Mangaluru: Drain work at Bejai - MCC fails to take action against encroachment

Nigel Albuquerque

Mangaluru, Mar 2: The proposed and long overdue underground rain water drain and footpath work has been underway at snail’s pace beside the main Bejai concreted road from the ward corporator’s residence near the Bejai Museum to the Chevalier L C Pais Bridge near the KSRTC bus stand. The work is on the stretch up to the Bejai circle.

On the said stretch, three shops on the right side of a building named 'Victory' had encroached on the road when built in the past which was not inspected then by the MCC due to negligence.

When the earth was excavated for the underground rain water drain the RCC foundations of the said three shops were found to be in the way.

As per the MCC rules and regulations, the contractor had to demolish the encroachment. However, due to alleged lobby by vested interests in MCC ward 31 (Bejai), the contractor instead proceeded to cut the concreted road to make way for the underground rain water drain.

Unauthorised markings were drawn with a concrete cutting blade for further advanced cutting, as is seen in the pics.

This is exactly when RTI activist Ajoy D'Silva, a resident who has been the lone soldier on the ground for years, effectively nailed the violation of the said work estimate that did not provide for the cutting of the said concreted road, with the timely help of another resident Nigel Albuquerque.

RTI activist Ajoy D'Silva contacted the contractor Abbas and advised him to stick to the provisions of the work estimate and to stop the said road cutting with immediate effect, failing which he would be constrained to escalate the violation of the work estimate to the Karnataka State Lokayukta, Bengaluru which in turn would result in the contractor’s bill placed on hold till the case was resolved.

Ajoy D'Silva futher added, the MCC engineers were competent to find a way for the said underground rain water drain without violation of the work estimate by cutting the concreted road.

The contractor, fearing the payments due to him could be placed on hold till the case was resolved, complied immediately with RTI activist Ajoy D'Silva’s advise and pleaded with him not to escalate the violation of the work estimate further.

The main Bejai road was concreted in 2007 with specified provisions for the underground rain water drain and footpath atop.

Encroachment by the said three shops in the past due to MCC negligence and the current scheming to cut the concreted road and not demolish the encroachment exposes the vested interests lobby in Bejai ward that has for long been actively looting the taxpayers primarily due to the apathy of the residents of Bejai.

Making MCC ward 31 the Smart Ward of the MCC is a possibility when the ward’s residents want positive change.

Take action on those who are responsible. Corrupt people should be punished. Even now they have broken concreted road to complete the job which is not right.
What our MLA and other responsible authorities are doing?

This is ridiculous and dangerous. This problem should have been taken long back. The pictures itself is a proof how the work can be carried on. Somebody got a kickback in this and that is why rules were not adhered to.

First, how did DOT allowed installation of Microwave tower close to Apartment Building and School.
You Bejai Residents who walk between KSRTC and New Road should learn to walk in balance in front of Bianca Building. The footpath is almost 40 degrees incline towards the building. How did the City Planning allowed to build that footpath in that incline. What right builder had to stimulate the footpath as per His benefits. I spoke regarding this to Lancy Pinto and He ignored the matter. Then I spoke to Mayor Jacintha and She was shocked to see this. She asked Balakrishna Gowda,Planning Official to look into it and He showed "I do not care attitude, because these officials are well fed with black money". I hope and pray to God that Mangalore will not be ed as Smart City. If MCC gets that big chunk of money,a well known Corrupt Engineer along with Corrupt Corporators and City Officials will rob that money.

This is the reason why name of Mangalore has been left out from the list of Smart city in the first list.In the first place people of the Mangalore city should become smarter in order to get the tag of Smart City to Mangalore.Hope, people will make their attempt to read between the lines.Unless some basic loopholes are rectified from the grass root level, getting the tag of smart city to Mangalore is really a nightmare.First of all MCC should clear all their cupboards of corruptions in all the departments and show to the people their clean and efficient administration.Encroachment, lobbying etc should be stopped at once and be transparent in your action. Is it possible? Keep your fingers crossed!!!,Next to impossible.Jai Hind,Jai Karnataka,JaiMangalore MCC

MCC has failed to complete the footpath and the drain necessity since the concreting of road i.e 2007 and also the traffic block near pintos bakery which has become common and a nuisance.
The residents have sent a letter to MCC regarding taking measures to avoid accidents near pintos bakery (several accidents and also death has occurred) but MCC has failed to respond to this.
