Modi running a one-man 'Presidential government': Arun Shourie


New Delhi, May 6 (PTI): Former Union minister Arun Shourie on Friday hit out at Prime Minister Narendra Modi accusing him of “narcissism” and of running a one-man “Presidential government” the direction of which was “dangerous” for India.

Shourie, a Cabinet minister in the Vajpayee government who has drifted away from the Bharatiya Janata Party (BJP) in recent years, called the Modi government “a Presidential government without checks and balances” and said that the direction of the government under his supervision “is not good for India”.

In a 40-minute interview to Karan Thapar for India Today TV’s “To The Point” programme, he analysed the two years of Modi government and warned that over the next three years he expected “a more systematic attempt to curb civil liberties” and an increase in “decentralised intimidation” besides “choking” of “inconvenient voices”.

Bracketing Modi with leaders like Indira Gandhi and Jayalalithaa, Shourie accused the prime minister of indulging in narcissism, which he described as both “self-love to an exaggerated extent and insecurity”, and Machiavellism, which meant that he “exploits events to his benefit”, according to a press release issued by the channel.

The former minister, who has criticised Modi in the past also, said that the prime minister’s “attitude to people is to use and throw them”. He treats people “like paper napkins” and was “remorseless”, he alleged.

Shourie also referred to the raging controversy over the AugustaWestland helicopter deal and criticised the Modi government for not appealing against the acquittal by the Italian trial court of the company's two former chiefs Giuseppe Orsi and Bruno Spagnolini.

According to him the reference by the Italian appeals court judge to the Indian government being unhelpful in the matter was specific to the Modi government.

Commenting on Defence Minister Manohar Parrikar's speech in Rajya Sabha on the helicopter deal, Shourie used a Hindi metaphor to say it was like digging a mountain to find not a mouse, but an "invisible chouha (mouse)".

He compared Modi's two years as prime minister "as a boxing match with everybody" and said that he had not "had the focus we expected of him". This was a "great opportunity completely missed", he added.

The press release quoted the former minister as saying that one of the problems was that Modi "is getting inputs from very few people and they are, additionally, the people he has chosen".

Shourie saw "a clear line of logic" that linked ghar- wapsi, love-jihad, beef ban, the return of awards, the campaign against anti-nationalism, the focus on 'Bharat Mata ki jai' and student protests. This was "deliberately orchestrated by the government".

Shourie said the intention was to create "confrontation and polarisation" as he accused Modi of deliberately dividing India, calling it a policy of "divide and rule".

While accepting that under Modi corruption at the Centre had diminished or disappeared, he said that nothing was deliberately done in the states, citing Vyapam scandal in Madhya Pradesh, Lalit Modi episode and Saradha scam.

The former minister described as "unconstitutional" the imposition of President's rule in two Congress-ruled states of Uttarakhand and Arunachal Pradesh. The "deliberate" BJP policy of attracting and inviting defectors would "undermine" the party, he said.

Shourie was sharply critical of Modi's handling of relations with Pakistan, saying, "we have made fools of ourselves in the eyes of Pakistan".

Shourie said there was no consistency or logic to Modi's Pakistan policy which had "confused" India. He was sharply critical of "U-turns" in handling Pakistan.

Attacking the prime minister's policy towards China also, he said that it was comparable to Jawaharlal Nehru's policy towards the big neighbour.

Both believed that "they could charm the dragon" and both turned out to be wrong, he said, adding that Modi's policy could encourage China to claim that Kashmir is not a bilateral but a trilateral matter with Beijing being the third party because of its presence in the Pakistan-occupied Kashmir.

Speaking about the economy, the former World Bank economist said he believed that the claim of 7.6 per cent GDP growth was similar to the "exaggerated claims" of investments made during the Gujarat investment summits.

According to him the government had failed to be radical in its policies and had failed to handle tax issues, including retrospect taxation and the banking crisis.

Shourie accused the government of "gross negligence" and of being "irresponsible" in handling the banking crisis.

So far as the economic issues are concerned, the President is repeating what Arun Jaitley is telling and Arun Jaitely doesn't have much idea about his too positive economic prediction overtaking the World Bank and the International Monetary Fund's projections.

    Rajesjji: Mr. Modi came into power to clean up India as a holy land free from red tape and corruption. What the current Government under Mr. Modi's direction simply started was a war of retaliation towards the opposition parties mainly targeting the Congress party and their leadership.

    How many jobs have been created so far? How many trillions of dollars in FDI? Even with 100% ownership golden offer at the dilapidated red inked corporations of India like the Railway-Air India etc, how many billions have landed? How many trips Mr. Modi has conducted to bring the foreign investments to India, the plane charge by Air India alone was Rs. 117 Crores last year. Can you rationalize these terrible results?

