'Demonetisation led to great movement towards digitisation'


Washington, Jun 11 (PTI): Union Finance Minister Arun Jaitley on Saturday said the government was aware that demonetisation would cause a cash crunch in India but had envisaged long-term advantages like “great and substantial” movement towards digitisation of the economy.

“We were conscious of the fact that the demonetisation, to the extent that it causes a cash crunch made temporarily for a quarter or two impact on us adversely. But there were some long-term advantages which were envisaged,” Jaitley told Bloomberg TV in an interview aired here.

Asked whether demonetisation has been a success, he said the first significant advantages that has taken place is that there is a "great and a substantial movement" towards digitisation of the economy.

“The use of cash relatively comes down, the use of other mode of payments increases. The second is, there is a substantial number of assesses who have been added,” Jaitley said. He also said that he anticipates a substantial increase in the tax base.

“I think the new normal has been established in India and a message is loud and clear that it's no longer safe to deal substantially in cash,” said the finance minister.

Responding to a question, Jaitley said he does believe that India has carried on a large number of structural reforms in the last few years.

“With the kind of structural reforms which are setting in, the kind of public expenditure and the foreign direct investment we are getting in, I do expect the growth to turn around and improve this year,” he said.

“I do believe that the net effect of demonetisation, that is the invigoration of the informal economy with the formal one. The GST is likely to set by the first of July this year,” he said, hoping that with a good monsoon being forecasted this year, the growth would increase.

“The one important challenge that we have is with regard to a private sector investment, we do believe that the global curve is also turning, go turning slowly. Domestic consumption is improving. And hopefully, if we are able over the next one year or so, address the problem of the Indian banking system itself. We will again pick up significant growth,” Jaitley said.

    The world Bank has gone on record saying that the November 2016 DEMONitization has harmed the Indian Economy and in Particular the Rural Economy .

    The Farmers are now facing severe crisis since the MSP for all major crops have been much lower as compared to earlier years. In particular the TUR crop which was a bumper crop this year the MSP has been not even 50 % of what it was in earlier years. This led the farmers to dump their produce in the Mandis which have given them 50 % in cash and rest by cheque.
    Of the the Cash component, the farmers were forced to forgo 2 % cash.
    The bumper crop that was harvested was thereby wasted and the Farmers have little or no money for current sowing operations as almost all the MSP have been below par.

    With the high inputs cost and lower MSP, the farmers are in a sad plight and Agriculture is taking a beating.

    DEMONitizaion has affected the Construction sector, the Garment sector and several Small Scale Industries which are solely dependent on cash transactions. Even the Real Estate has been completely out of gear as the Government officials and Corporations still insist on their share of Cash for various transactions as they have been used to this practice for the last couple of decades.The list is endless and several small businesses have shut shop .

    DEMONitization directly affected several Plantations sectors and particularly Coffee Plantations who were in the Midst of the Picking season.

    The rural sector is far from being digitalised as they are still uneducated and ignorant .
    The farmers who had some cash for various requirements were literally robbed of their hard
    earned money.
    We really hope at least the GST and structural reforms which the government is referring to will help
    the economy and that the government will stop diverting the people attention to petty politics and the economy is back on its rails despite the current derailment .

    Demonisation has also led to "Monumental Mismanagement & Organised Loot" around the country.
    GDP is falling, Unemployment is at it highest, no new jobs are being added and Private investors are moving away!! But you will not show this.
    You will focus on the slaughter of Cows and Buffalos and terrorism in Kashmir. But any Media that stands up boldly, you send the CBI.
    Such hypocrisy. Such violent ideologies.
    The people who elected you will be the cause of your fall.
