France denies Rahul's remarks about secrecy pact in Rafale deal


New Delhi, Jul 20 (IANS): France on Friday denied Congress President Rahul Gandhis remarks that French President Emmanuel Macron had told him that there was no secrecy pact with India on the Rafale jet deal and said there was a legally-binding agreement security agreement binding the two countries which also covers the agreement to purchase the fighter jets by India.

A French Ministry of Europe and Foreign Affairs spokesman said in a statement that they had noted the remarks of Gandhi in Parliament.

"France and India concluded in 2008 a security agreement, which legally binds the two states to protect the classified information provided by the partner, that could impact security and operational capabilities of the defence equipment of India or France.

"These provisions naturally apply to the IGA (Inter-government agreement) concluded on September 23, 2016 on the acquisition of 36 Rafale aircraft and their weapons. As the President of the French Republic indicated publicly in an interview given to India Today March 9, 2018, when a deal is very sensitive, we can't reveal all details," he said.

Gandhi had said in his speech in the Lok Sabha on Friday during the debate on the no-confidence motion that Macron had told him that there was no secrecy pact with India on the Rafale jet deal, alleging that Prime Minister Narendra Modi and Defence Minister Nirmala Sitharaman had lied to the nation about it.

"I personally met the French President and asked him if there was a secrecy pact with India. He told me that no such pact was signed between the two countries. He said he had no hesitation in saying this and that I can tell this to my country," he said.

Gandhi said the price per plane during the UPA regime was Rs 520 crore but when Prime Minister Narendra Modi went to France and "with some magic" powers, the price per plane increased to Rs 1,600 crore.

    What is interesting about this "clarification" is that:

    * the Indian press releases have no author names - which only happens when the news is Fake
    * the claimed French "clarification" has no names of the spokespersons, no specific location or time - again a clear indication it is Fake news

    So, so long as I can see, it is completely Fake news. In support of the Gujju-bhai Government, created in India.

    1. Why did Modi Government cancel the previously negotiated and 95% completed RFP and float another RFI for single engine MMRCA?
    2. When the IAF – the end user and the people with technical knowhow – already rejected these two products, how and why was another RFI sent across to these two companies?
    3. It will be worthwhile remembering that Adani Group signed a Joint Venture with SAAB to produce Gripen in India after this RFI was floated? Whose “National interest” was behind this?
    4. Before sending the RFI to these companies whose products were already rejected by the IAF for multiple reasons, why was the so-called nationalist government hell-bent on compromising India’s national security?
    5. How the PM could take a unilateral decision when he announced the deal from France on 10 April 2015 as these approvals came only in September 2016. There the main question is, who gave the permission for Modi to take such a decision?
    6. The IAF shortlisted two products after extensive trials. When the IAF rejected all the other aircraft except two twin-engine ones, when did IAF change its stand and decide to go for single engine aircraft? Or did the government take a unilateral decision on that front too?

    How can France admit that they are charging a higher purchase price.If they do ,it will be proof that kickbacks are paid.Buying a plane in fly away condition is much cheaper.In the previous deal,there was transfer of technology,with the condition that certain number of planes would have to be manufactured in India.This has escalated the price of the plane.Every country knows the cost of F-22 raptor,Joint strike fighter,F15 & F16.So why should the cost of Rafale be secret and classified.Its performance and instrumentation can be classified,but the price should be revealed in Parliament.After all ,in the previous deal ,the price was made known ,as it was Indian tax payers.It was not classified then ,why now it has become top secret.Something is fishy

    you should read more about the deal.
    1. if the deal during UPA was so good, why didnt they go for it?
    2. As far as cost increase is concerned, You should check and see what are other extra equipments that are bieng fitted.
    3. The defence standing commitee which has congress members can get all the details of the deal,
    4. Govt has not given any contract to reliance on rafael.
    5.MMS during 2008 made the secret deal pact with france. Ask him why?
    6. in 2016, it was under this pact that the deal between govt to govt was signed.

    Oh Yeah, I know this urgent typing on a plain paper and faxed to RG from Nagpur within couple of hours. In a hurry burry they forgot to sign the letter at the bottom and no letter head and not addressed to anyone. If RG commits the mistake of verifying this letter from French embassy it will be a big embarasement to him and his adversaries will go on Moun Vrath.
