Mehul Choksi is in Antigua: CBI sources

New Delhi, Aug 2 (IANS): Fugitive Indian diamond trader Mehul Choksi, wanted by Indian authorities in Rs 13,500-crore Punjab National Bank (PNB) fraud case, is in Antigua and Berbuda, CBI sources said on Thursday.

"The Antiguan authorities confirmed his presence in Antigua," a Central Bureau of Investigation (CBI) source said.

He said the Antiguan authroties' reply came after CBI wrote to them seeking details of Choksi's whereabouts in the fraud case.

On July 24, it was revealed that Choksi had moved to Antigua from the US several weeks ago using an Antiguan passport. The revelation came from Antiguan authorities in response to a CBI diffusion notice (a request to Interpol for the arrest of a specific person) circulated to foreign countries through Interpol.

The red corner notice (RCN) request from the CBI to the Interpol against Choksi is still pending.

On July 11, the ED asked a special court in Mumbai to declare both diamond merchants -- Choksi and Nirav Modi -- as 'fugitives' under the Fugitive Economic Offenders Ordinance 2018 because they had fled India a month before they were named in the fraud case on January 31.

The ED has been probing two cases of money laundering against Choksi, Nirav Modi and others under the Prevention of Money Laundering Act (PMLA) on the basis of an FIR registered by the CBI.

In these cases, the ED had on May 24 and May 26 filed prosecution complaints or charge-sheets against Choksi and Nirav Modi.

The court has taken cognisance of the charge-sheets and issued non-bailable warrant against both of them.

On the request of the ED and the CBI, the Interpol had earlier issued RCN against Nirav Modi.

We have seen basket-full of rich merchants from the Indian origin scattered all over the Caribbean Islands doing all kinds of business. They are all well established in those remote Islands which are tax havens for various merchant houses that have been in those far away Islands for a long time.

From a neutral eye of a tourists such as ourselves, we merely keep our eyes wide open and commend all those who have successfully created a haven far away from their home land. May they survive wherever they are and whoever they are.

Thanks for sharing your admiration for Indians who have made it in the Caribbean, but this piece is about a fugitive who fled the country with tax payers' money, persuading the gate keeperto look the other way.

Mehul Choksi had fled the country in the first week of January, nearly a fortnight before the country’s biggest banking fraud surfaced.

Antiguan passport allows travel to 132 countries, including all Schengen nations, without a visa. While the CBI and ED say they don’t know when Choksi applied for an Antiguan passport, a local newspaper, The Daily Observer, has reported that the Citizenship by Investment Unit (CIU) has confirmed Choksi was granted Antiguan citizenship in November 2017.
The CBI and ED claim they had no information about Choksi’s presence in the US. However, this seems unlikely as in May 2018 the CBI had written to the US authorities for details on Choksi.

So, technically, the US authorities were aware of Choksi’s case. Not just that, there had been several media reports about his presence in the US.

In addition to this, an investigative officer of the PNB scam told that a letter sent by Interpol to Indian agencies on 20 July states that it was informed by the US Department of Justice that on the basis of the US authorities’ “assessment”, Choksi left the country on 8 July on an Antiguan passport. However, the Indian agencies are objecting to the use of the word “assessment” by the US authorities, and asking why the country didn’t say with certainty whether Choksi used an Indian or an Antiguan passport.
CBI which falls under the center Home ministry now stands for 'Crime Buddies of India' making arranged escape to BJP's crony capitalist and economic fradsers.
