- Government is yet to nominate members to these bodies
Mangalore, Oct 4: The policy-making bodies of Mangalore University have been re-constituted, pending nominations by the government. It remains to be seen whether the state government will make use of the provision to nominate members this time. The government had failed to nominate members to these bodies last time.
The two bodies are Syndicate and Academic Council. The Syndicate is the supreme body which approves the decisions taken by the Academic Council and decides on administrative aspects as well.
The State Government had to nominate six members to the Syndicate and nine members to the Academic Council before their term expired on September 12. It did not make any nominations.
Members of the re-constituted bodies have a three-year term from September 13. Both the bodies are headed by the Vice-Chancellor.
The Syndicate is a 22-member House and the Academic Council consists of 48 members. P D Sebastian, Dean, Faculty of Law, at the university, and Ahalya K., principal, Shree Niranjanaswamy First Grade College, Bajpe, have become members of both the bodies.
The Commissioner of Collegiate Education or his nominee and the Director of Technical Education or his nominee are the ex-officio members of both the Houses.
Syndicate
M N Hegde, principal, Government Women’s First Grade College, Ajjarkad, Udupi; Valerian Mendonca, principal, Pompei College, Kinnigoli; and H N Ramesh, principal, B T Chennaiah Gowramma College, Somwarpet, Kodagu have found place in the re-constituted Syndicate. Other ex-officio members are the Director of Medical Education or nominee; Commissioner of Public Instruction or nominee, Director of Pre-University Education; the Registrar and Registrar (Evaluation) of the university.
In addition to six members to be nominated to the Syndicate, the vice-chancellor has to nominate to it a professor of postgraduate studies with the approval of the State Government, and two educationists or persons from commerce, banking and industry and other professions.
In the case of Academic Council, 10 principals of degree colleges have been made members as per a seniority list. They are B Padmanabha Gowda of Bhuvanendra College, Karkala; Levin D’Souza of Udupi Institute of Hotel and Tourism Science; K V Damodar Gowda of Nehru Memorial College, Sullia; Mitraprabha Hegde of Sri Venkatramana Women’s College, Karkala; Nagaraja Rao Javali of Canara College, Mangalore; P S Aithal of Srinivas College of Postgraduate Management Studies, Pandeshwar; Ahalya K of Shree Niranjanaswamy First Grade College, Bajpe; John Clarence Miranda of Sacred Heart College, Madanthyar; Udayakrishna B of VivekanandXa Law College, Puttur; and Umashankar S M of Government First Grade College, Shanivarasanthe, Kodagu.
The members include five professors of the university, Mangalagangotri. They are R Shashidhar of the Department of English; Kesavan Veluthat of the Department of History; T P M Pakkala and K Aruna Rao of the Department of Statistics; and G P Shivaram of the Department of Mass Communication and Journalism.
Padmavathi, Dean, Faculty of Law; A K Baradol, Dean, Faculty of Science and Technology; T N Sridhar, Dean, Faculty of Commerce; and G V Joshi, Dean, Faculty of Arts are the other members. From the student community, Bharathi K U, a final year B.Com student of Cauvery Women’s College, Virajpet, is the member.
The Vice-Chancellor is yet to nominate five more students as members.
Legislators
Among elected representatives K G Bopaiah, MLA, Madikeri; U T Abdul Khader, MLA, Ullal; Haladi Srinivasa Shetty, MLA, Kundapura; Blasius M D’Souza, MLC, Mangalore, and C S Arun Machaiah, MLC, Virajpet, have become members following a rotation system.
The State Government can nominate six educationists and three members representing industry, commerce and banking sectors.
Other ex-officio members of the council are the director of student welfare; director of planning, monitoring and evaluation board; director of college development council director of physical education and the university librarian.
