congress Committee (KPCC) president G Parameshwar has agreed to join the Siddaramaiah Cabinet despite not getting the deputy chief minister’s (DyCM) post.

Emerging from the meeting with Karnataka in-charge general secretary Digvijay Singh, the chief minister said four new faces will be inducted into the council of ministers.

The swearing-in ceremony will be held on Thursday evening at Raj Bhavan.

Arakalgud MLA A Manju (Vokkaliga community), Dharwad MLA Vinay Kulkarni (Lingayat community), Hangal MLA Manohar Tahasildar (Balija community) are the three other new faces to be inducted into the council of ministers.

Parameshwara, who had earlier refused anything but the DyCM post or second term as KPCC president, agreed to join the Cabinet as a minister after Congress president Sonia Gandhi intervened.

Parameshwar, however, demanded the finance portfolio, but Siddaramaiah, who holds finance, agreed to give heavy industries. The chief minister had recently handed over the heavy industries portfolio to R V Deshpande. Since Parameshwara is from the Dalit community, the chief minister tried to bring community and regional balance in the ministry expansion, sources told Deccan Herald.

Siddaramaiah also said that Kagodu Thimmappa will continue as Speaker and T B Jayachandra will remain as law minister. To satisfy large number of ministerial aspirants, the chief minister is likely to appoint one legislator as his political secretary and 8 to 10 legislators as parliamentary secretaries with Cabinet rank.

For these posts, MLAs and MLCs will be picked from those districts which have no representation in the Cabinet.

Karnataka Special Representative in Delhi, Appaji C S Nadagouda (Muddebehal MLA), is the front-runner for the KPCC president’s post.

Parameshwar’s five-year term as KPCC president will end on October 31.

    Joy,

    Congress high command has realized that the right time to give a major surgery to K'taka govt. is only after several elections are complete in Jan 2016.

    Dismissing useless ministers at this time would prove fatal for the govt. at this juncture, as per political analysts who spoke soon after the expansion of ministry.

    Siddu may have his way, once all the coming elections are over.

    Chances are more, that the newly inducted ministers if proven useless may also lose their post in the coming days.

    High command also realised the dangers of having a Deputy CM in K'taka, which may bring in the catastrophy meted on our state during the Yeddy / Kumarsami fiasco which brought BJP to power in K'taka.

    Y he should feel shame to call him Minority? By name seems he is christian, but before any religion he is human same as us.
    Minority/Majority/Upper Class/ Lower Class/Dalit/Brahmins this created all in Ancient age because of some reason which suit to that time, we move forward a lot from that age but in caste system we are going behind.
    Due to political reasons still we believe caste system.
    our birth as a human, live as Hindu/Christian/Muslim and die as a human only.
