Mangalore: Village Accountant Falls into Lokayukta Trap

Mangalore, Aug 9: The village accountant of Neermarga Bodantila gram panchayat was caught by the Lokayukta police red-handed, while accepting bribe from a villager.

A person named Ramachandra Salian had applied for land conversion, for building a house in his land 20 days ago. Uthappa, a native of Kodagu district and working here as village accountant, allegedly demanded bribe. When Salian said that he would get the conversion done through some other office, Uttappa is said to have warned him that the file anyway, would be forwarded to him for conversion and that he would withhold permission even then.

Salian complained to the Lokayukta, who arrested the village accountant in question alongwith bribe of Rs 5,000 and land conversion fee of Rs 3,000 he accepted from Salian, from his possession. Lokayukta superintendent of police Dharmaraj led the raid that was conducted at about 3.30 pm on Friday August 8.

    Uthappa came all the way from Kodagu to Neermaga Bondanthil to rob the public. Mr.Venu from Muscat said it right. 99% Village accountant along with other employees of Panchayath are corrupt. Try your luck to find a honest Panchayath President.

    They build roads leading to their properties with black top while village roads are falling apart. They install street lights which belongs to village,in their front yards or on the street leading to their house,while Village streets are dark.

    Rajiv Gandhi drinking water Project pipes are irrigating the Arecnut plantation belong to Panchayath members,while villagers are using hand pumps for water. Some of the Clerks collect Rs.100 from the poor Public to fill up loan application or any other request form.

    If not enough,try to get RTC from Panchayath,without paying the bucks!! You can go around the world and reach back to the village and still won't be done. Then there are corrupt attenders,who operate drinking Water Valves to the homes. They are like Men behind the elephant in Circus with a bucket and scoop. If villager pays limited bribe,the valve remains open for short time. Pay little more and the vegetable garden can be sprinkled.

    That is why it is called Panchayath Raj,and it can also be called as Money Mint. Like the Supreme Court Justice said"Even if God comes down,this country will not change from corruption".

    One petty village accountant caught for taking a bribe of 5k. It is a well known fact that all and sundry are corrupt. Why a retired Commissioner is on the lookout for a house in Mangalore for 1 crore (yes, 1 crore) why he has even sent his underlings under threat of exposing them if they do not get the particular house owners ( that he has decided upon) to sell the property to him.

    The underlings knowing they are vulnerable have started harassing the two property owners with breach of rules,etc. Lokyukta authorities should keep a tab on such "bosses" who are in the big league corruption graph first- get after the recently retired beaurocrats as they have to park their ill begotten gains somewhere.And property is their first target.

    Hardluck Mr.Uthappa!!!!!!!!!! This may be a rare case where common man suceeded to get through.99%of the Village Accountants are corrupt and people keep quiet bribing some amount to carry out their work.By the way these village accountants are dancing to the tunes of Local political heros and earn good amounts in return. Common man will remain helpless until then "these government servants consider themselves as public servants",and i hope this transformation will take Decades!!!

    This is not the one case. Almost all Government Offices are flourishing with corruption and no one wants to raise their voice due to the fear that their on going and future jobs to be done through these corruptive officers. I am also having some jobs to be done through govt. office and had to accept the threat that if I don't pay a certain amount to the middle men, the property that I have purchased will not be registered. Can you imagin ? these are our Indian brothers. There are simple solutions to stop it but no one wants to take the risk as top to bottom are the same.