    He was delivering the message in 2014 that he will shift China's position to India as the manufacturing base of the whole world, how far it was materialized. China was manufacturing 20% of the consumer goods for the whole world. $ 535 billion was pulled away from China by the foreign investors last year, and a good percentage went as investments in the neighboring countries like Laos, Viet-Nam, Cambodia, Thailand etc since the factory salary in a city at those countries is around $ 185.00/month, whereas in a mega city in China, it was $ 485.00/month. Why Mr. Modi didn't bring some of those billions to India? In 2015-2016, it was only 40.82 bill, in 2014-2015 44.29 billion. Great decline.

    Did Mr. Modi correct the CM of Haryana who said that to live in India, don't eat beef. He was inviting foreign investment in Harana but the foreigners can't eat beef. How you classify this modern mental disorder? How many foreigners would be happy to invest their hard earned money in a country like India under the current administration?

    How many times we have heard from his divinely chosen cabinet Ministers exalting him as the Hindu deities like Lord Krishna-Modi is a gift of God to India etc etc. Thus, now India is under a deity rule. Who has the authority to question any deity?

    We have never read such statements from the Cabinet Ministers of the former Governments adoring the PM like a deity thus even the deities are in some confusion now.

    The amount of roads being constructed,railways lines being laid, rural electrification taken up Modi is higher than any previous government.     Dear friend, the Air India bill for using Boeing 747 for his repeated royal travel for the year 2015 was Rs. 117 Crore. Other expenses like the high priced hotel bills are not included in this.

    Foreign Direct Deposit generated in the year 2014-2015 was $ 44.29 billion, but in 2015-2016 was 40.82 billion. Even for revamping the Indian Railway, according to the Statement of the Railway Minister, it takes $ 500 billion. Now in two years, we can see the, how wide is the reality of political rhetoric and final result! Wait, the blame will be landing upon the monsoon rain shortage because the blaming of the former Government has no effect now.

    Shourie is frustrated since he was not picked as finance minister. He wanted to control the PM and it is not that easy to do it. US also has one man show - BARACK OBAMA.. Arun Shourie has forgotten this fact.. Sonia Khandi was de facto PM one woman dictator of India in the last govt and Man Maun Singh was just a paper doll. Arun Shourie knows only rhetoric....

We gave congress 50 years to rule this country, i think Modi deserves at least 10 years, and this guy is putting his genuine effort to change India, he may fail in the process, but what counts is his effort which will be evaluated after 10 years of his power.

    ..we need it alternatively..many people wished Army to rule for some time..for the past 10 years every one looted and Congress knows very well that its not BJP, but its own allies who stalled many important bills such as GST,INSURANCE so on..We had highly qualified,very silent,Innocent PM as MMS but what is the use?..we have everything, no need Magic from any party of PM..INDIA need just a good administrator who can control his ministers..MODI doing it fine..its evident from the fact that he was attacked for suit,foreign visit,Degree but not for his Governance..

    As a BJP man I agree with few things what Arun Shouri said. But government is doing good for country and scandal free. India's growth and development at peak. India need single minded approach and Iron fist. People misuse democracy for their advantage and undermine state including Shouri.

    .but he was disgruntled sure, He was MODI supporter but since he didnt got any post he was talking against MODI for quite some time..MODI doing fine..for power if you keep on pleasing your supporters/allies then you will end up like Congress..every one looted..small ally DMK leader A Raja looted in billions..SHIVSENA upset with MODI, if MODI goes to please them then BJP may end up like Congress in Assam (when BADRUDDIN slowly became a kingmaker) and in KERALA(Muslim controls Congress)..MODI shouldnt worry about 2019 elections..even VAJPAYEE lost..every one said he was secular, more acceptable, NDA1 was one of the best Govt..but still it didnt won second term..

    Of course, India has seen lot of growth under Feku Maharaj government. Petrol price Rs.70,where Int'l price $40/bbl, Toor Dal price Rs. 220, Beef not available Where Mutton price 400/kg.etc.... Tax on everything, and very soon present COW government will introduce even "SNEEZING" Tax on Middle class and poor.

    Amigo, prices will increase anyway..didnt salaries increased ,private or Govt!!..cost of every items/Taxes increase as population grows, it will never come down which ever is the Govt..How much is land value now..did people stopped building houses..you want lower loan rate but not ready to decrease deposit rate..you want to compensate farmers,compensate people whose property burned in caste quota riots but wont ready to pay tax..it wont happen..we need a corruption free Govt which can manage national resources efficiently..you can say Congress turned economy upward by opening up to world during MMS as FM But it helped big business/Industries/IT..it didnt helped farmers..if its helped today they didnt hang themselves..
