Yes, its obvious that these years they enjoyed being lazy and now when govt tighten the system they will tend to strike.
When govt introduced Bio-Metric attendance system ,many employees opposed it. This was true testimony given to Channel during Delhi election for not voting for BJP.

The Government must start policy of outsourcing. The people who works in Banks or Government department thinks that if they join these institutions, no one will take action against if they will not work...... If it is outsourcing than they will have a fear of losing their jobs if they will not perform as per the requirement of their company.i.e. I am in Dubai and we were having about 5 non clerical staff and our bank used to give them good salary. They used to fight to clean kitchen, toilet, or office and manager used to interfere every time. At present these jobs were given to some private firm and management has no pain about fights i.e. who will clean and how to replace the person if anyone goes on leave. The company will employ the people for 50 percent of expenses and they will replace the people in advance.
