Healthcare scheme a jumla, Jaitley also admitted no allocation in Budget for it: Chidambaram


New Delhi, Feb 2 (The Indian Express): Senior Congress leader P Chidambaram on Friday termed the National Health Protection Scheme (NHPS), the showpiece of Union Budget 2018 presented yesterday, as yet another ‘jumla’ of the government given that was there was no allocation for the same. Finance Minister Arun Jaitley, in his speech, described the scheme as the “world’s biggest government-funded public healthcare scheme”.

Taking to Twitter, Chidambaram said, “Yesterday, I had said that the new HEALTH CARE SCHEME is a jumla with no money provided in the budget. Today, FM has admitted that no money has been provided and he will ‘raise money in the future’. Perfect jumla.”

He went on to add: “Scheme without money is like flying a kite without a string. The kite flyer will say that the kite is flying, but there will be no kite and nothing will be flying.”

Jaitley has announced that under the government’s massive healthcare scheme, insurance worth Rs 5 lakh will be provided to 10 crore poor families every year.

Breaking down the expenditure on the scheme, Chidambaram, told IANS: “The promise of Rs 5 lakh per family for secondary and tertiary healthcare is a big ‘jumla’. The target group is 10 crore families. Assuming each family will avail of Rs 50,000 – one tenth of Rs 5 lakh – the amount required per year will be Rs 5 lakh crore.”

The former finance minister said if the insurance companies foot the bill, the estimated premium at Rs 5,000 to Rs 15,000 per family will require an outgo from Rs 50,000 crore to Rs 1.5 lakh crore per year.

    The union minister says it's free no payments, another spokes person of BJP says there would be premiums and now they say states will pay 40%. Did they ask the states and if so from where the states will bring such a huge funds. This 100% fekugiri and fooling the people for votes.

    Why there is no health care benefit for middle class? Why Mr. Modi is not concerned about the middle class when most of the tax is collected from middle class only?

    Again if he finds shortage of funds, he will again impose some more taxes on middle class.

    Govt wants rich class to fund their election, Govt wants poor to vote for them. Middle class, educated. cultured and intelligent are wanted only to pay taxes and are following the political party according to their conviction and useless for govt. All sort of social pressure is on this segment. Poor fellas plan for daughters/sons marriage for years and get ultimately looted on one wedding day just to satisfy the tradition.

    Rich and poor are many times exempted from social pressure but middle class never. They teach their children to work harder to secure future and endlessly keep pressurising children. They are not ready to open small stalls like panipuri/chai etc or not ready to take jobs like guard even though their financial condition is not good. A typical - Log kya kahenge - mostly applies to this group.

    An average insurance premium for one person for 5 lakh health insurance is around 8 to 10 thousand and if 5 members are there, it can be around 15 thousand. The impartial Economic Times says the cost on premium can be 1,2 lakh crores, that means 12000 per family. I feel this is practical calculation. I have health insurance, but even paying 8000, there are many terms and conditions.

    I heard under this new scheme, insured people can go only to govt hospitals and not private. Considering the present day condition of govt, municipal hospitals where 50% of the critically ill people are brought out dead, one can imagine the outcome of this scheme with Rs 1100 premium for family. Our politicians go out of India for treatment and others think all govt hospitals are like AIIMS. To be successful, all govt hospitals should be brought to the level of AIIMS,

    Not only FM, he is minister of corporate affairs. He was even defence minister and Minister of Information and broadcasting. Is he the only person available in India while Mr. PM busy with his foreign trips?

    India seems to be laboratory for Mr. Modi'; where he tests his adolescence policies on the people using his inexperienced and unknowlegdble ministers.
